APRIL 8, 2015 MEETING AT NEW SDSU STUDENT UNION

 

The April 8, 2015 meeting of the CACC/CACPB will be hosted by the Associated Students Campus Community Commission (ASCCC), in the Templo Mayor room, on the second floor of the Conrad Prebys Aztec Student Union.

At 6:00 pm, they invite you to come meet the students on the CCC and learn about their goals and upcoming events for the remainder of the semester. They will also be offering a tour of the beautiful Conrad Prebys Aztec Student Union at this time.

Event Information: Signage and greeters will be around to help you find your way, so look on the A frame easel-style signs and across the pedestrian bridge for arrows pointing you to the event.

 

Parking Information: Parking at San Diego State University requires a permit at all times. The ASCCC is gladly providing you with parking permits on the night of the event.

 

When you arrive at SDSU, there are two parking options (see map below):

  • Look for the Commission members standing around to help you

  • This option is for those who need disabled accessible parking. There will be an elevator ride and short walk with no stairs to the Aztec Student Union.

  • No permit required as long as a handicap parking placard is displayed.

Coming Up In April

 

Our April meeting will be held in a very special place: SDSU's new Conrad Prebys Aztec Student Union. The meeting will be hosted by the Campus Community Commission of SDSU's Associated Students. Prior to the meeting, at 6:00, CCC members will provide a tour of the new Student Union. After the meeting, they will host a coffee for community members who have attended the meeting. For parking information, and to RSVP for the 6:00 tour, see the previous article in this newsletter.

 

The April meeting will begin with the election of officers for the joint CACC/CACPB board for the coming year.

 

The board will then hear a proposal for a mural on the gunnite retaining wall adjacent to the eastbound lane of Montezuma Road at approximately 55th
Street. The CACC Beautification Committee has been working with SDSU Arts students for the past year to come up with possible designs for the wall. The committee has now selected a winning concept, and will present their proposal to the community at the April meeting. If approved, the committee will move forward with getting approvals from the owners of the wall and finding funding to install the mural.

 

We will consider a resolution to ban alcohol in Montezuma Park, the one acre park on Catoctin Drive, directly across from the Language Academy and next to the Mesa Commons low income housing development. Alcohol is banned in most City parks, and the presence of people consuming alcohol in this small park, across the street from a school, is problematic. Illegal shelters for people consuming alcohol have been set up in the drainage ditch behind the park, which has negatively impacted the Lamplighter Inn on El Cajon Blvd., which backs up to the ditch.

 

Also in April, we may consider the proposal by Atlantis properties to build a four story student apartment complex at 5030 College Avenue. This item had been continued from a previous meeting because information was unavailable on ingress, egress, parking, and several other important issues related to the proposal. If the information is received prior to April 1, there will be a Project Review meeting on Wednesday, April 1 at 7 p.m. in the College-Rolando Library, to consider the project. The Project Review Committee will then forward a recommendation to the full Board for action on April 8. However, if the necessary information has not been received, there will not be an April 1 Project Review meeting and the item will be continued to a future meeting.

 

Finally in April, the board will consider the annual audit report for the CACC/CACPB, and take action to implement any recommendations coming out of the report. We will set a time and date for the Board's Annual Budget Retreat, where we develop recommendations for the 2015 - 16 budget to be considered at the May meeting.

 

Our May meeting will be held at the regular location, the Community Room of the College-Rolando Library, 6600 Montezuma Road.

March Meeting Report

 

There was an excellent turnout at the March CACC/CACPB meeting, with more than 150 people in attendance, and over 120 members casting votes.

 

Due to a switchover in computer database programs, some names were incorrectly left off the voters rolls, and for this we sincerely apologize. We will work diligently over the next year to bring the voter rolls up to date, so that next March's election will be smoother. For those who were members of CACC in the past, but have not renewed your membership recently, we ask that you submit an updated membership application. Dues payments provide the funds to run the organization, but they are always optional. However, we do ask that you renew your membership annually so that the voter rolls stay accurate and up to date.

