Outreach to Federal Agencies | |
NACPM regularly receives requests from both CPMs and their clients about insurance reimbursement for CPM services. Many of you have reached out to NACPM to find out more about the "Harkin Amendment" in the Affordable Care Act (ACA) and whether it will increase opportunities for CPM reimbursement. This provision prohibits health plans from discriminating against specific provider groups who are acting within the scope of their practice as defined in state licensure or certification requirements.
On March 12, 2014, the Departments of Labor, Health and Human Services (HHS) and the Treasury (known together as the "Departments") issued a Request for Information regarding this provider non-discrimination provision. On June 10th, NACPM responded, with the support of NACPM's health policy consultant, Billy Wynne and his Thorne Run Partners. Federal Recognition of the CPM | |
NACPM's efforts in regard to the Harkin Amendment complement our key initiative to support CPM reimbursement: passage of H.R. 1976, the Access to Certified Professional Midwives Act. NACPM, with your help and the support of our Midwives and Mothers in Action (MAMA) Campaign partners, continues vigorous efforts to secure federal recognition of CPMs. We visit Congress regularly to build support for H.R. 1976 and educate legislators about the role that CPMs can play in improving maternity care in the U.S., all while saving significant health care dollars. Passage of H.R. 1976 will mandate Medicaid reimbursement for CPM services, support private payer reimbursement, increase women's access to CPM care, support licensure of CPMs in all 50 states, and open up possibilities for CPM participation in federal loan repayment programs and the National Health Service Corps.
