Thanks for taking a moment to catch up with your Association. April finds us coming out of the strongest month of volunteer fundraising that I can recall, in my time with WWA. Our chapter teams worked tirelessly to create tremendous, engaging events, and our members responded with zeal. I got to enjoy several of them, and listening to the conversations about our resources, your individual commitments to our waterfowling passion for the future, and some good ol' fashioned BS'ing about cold sunrises, hot coffee and old dogs renewed my passion for what we do. Thank you, for everyone that helped make these events a resounding success!

 

This month we've got the Conservation Congress Spring Hearings, a couple more great events in our Waukesha and South Suburban banquets mid-month, the next meeting of the Wild Rice Advisory Team, and then we'll be starting the process of working with our Women & Families in Waterfowling team, lead by the volunteers of our Twin Rivers Chapter - provided we get enough participants to make it a "go". Want more information on that opportunity? - see the article, later in this update.

 

 

Of all of these things - the most important by far, is the Spring Hearings. Recently, I shared with our board of directors, a posting by one of the more infamous anti-hunters in our state, and it was clear that her intent is to "pack the halls" of as many county hearing sites as possible, with the goal of having rabid anti-hunters elected to positions in the Conservation Congress. You don't need to have much imagination to realize what the impact of this sort of action would be. Please, please find time in your busy schedule to spend an hour or two, on Monday night, April 13th, at a Spring Hearing session by you. Spring Hearings Are DNR Logo Monday April 13th

 

Mark your calendars and be sure to attend your local public hearing.  Starting at 7:00 p.m. that evening in each county, individuals interested in natural resources management have an opportunity to provide their input by non-binding vote and testimony on proposed rule changes and advisory questions relating to fish and wildlife management in Wisconsin.

Of particular interest to waterfowlers this year are the following:
  • QUESTION 1: Expand the areas where waterfowl hunting is allowed by eliminating the requirement that hunters and blinds be "concealed" if they are within 3 feet of the shoreline (2016)
  • Proposed Local Wildlife Management Rule Changes QUESTION 10: QUESTION 10. Do you favor eliminating the waterfowl hunting closed area at the Outagamie Wildlife Area in the town of Bovina and establishing a new waterfowl hunting closed area at the Wolf River Bottoms Wildlife Area, Herb Behnke Unit, Town of Deer Creek and Maine?
  • Land Use Advisory Committee QUESTION 21: Are you in favor of the Wisconsin Department of Natural Resources working with the Wisconsin Department of Transportation to open wetland mitigations sites to the public that are suitable for public hunting, fishing, trapping, hiking and cross country skiing?
  • Migratory Advisory Committee QUESTION 24: Sandhill crane hunting season (360114, 550114)
    There are 700,000 sandhill cranes in North America and 17 states have hunting seasons including two states in our flyway: Kentucky and Tennessee. A management plan approved by 31 states and Canadian provinces in eastern North America established that the Eastern Population of sandhill cranes was large enough to be hunted and established a process for a state to apply for a limited quota based hunting season. In Wisconsin, the state legislature must approve a quota-based hunting season on sandhill cranes before the DNR can develop a season. Do you think Wisconsin should have a sandhill crane hunting season?
  • Migratory Advisory Committee QUESTION 25:Opening day shooting time (410214, 500314)
    Currently Wisconsin opens the waterfowl season at 9:00 am. Minnesota and Iowa start before 9:00 am.Do you favor a duck season opener at one half hour before sunrise?
  • Migratory Advisory Committee QUESTION 26: Unattended decoys on private lands (520514)
    Do you favor legislation that would allow water set decoys to be left unattended on water areas completely surrounded and enclosed by private land under the same ownership with no public access at any time during the year?

Project Program Update - Trail Construction Proceeds at Abrams Site

 

Early last month contractors were out on the southern end of WWA's Abram project property, expanding our disabled-accessible trail system, to the north, from the south parking lot/access area.  We laid out this first segment of trail, to avoid wetland areas, and later this spring, Peter will be doing a detailed wetlands delineation on the area so that we can determine exactly where to make any further extension of the trail to the north.  We're hopeful that this trail will eventually provide access to several more hunting blind locations - we'll keep you posted as things move along!

We're also working to renew our burn plan for the property - we'd like to get the islands in the pond area burned - an area that was too wet to get on fire, during the controlled burn that took place on May 2nd, of 2011.  We hope to get this work done between the last week of March and the last week of April.  If you're close by to the area, can flex your schedule on 24 hrs notice, and are interested in helping, let me know, we'll keep you in the loop.
WWA's DNR Hunter Recruitment Grant - Ladies: We Need You!

 

As you've already heard in a prior installment of our eNews, WWA was awarded one of the DNR Hunter Recruitment Grants.  This is a unique opportunity for women to learn about the "waterfowling lifestyle", through a multi-event series of experiences to occur later this spring and into the fall. Our Twin Rivers Chapter, along with several other teams, will be hosting several formal training events, including two different Learn to Hunt programs, in conjunction with this experiment.  The current schedule is as follows:

  • Introduction, waterfowl traditions, & fun shoot: Sunday, May 3rd: 3-6 pm
  • Wisconsin Wingshooting for Migratory Birds Program: Saturday, May 30th: 8am-5:30 pm, includes lunch
  • Scouting: how-to, LTH prep, & fun shoot 2: Sunday, August 9th: 3-6 pm
  • WDNR Learn to Hunt Geese: Friday, September 11th, 6-9 pm AND 5 am-2 pm, September 12th
  • WDNR Learn to Hunt Ducks: Friday, October 16th, 6-9 pm AND 4 am-2 pm, October 17th - includes game feed luncheon afterwards!