 

The following people were elected or re-elected to 3 year terms as board members:

In other business, the board voted to request that Council District 9 pursue the City's alternative process to install a stop sign on northbound 54th Street at the intersection with New Mills Road, due to the steep hill and blind curve which makes it dangerous for residents of New Mills Road to exit onto 54th Street safely. While the board requested a stop sign only in the northbound (downhill) direction, the City Traffic Division informed the District 9 Council Office that it would be safer to install stop signs in both directions, since partial stops at intersections are confusing to drivers and result in increased accidents. Therefore, stop signs will be installed in both directions on 54th .

 

 

The board also voted to recommend approval of a proposal by the College Area Business District to install a bicycle rack for 10 - 12 bikes on 59th Street, in front of the Living Room Cafe.  The bike rack will make it easier for people to bike to this popular coffee shop, and will not result in the loss of any parking spaces.

2014 -15 ANNUAL REPORT

COLLEGE AREA COMMUNITY PLANNING BOARD

and COMMUNITY COUNCIL

 

 

CACPB PROJECT REVIEW COMMITTEE

 

Neighborhood Development Permit (City Project # 366530) for installation of wireless antennas at Alvarado Hospital, 6719 Alvarado Road. Committee recommended approval by a vote of 6-0. The CACC-CACPB recommended approval on the consent agenda at a meeting held on 9 July 2014 

Development  

 

 

Permit for student residences building (City Project # 350930).

The committee met several times from February of 2014 to January 2015 to discuss new construction proposed at 5030 College Avenue. As of the preparation of this report, several issues remain outstanding and no recommendation has been made by either the committee or the CACC-CACPB.

 

CACC CODE ENFORCEMENT AND NUISANCE RENTAL PROPERTIES:

 

Code Enforcement: The City Council approved zoning investigator position, dedicated to nuisance rental property issues, was filled in December. CENRP continues to request that City Code Enforcement Division (CED) process RHOP violations in a more timely manner. In some cases, by the time CED investigates a house for a potential violation for the RHOP, the tenants have moved out because of the semester end. The revised Rooming House Ordinance was presented at the City Council's Public Safety and Livable

Neighborhoods Committee. It was approved unanimously, and will be heard by City Council in the Spring.

 

SDPD: SDPD now has 5 bicycles for use by their C Squad, which is assigned to party disturbances from Thursday nights through Sunday nights. This is a big help to enforcement. SDPD (not parking enforcement) will respond to calls about parking on awns, though a low priority. SDPD in 2013 established a local monthly meeting (CARPUS) to address College Area residents' concerns about SDPD enforcement issues, mainly nuisance parties. These meetings continue.

 

Environmental Services (Trash containers): Environmental Services has been doing a good job of tagging trash containers left on the street after collection.

 

Area B Permit Parking: The City has been informed that the College Area does not want Area B parking extended to apartments, which should keep these apartments' residents from parking in single-family neighborhoods with B Permit Parking.

 

CACC BEAUTIFICATION COMMITTEE:

 

Tubman Joint Use Park: Council District 9 provided funding for the preparation of a General Development Plan (GDP) for a joint use park at the Harriet Tubman Village Charter School in FY2012-13. Work on the plan continued throughout 2014, and was approved as presented for a natural grass field (1.3 acres) and additional amenities to bring the park size up to about 1.7 acres. The committee is now seeking funds to draw up construction documents and build the joint use park. Councilmember Emerald has made this project a priority in her FY 2015-16 budget.

 

Montezuma Trail: The Montezuma Trail concept was approved by the CACC Board 2012-13. In 2014, the project was considered for Dollar-per-Ticket funds. Use of these funds was ultimately rejected by SDSU, one of the three parties to the Dollar-per-Ticket agreement.  

