Who Are We?

The College Area Community Council (CACC) is an organization that works to improve the quality of life and enhance community pride for the College Area.

The CACC membership consists of homeowners, property owners, business owners, and renters in the College Area. Our twenty-member Executive Board is elected from the community to also serve as the College Area Community Planning Board (CACPB).

The CACPB is chartered by the City of San Diego to review and make recommendations on planning, zoning, and other city issues affecting the College Area. More information is available at the College Area Community Profile at the City of San Diego Planning Department's website.

The College Area boundaries are Interstate 8 on the north, El Cajon Blvd. on the south, the border with the City of La Mesa on the east,
and Collwood Blvd. and Fairmont Avenue on the west.

Montezuma Wall

When we all go by the gunnite-covered slope on the south side of Montezuma, between 54th and 55th streets, most of us wish there were something more attractive to look at. College Area resident Ian Stenehjem decided he wanted to do something about it and he approached our Beautification committee. He asked to be involved in coming up with a project to beautify that section of our community. As it was a long-time wish-list item for the committee, he was taken up on his offer and asked to lead the effort.

Over the course of the last year or so he enlisted the help of the Environmental Graphic Arts department at SDSU, which made it a class assignment for one of their upper-level courses. Their task was to come up with ideas for beautification of the wall. The teams came up with eight proposals for murals or other artistic creations whose primary goal was to be representative of the College Area and its communities. The committee met and selected a finalist.

At the April 8th CACC meeting, the full board endorsed the committee's selection, approved a letter to formalize the support and permission of the property owners whose land the wall sits on. Additionally it authorized the committee to move forward with securing those permissions, identify and recommend strategies regarding any regulatory requirements, evaluate costs, and to identify possible financing sources.

The artwork selected is titled "Unified Pieces of the Community" by SDSU seniors Sarah Calagna and Catherine Iannizzotto. It should be noted that the space is very large and the committee has agreed to consider elements of some of the other proposals for expansion of the project, or to use them at other locations in our community.

April Meeting Report

Our April meeting was hosted by SDSU Associated Students' Campus Community Commission (CCC), in the beautiful new Conrad Prebys Aztec Student Union. Prior to the meeting, attendees were treated to a tour of the building. After the tour, coffee and cake were provided by the CCC, which is charged by Associated Students with building good relations with the surrounding community.

The first order of business at the meeting was election of CACC/CACPB officers for the 2015-16 fiscal year ending March 31, 2016. The new officers are:

President/Chair - Jose Santos Reynoso

VP/Vice Chair - Rhea Kuhlman

Secretary - Jerry Pollack

Treasurer - Terry Shirley

We then heard a presentation from CACC Beautification Committee member Ian Stenehjem regarding a possible mural for the unsightly gunnite retaining wall on the south side of Montezuma at approximately 55th Street. Ian has been working for the past year with students in SDSU's undergraduate Graphic Design program to develop ideas for the mural. The students were given guidelines to incorporate the rich history of the College Area and its many neighborhoods into the design, to not only beautify the wall, but to celebrate the community. Eight outstanding designs were submitted by teams of students from the Art 454 Environmental Graphic Design class for the Beautification Committee's consideration. The winning design was submitted by the team of Catherine Iannizzotto and Sarah Calagna. At the meeting, a slideshow showing elements of the design was accompanied by an explanation by Catherine of the thinking behind the work.

The CACC voted to authorize further investigation into the legal issues, liability issues, and cost of the proposed mural, which would combine mosaics and paint in a mixed media project. Elements from the other design submittals will be considered for other locations in the College Area.

Also at the meeting, the board voted to submit a letter to Councilmember Emerald requesting that possession and consumption of alcohol be banned in Montezuma Park, the one acre pocket park directly across from The Language Academy. The location across from an elementary school is not appropriate for alcohol consumption, and people consuming alcohol have created problems for the Best Western Lamplighter Inn on El Cajon Boulevard, which backs on to the park, both in terms of damage to the hotel itself, and by creating noise and an unsavory atmosphere. The next step is for Councilmember Emerald, who supports the ban, to send a request to the City Attorney. Full Council action will be required in order to ban alcohol at the park.

An information item on the CACC Annual Audit was continued until next month, since the audit was not ready. The proposal for student apartments at 5030 College Avenue was also continued, since the developer was not ready to present.
