The purpose of this newsletter is to streamline communication, promote idea-sharing amongst communities, share the latest news and research as well as highlight events happening in Maine with regard to the many impacts of substance use during pregnancy.

Caring Community Collaborative: Fiscal Mapping

The Community Caring Collaborative (CCC) is a partnership of providers, educators, families, and community organizations working together so that children living in Washington County, Maine, can be safe and successful and their families informed and supported. The CCC is dedicated to the creation of a seamless support network that helps families gain new skills and better meet the needs of their children.  The CCC is the recipient of the Project LAUNCH grant for the state of Maine funded by the federal Substance Abuse and Mental Health Services Administration (SAMHSA), which seeks to promote the wellness of young children birth to age eight. The purpose of SAMHSA's Project LAUNCH in Maine is to minimize new overhead, maximize existing resources, and identify ways to deliver services more effectively using best practice models.

                                            

This report provides an overview of the flow of LAUNCH funding across the CCC services during the project's first three fiscal years. The fiscal map included in this report provides insight into the fluctuations in the allocation of SAMHSA-LAUNCH funding. Additionally, it outlines how the CCC utilizes LAUNCH resources to provide early intervention services to children and families in Washington County.  View the Full Report

  

Children's Safety Network: State Fact Sheets (Maine 2013)

Unintentional injuries and violence are the leading causes of death, hospitalization, and disability for children ages 1-18. This fact sheet provides a state snapshot of data on the injury-related Maternal and Child Health Block Grant National Performance Measures and Health Status Indicators, with a special focus on disparities based on race, gender, and rural/urban residence.  The fact sheet is intended to be a helpful and easy-to-use tool for needs assessments, planning, program development, and presentations.

Community Epidemiology Surveillance Network: 2012 Fact Sheets

Originally organized by the State of Maine Office of Substance Abuse (OSA) within the Department of Health and Human Services and based on a national model from the National Institute on Drug Abuse (NIDA), the Community Epidemiology Surveillance Network (CESN) is a multi-agency work group that studies the spread, growth and development of substance use in Maine and its communities. The CESN aims to provide updated trend reports annually.

Penquis Regional Linking Project "NAVIGATORS"

Families And Children Together (F.A.C.T) is the recipient of a five year Children's Bureau Regional Grant. F.A.C.T. is a member of the Penquis Regional Linking Partnership, an existing regional partnership of child welfare organizations, social service agencies, courts, healthcare organizations, substance treatment providers, public health entities, and an institution of higher learning. The grant is designed to increase the well being of and improve permanency outcomes for children age 0 - 5 affected by substance abuse and live in either Piscataquis or Penobscot County. The approach to the target population is two-fold; provide access to skilled Navigator Services to assist families in accessing existing services in the community, and, implement a trauma informed practice model for participating service agencies working with these families along the continuum of care.

"Infant and Family Support Specialist Training" (IFSS)

A 36-hour curriculum developed by the CCC (CEUs available from the University of Maine, Machias)

This course will cover: poverty, trauma and their impacts, attachment and parenting, substance abuse, crisis intervention and self care as well as infant mental health and regulatory issues. Students will learn to be strength-based, family oriented and culturally competent.

Binge Drinking: A Serious, Under-Recognized Problem Among Women and Girls (CDC Vital Signs, January 2013)

Binge drinking is a dangerous behavior but is not widely recognized as a women's health problem. Drinking too much - including binge drinking* - results in about 23,000 deaths in women and girls each year. Binge drinking increases the chances of breast cancer, heart disease, sexually transmitted diseases, unintended pregnancy, and many other health problems. Drinking during pregnancy can lead to sudden infant death syndrome and fetal alcohol spectrum disorders.

 

About 1 in 8 women aged 18 years and older and 1 in 5 high school girls binge drink. Women who binge drink do so frequently - about 3 times a month - and have about 6 drinks per binge. There are effective actions communities can take to prevent binge drinking among women and girls.

"Show Your Love" Campaign 

 Show Your Love

is a national campaign designed to improve the health of women and babies by promoting preconception health and healthcare.

CDC's Show Your Love

The campaign's main goal is to increase the number of women who plan their pregnancies and engage in healthy behaviors before becoming pregnant. 

For those women who don't want to start a family in the near future or at all, the campaign encourages them to choose healthy behaviors so that they can be their best and achieve the goals and dreams they have set for themselves.

Medications During Pregnancy

 Key Findings: Safe Lists for Medications in Pregnancy: Inadequate Evidence Base and Inconsistent Guidance from Web-based Information, 2011

  

Numerous internet websites post lists of medicines that are safe to take during pregnancy. However, these lists are based on limited evidence and provide inconsistent guidance for women.  Half of the websites examined were missing a key message encouraging women to talk to their health care provider about using medicine during pregnancy.

New Approaches To Address the Needs of Families in the Child Welfare System

The National Center on Substance Abuse and Child Welfare (NCSACW) is pleased to announce the release of In-Depth Technical Assistance (IDTA) Final Report 2007-2012 (PDF), a comprehensive summary of 17 sites working collaboratively to meet the needs of child welfare-involved families affected by substance use disorders. Through technical assistance from NCSACW, the 11 states, four counties, and two tribes accomplished the development of innovative programs and wide-ranging policy and administrative changes, including those focused on treatment reimbursement, treatment prioritization, and medication-assisted treatment.
