Is a Single Food Safety Agency in the Works?

In the FY 2016 budget, President Obama has proposed merging the FDA and USDA into a single new agency under the Department of Health and Human Services. The purpose is to eliminate overlap, confusion and reduce enforcement costs. So far, most people seem to support this measure. Passage depends on how well the proposal is accepted by a GOP-controlled Congress, however.
Mandatory Recall for Contaminated Meat Proposed

A
proposed Meat and Poultry Recall Notification Act would give USDA's Food Safety and Inspection Service (FSIS) mandatory recall authority for meat, poultry and some egg products currently under USDA jurisdiction.

Currently, FSIS attempts to persuade a company to issue the recall, but the agency can only require a recall if an adulterant is discovered. The problem is that not all foodborne pathogens are considered adulterants. For example, Salmonella isn't.

Sen. Kirsten Gillibrand (D-NY) is proposing legislation that would require recalls of meat and poultry contaminated with pathogens.

Food Safety is a Growth Industry for Attorneys

Legal firms are focusing on food safety lawsuits as a growth industry. One of the more aggressive firms, Marler Clark, now focuses exclusively on representing victims of foodborne outbreaks such as E. coli, Salmonella, Shigella, and Listeria. So far, they have collected over $600 million dollars for their clients.
