PNWA sends letters urging support for NOAA FY14 budget

On May 15th, PNWA sent letters to Members of the Northwest delegation that serve on the House and Senate Appropriations and Natural Resources Committees urging support for NOAA's FY2014 budget. Specifically, we are supporting robust funding for the Coastal Storms Program which funds the NOAA weather buoys off of the Mouth of the Columbia River. The buoys, which monitor weather and ocean conditions, play a critical role in getting ships safely in and out of the river. Failure to maintain these buoys threatens the safety of mariners and the economic activity of our region.

Unfortunately, the lack of funding for NOAA in FY2013 is directly impacting operations in the Northwest by reducing the agency's ability to maintain these buoys. Due to budget constraints, it has been announced that one of the buoys will not be repaired or replaced upon its failure. PNWA members are urging members of the Northwest Congressional delegation to include funding to maintain the buoys in the 2014 budget. Click the links to read the full text of the letters, which were sent to Senator Murray, Senator Merkley, Representative Herrera Beutler, Representative Simpson, and Representative Hastings.

PNWA welcomes Collins Engineers, Inc. and ENVIRON International Corporation to our membership

Collins Engineers, Inc.

For over 33 years, Collins has been providing engineering services to various private and public clients nationwide. The initial expertise of the firm, founded in Chicago in 1979, was in the areas of structural and transportation analysis, design, and underwater engineering. Over the years, the firm's ability to provide additional engineering services has evolved. Experienced professionals have joined Collins to provide a host of additional abilities and diverse expertise in the planning, design, construction inspection and condition assessment of a large variety of civil engineering systems and related works. As an
Engineering-News Record (ENR) Top 500 Design Firm, professional services are provided in all aspects of structural engineering, geotechnical engineering, pavement analysis/management, road and street design, and traffic/transportation design. Additionally, Collins' staff engineers have first-hand experience with the seismic analysis and design of structures. Collins is aware of the importance of seismic detailing to ensure that a newly designed structure behaves as intended when subjected to seismic forces. Staff engineers know how to achieve adequate ductility through design and do not take the often costly approach that "bigger is better". Local offices maintain current versions of software and reference codes to ensure that staff is up-to-date on the latest trends. Collins routinely performs complex seismic analysis for structures including static, global, multi-modal, and non-linear pushover analysis. For more information, contact Matt Donahue.

ENVIRON International Corporation is a leading international environmental consulting firm with a regional presence in Clackamas, Oregon; and three offices in Washington, including Olympia, Seattle and Lynnwood. Their personnel are intimately familiar with natural resources; federal, state, and local environmental regulations in Oregon and Washington; dredging and in-water construction practices; environmental fate and transport analyses; and port-specific project issues that are relevant to waterway users. Established in 1982, the firm currently has 75 regional offices and 1,500 employees located throughout the United States (US), Canada, Europe, Brazil, and the Asia Pacific region. ENVIRON offers worldwide expertise to draw upon when there are additional project needs. For example, expert practitioners such as David Moore, PhD, and Victor Magar, PE, PhD, each have over 20 years of environmental toxicology or engineering experience focused on sediment management. Also, Cheegwan Lee, PhD, PE, is a water resource engineer and an expert in numerical modeling studies related to hydrology, water quality, sediment transport, and contaminated fate and transport analysis. ENVIRON also has practitioners specializing in geomorphology, watershed management, sediment remediation, and human health that are able to assist as needed.
