Karen Milgate

 is a 
seasoned health care policy executive with a deep knowledge of the Medicare and Medicaid programs, a recent former deputy director of the Center for Strategic Planning within the Centers for Medicare and Medicaid Services (CMS), and a frequent speaker on the ACA and the integrative healt care field.  She will describe the origins, structure, value and promise of this innovative model.

Tim Fisher, MD, Chair of Women's Health Services at Cheshire Medical Center/Dartmouth-Hitchcock Clinic in Keene, N.H., will speak about opportunities for CPMs in the ACO model.   As a Home Birth Consensus Summit delegate and Co-Chair of the Northern New England Perinatal Quality Improvement Network (NNEPQIN), Dr. Fisher is an advocate for optimizing inter-professional collaboration.  As a graduate of the Master of Health Care Delivery Science Program at Dartmouth College in N.H. he is an advocate for innovative approaches to the delivery of health care.    

 

Bill Walters

 

 

 

Bill Walter, ND, is a naturopathic physician in Eugene, OR, committed to helping the population make a shift to a wellness-oriented lifestyle.  He has presented on the role of providers in reforming the healthcare system and on integrative health care in ACOs.  He will provide an overview of other ACA provisions that refer to licensed or integrative providers.

Deborah Senn
 

Deborah Senn, an attorney and expert in insurance matters, became the first woman to hold the office of Insurance Commissioner in Washington State.  She is a strong consumer advocate and a national leader for access to insurance by the patients of complementary and alternative providers, including licensed midwives.  She will provide an overview of Section 2706 of ACA, the provision prohibiting discrimination against providers by payers, commonly referred to as the "Harkin Amendment".

 

Bill Wynne

 

 

Billy Wynne, a Thorn Run Partner and health policy consultant for NACPM and theMAMA Campaign, has a wealth of experience implementing federal healthcare policy and achieving strategic legislative and regulatory objectives.  As Health Policy Counsel to the Senate Finance Committee, he was a key drafter of the healthcare reform "White Papers" that served as the basis for the Affordable Care Act.  Recently, he drafted the NACPM comment letter to CMS to encourage further federal guidance on the implementation of Section 2706 will describe the challenges and opportunities this implementation.  

  

 

John Weeks

 

 

 

John Weeks, a writer, organizer and executive for 30 years in the integrative health movement, currently directsthe Academic Consortium for Complementary and Alternative Health Care (ACCAHC).  He consults on integrative health projects for organizations such as NIH and WHO, produces the principal newsletter on the policy and business of integration, now the Integrator Blog News & Reports, and writes for the Huffington Post.  He will present an overview of the ACA provisions that impact the licensed-provider workforce.     

 

 

 

Have you been wondering what impact health reform might have on your midwifery practice or what opportunities are emerging for changing childbirth in America?  NACPM has prepared this series of webinars to address your questions!  CPM participation in the reforms of the ACA is not straightforward or simple, given the current level of integration of CPMs into the maternity care system.  However, NACPM wants to support all possible avenues for CPM participation and provide CPMs with information to support the development of local and national strategies to increase opportunities.  These webinars are designed to build expertise for midwives on ACA reforms over the course of the series.
