2013 Year in Review from your OC Chapter President
   

 

As we look back at the year 2013, we not only saw a great turnaround for our industry but significant program attendance increases for BIA events as well. For the first time in many years, it was exciting to see full rooms and even completely sold out events.

We had some critically important wins on the Government Affairs front and have seen our membership grow significantly by over 100 new member companies. We could have not done this without the help of our dedicated Board of Directors and talented staff. 

On a personal note, I want to extend a sincere thank you to the membership for the opportunity to serve as your 2013 President, it has truly been and honor and privilege that I have thoroughly enjoyed. Consequently, I will continue to serve as a Past President on the BIA/OC Executive Committee as well as taking on a new role as Treasurer for BIA Southern California.  Lastly, I would like to wish Donna Kelly of Lennar Homes all of the best as the baton is passed to her for Presidency in 2014.  Best wishes for a prosperous 2014!

Government Affairs: 2013 Year In Review

 

Repeal of Mandatory Inclusionary Zoning (Affordable Housing) in Newport Beach

In March, CEO Mike Balsamo testified to the fundamental

california state house

 fairness issues related to mandatory inclusionary zoning ordinances. Newport Beach City Council agreed and set in motion the removal of the ordinance and related policies from the Housing Element. State HCD certified the Housing Element in November and the ordinance was officially repealed on December 10, 2013. Builders pursuing new entitlements in Newport Beach will save $22,359 per unit.

 

Tustin Adopts Subdivision Ordinance Streamlining per BIA/OC Recommendations

On September 9, CEO Mike Balsamo advocated in support of the City's proposed Subdivision Ordinance Amendments.  The City worked with BIA/OC to improve the efficiency of the Subdivision review process. Among the 14 recommendations were the following highlights:

  • Tentative Tract Maps - will now only be required to have Planning Commission approval rather than City Council approval.
  • Final Tract Maps - will only require staff level approval and will not need to go to City Council for consent calendar review.
  • Consolidation of Review - Community Development Department will administer all subdivision related processes in coordination with Public Works.  Previously, functions were mixed between the two departments.

These amendments will greatly enhance the review process and save members time and money. Among major developments in Orange County, Tustin Legacy represents the potential opportunity to build 4,200 homes.

Programs & Events: 2013 Year In Review

 






Orange County Chapter Events and Programs saw record attendance and growth in 2013. Member-led committees delivered engaging topics at general membership meetings and the annual development trends conference. BIA partnered with ULI and the Ahmanson Group in June to present the No Place Like Home Conference, which featured nationally renowned speakers from academia as well as local developers and builders to discuss the past, present and future of the American Dream.

 

Successful events this past year will translate into several positive changes for 2014. Our 46th Annual Golf Tournament sold out so quickly that we are officially moving to the Golf Club at Coto de Caza next year. This will be the first time in five years that the tournament will return to 2 courses, but with the added benefit of being at the same location. Be sure to save-the-date now for June 2, 2014.

 

As a result of our attendance growth, BIA is going back to a newly renovated Irvine Marriott for our annual economic Outlook, and our general membership meetings and Insight Conference in 2014. BIA events won't have just a new look, but also a new energy and excitement, thanks to a new partnership with Peter Mayer Productions.

The Orange County Chapter has had a fantastic year in terms of new member recruitment and retention. The Chapter saw a 20% increase in membership and had two very successful membership drives thanks to the participation of our Board of Directors and Executive Committee. Currently, we have over 500 members that affiliate with OC and our yearly retention rate for BIASC is at 85%!