WWA Events Update

 

Congratulations and a huge Thank You! go out to you, our Membership, for supporting our events in March. Each event had an increase over last year and that can't happen without your support and the hard work of every committee. WWA wants to give you all the biggest thanks ever. We have many projects and clinics planned that need your support and we are getting it from our members and volunteers.

 

Speaking of volunteers, I am sad to report that our Valley Chapter just days ago lost one of its long time committee members Justine "Dusty" Bouck to cancer. I started with WWA 15 years ago and can't think of a more energetic or cheerful individual I have had the pleasure of working with since. Her ability to get donations was unmatched. The zeal she brought to the games she worked on banquet night was unbelievable. If the measure of one's life is the impressions you leave with others, then Dusty was a star because I won't forget the smiles, joy, hugs and good cheer she brought to mine. I am glad I got the chance to work with Dusty for all these years. She will be greatly missed.  For those of you that knew Dusty, her full obituary can be viewed here

 

In happier news, the new Rig'em Right packages we have at the banquets this year have been a huge success. The Early Season Teal package has been a favorite of many, but the jerk cord motion package of various puddler ducks has been the main attraction. Many of us have numerous decoys, but most of us don't have movement in our spreads. This month's tip for you hunters is bluebird days don't have to be losers anymore. Add some movement to your decoys and add some bird to the bag. Are You Ready For Some Golf?!
 


Spring has finally sprung, local golf courses are opening, and you know what that means, don't you?  It's time to get back on the links and play some golf! 

Luckily for you, WWA has three golf outings planned for you to partake in this year.  First up is our 3rd Annual Southeast Wisconsin Outing taking place Tuesday, May 19th at the gorgeous Ironwood Golf Course in Sussex, WI.  Following that is our 5th Annual Fox Valley Golf Outing, presented by Financial Consulting Services, Inc. of Green Bay, taking place on Wednesday, July 29th.  Also scheduled is the return of our Madison Golf Outing, tentatively scheduled for Wednesday, August 5th.

Novey Wins Best of Show In WI Junior Duck Stamp

 

NECEDAH, Wisc. (FWS) - Adam Novey age 14, of Pardeeville, had his acrylic painting of a blue-winged teal selected as the 2015 Best of Show winner for the Wisconsin Junior Duck Stamp Art Contest.

 

As Wisconsin's Best of Show Winner, Novey's artwork will be judged at the national competition held on April 17th at the National Conservation Training Center in Shepherdstown, W.V.   The national winning artwork will be created into the 2015-2016 Junior Duck Stamp, sold for $5.00 to support conservation education. Over 50 pieces of artwork, one from each state, Washington, D.C., and the U.S. territories, are entered in the national contest.

 

Marissa Schultz from Waupun, will also be competing at the national contest with her winning Conservation Message, "Protecting our wildlife is like protecting a painting by Leonardo da Vinci, they are both irreplaceable."

 

 

Adam Novey will be receiving his Best of Show Award on Saturday, May 9th at the Wisconsin Junior Duck Stamp Awards Reception at the Horicon National Wildlife Refuge Visitor Center in Mayville.


 

State Duck Stamp Update

Long time readers of this newsletter will recall WWA's efforts, back in 2010 and 2011, to increase the price of the state waterfowl stamp from its current $7, to $12, to help catch up with inflation. The stamp has been static in price since 1997, with its buying power diminishing each year. The backlog of wetland infrastructure maintenance, to keep the great project work of the DNR, DU, and WWA on public lands, since the 1950's, operable, is tremendous. No matter how well designed and built, water control structures, dikes, and other wetland project products have a limited life-span, and require attention. These monies from the waterfowl stamp are dedicated to just a few key purposes, including the type of wetland restoration work that WWA's Peter Ziegler pursues, every day, as well as helping support the production of waterfowl in prairie pothole Canada, that migrate through Wisconsin.

 

Our efforts, in concert with our partners from DU and the WWF, to convince elected officials to increase the stamp price, something widely supported in our previous surveys, were unsuccessful back in 2011, in good part due to an overall theme of "no new taxes or fees", despite the desire of our user-group to have this fee self-imposed.

 

Fast forward to March 18th, 2015. As a part of DU's conservation day at the state capitol, where DU, PF, NWTF and WWA all spoke together to appeal to lawmakers to reject several key aspects of the upcoming budget proposal, (positioned detailed in last month's e-news) I was asked to address the opportunity to increase our state waterfowl stamp.

 

Our host for the day, Representative Al Ott (R-Forest Junction), Chairman of the Natural Resources and Sporting Heritage Committee, has taken up this charge, and I worked with his staff last week to assist their work in preparing a budget amendment for submission to the Joint Finance Committee. At this point, it is too early to tell whether this effort will gain traction, but it certainly was exciting to have a person like Representative Ott respond to our combined voices, and step forward to try to make a difference! We'll share more on this topic, in future updates.

Conservation Calendar Raffle 
 

Thank you to everyone who purchased our 2015 WWA/ Pheasants Forever Conservation Calendar! This raffle, again, turned into an immensely successful fundraiser for our organization and raised almost $20,000 for our mission of habitat, education and legislation in the state of Wisconsin.

Our third 2015 drawing was held on March 15, 2015 at Stadium Bar in Oshkosh, WI and results are now posted online.  Results can also be obtained by request via email at wwainfo@centurytel.net or by calling (262) 968-1722 or writing to PO Box 427, Wales, WI 53183.
