In 1942, The Port of Longview became the main supply base for lend-lease shipping to Russia. Every week, three to four full shiploads of government issued war equipment and materials were exported across Port docks to Russia and Great Britain.

Obama Administration releases GROW AMERICA Act

On April 29th, the Obama Administration released their surface transportation reauthorization proposal titled "Generating Renewal, Opportunity, and Work with Accelerated Mobility, Efficiency, and Rebuilding of Infrastructure and Communities throughout America", or the GROW AMERICA Act.  This bill is a $302 billion, four year proposal that comes following the President's FY2015 budget outlining his priorities for surface transportation reauthorization in the coming year.

The GROW AMERICA Act emphasizes the need for freight infrastructure by providing $10 billion over 4 years for a new multimodal freight incentive program.  The program, which will fund innovative rail, highway and port projects, is aimed at addressing the greatest needs for the efficient movement of goods across the country. The proposal includes incentives to encourage coordinated investment in freight infrastructure and gives shippers, truck and rail industry representatives and associated labor organizations a role in crafting investment decisions in partnership with state and local officials.

The bill also proposes funding for multiple grant programs to support freight and infrastructure related investments, and promote innovation and collaboration between local, state and federal partners.  The GROW AMERICA Act would permanently authorize the TIGER competitive grant program, at $5 billion over four years and would allow additional regional and national transportation needs to be met.  In addition, the bill proposes $4 billion for the Fixing and Accelerating Surface Transportation (FAST) grant program which would award funding to states, tribes and MPOs that adopt innovative strategies to implementing long-term transportation improvements.
