The purpose of this newsletter is to streamline communication, promote idea-sharing amongst communities, share the latest news and research as well as highlight events happening in Maine with regard to the many impacts of substance use during pregnancy.

 

The newsletter will have sections for each of these topics (and can expand as-needed) so that folks around the State of Maine can be kept in the loop and learn about our progress and each others' successes, challenges and anything else that is relevant to the work of promoting Fetal Alcohol Spectrum Disorders (FASD)/Drug Affected Babies (DAB) awareness and education in Maine.

Crossroads Awarded $1.5M Federal SAMHSA Grant for Comprehensive Substance Abuse Treatment for Pregnant and Postpartum Women (Crossroads Blog, August 2012)Crossroads, a nonprofit agency offering Maine's most comprehensive treatment for behavioral health with a gender-specific focus, was awarded $1.5 million over 3 years from the Substance Abuse and Mental Health Services Administration (SAMHSA). The federal grant will allow Crossroads to enhance Maine's only residential substance abuse treatment program for pregnant and postpartum women, where children reside with their mothers during their residency
 

$3.9M project to aid youngest victims of substance abuse

(Bangor Daily News, November 12, 2012)

The project, which will serve children 5 and younger in Penobscot and Piscataquis counties, will receive about $800,000 a year over five years from the U.S. Department of Health and Human Services' Administration for Children and Families, according to a press release from UMaine. The project will be led by the Bangor-based agency Families And Children Together, the UMaine School of Social Work and a coalition of more than 25 community organizations.

  

The Maine Resilience Building Network (MRBN) 

The MRBN was created to advance community conversations, awareness and prevention of Adverse Childhood Experiences or ACEs through a variety of local initiatives and statewide partnerships in Maine.   Through the generous support from The Bingham Program, the MRBN promotes statewide efforts to grow ACEs awareness and practice to include those "unusual" voices in awareness and prevention of ACEs (e.g., health/medical, business and municipalities, clergy, and education).  There are currently eight targeted ACEs sites and three statewide partnerships utilizing the Collective Impact process to organize our work and products, with the goal to have at least one site in each county and five statewide partnerships by the end of 2013.  The MRBN is a project of the Health Accountability Team of the Maine Children's Growth Council. For more information, please contact Sue Mackey Andrews at (207) 564-8245.

 

24-Month Limits to Suboxone Coverage

The information regarding the 24-montl Limits to Suboxone coverage are now posted on the MaineCare Services website.  There is also a link to a presentation recording of an earlier forum hosted by Dr. Kevin Flanigan, Medical Director of MaineCare Services.  The 24-month limits to methadone coverage will be posted when they become available.

In March 2012, staff from the Office of Substance Abuse and Mental Health Services (SAMHS) - formerly the Office of Substance Abuse (OSA) - the Office of Child and Family Services (OCFS), Maine Children's Trust, and Barbara Bush Children's Hospital met to discuss infant deaths reported to OCFS related to unsafe sleep practices.  As a result of these reports and an ongoing State of Maine infant death chart review we have partnered to offer educational materials (available on the SAMHS FASD/DAB webpage) and three regional trainings regarding safe sleep environments and the potential for increased risk for families affected by substance use.  If you would like additional information on the regional trainings, please contact Amanda at (207) 287-2816.

Since 2006 the Northern New England Poison Center (NNEPC)has seen a three-fold increase in unintentional buprenorphine poisonings among children under the age of six in Maine (11 in 2006, 38 in 2010, and 30 in 2011.) Most of the children were under the age of three and several experienced life threatening conditions (eg. severe respiratory depression) after ingesting or mouthing a sublingual tablet.

 

We are currently working with buprenorphine prescribers and have provided them with the following FREE tools to help educate their patients about this risk (in a packet and online): 

  • Maine DHHS' Director's Letter
  • Patient Safety Agreement
  • Up and Away materials (bookmarks, magnets, postcards)
  • NNEPC Buprenorphine-specific safety information (wallet cards and magnets)

Breastfeeding and Substance Use 
In response to some uncertainty about how to advise women who are using substances (legally or illegally) and considering breastfeeding, we developed a resource page to encourage community providers to support women in these situzations who choose to breastfeed.

SAMHSA Seeks Input: Defining "Trauma"

In 2011, SAMHSA designated Trauma and Justice as one of its key strategic initiatives. Research has highlighted the central role of trauma in mental and substance use disorders and the linkage between trauma experiences and other chronic physical diseases.

To advance this work, SAMHSA embarked on a process to develop a working definition of trauma and key operating principles and guidance for a trauma-informed approach that can be applied across multiple service sectors. While much work has already been done in this area, there still is confusion and ambiguity regarding what is meant by trauma and trauma-informed approaches.