 

At the same time, sewer pipe replacement projects along Montezuma Ave between 55th St and Fairmont Ave led to a repaving and restriping of Montezuma to include a designated bicycle trail on the north side of Montezuma from 55th to Fairmont. The committee continues to seek funds for a sidewalk on the north side.  

 

Fairmont/Montezuma vegetation islands: In late 2013 the City assumed responsibility for maintenance of several traffic islands that were in the past maintained by Caltrans. In March 2014, the City solicited bids for the maintenance of this area.  We should now see cleaner islands, more consistent watering, and vegetation trimming on a regular basis.

 

Montezuma Wall: The committee has worked with the SDSU Art Department to generate possible mural designs for an unsightly gunnite retaining wall on the south side of Montezuma Road, between 54th and 55th Streets.  A senior level SDSU art class submitted 8 proposals for review and a finalist has been selected. The committee is currently securing formal, signed agreements with the affected property owners before seeking the funds necessary to implement the project. Approval by the CACC/CACPB is pending. Elements of some of the other proposals may be candidates for other locations, such as the center median on Montezuma Rd. where it meets El Cajon Blvd, and 70th St.

 

Community Signage:

 

El Cerrito - El Cerrito community members are trying to raise community awareness with an "El Cerrito" neighborhood sign. A suitable location for the sign is being sought.

 

College Area East - The eastern-most portions of the CACC area are impacted differently by SDSU than residences closer to College.  Community members seek to raise the profile of the area through the use of a neighborhood sign. Design and placement along 70th St between Alvarado Rd. and Saranac St. are being considered.

 

College Area Beautification Master Plan: In order to apply a consistent approach and unifying theme to beautification projects for the College Area, the committee will compile a Master Plan to identify all projects that it wishes to pursue. Primary focus will be along the Montezuma Corridor, El Cajon Blvd. and College Ave. with potential applications of concepts extended to adjoining streets.

 

CACC COMMUNITY OUTREACH COMMITTEE:

 

Newsletter: CACC newsletter is published monthly. It is e-mailed to over 500 members and interested parties, and a hard copy is mailed to approximately 55 members who have indicated they do not wish to receive it electronically. Constant Contact: is used to send out notices of events and items of interest to over 500 community members and interested parties between monthly newsletters.

 

Website: The CACC web page continues to be an excellent source of information for the community. Agendas & meeting minutes are posted there.

Membership: The committee continues to increase membership through use of Renewal Notices and publicity. As a convenience, members are able to pay their dues via the web page using PayPal.

 

Brochure: The committee is currently re-designing the CACC brochure.

 

Identity: The CACC will, in 2015, hold a "slogan contest".

 

 

 

EL CAJON BOULEVARD  

 

CACC continues to work with other community planning groups and councils to find funds for a mobility study for ECB, and improve its appearance.

What is Open DSD?

 

Did you know that you can now check on the status of a building permit or a code violation on the City's new website, Open DSD? (Development Services Department). Just go to www.sandiego.gov and type Open DSD into the search bar. Then click on "search by address" if you don't know the permit or violation number. The site will take you to a page with a number of permits/violations, sorted by street, and then by street number. This is a handy tool for keeping track of what's going on in your neighborhood.

We have seen a surge recently in scams where individuals are posing as SDG&E. Please help us share the messages about how customers can recognize the signs of these scams and protect themselves. 


 

Here are some tips to help customers identify a SDG&E employee:
·        Make sure that everyone in question is wearing a SDG&E-marked uniform.
·        Ask any SDG&E employee to display a company identification card.
·        Ensure that they have arrived in a SDG&E-marked company vehicle.
·        Never leave the house if asked; SDG&E does not ask customers to leave your house unattended.
·        Note: SDG&E often hires contractors to complete smart meter work or provide information on energy efficiency programs; however contractors will never ask customers to leave their home for any reason and also carry proper identification.
  • If you have not called to request service or are not expecting a visit from SDG&E, please make sure proper identification is requested. If you are suspicious, please call SDG&E at 800-411-7343 to ensure that work is currently being conducted in your area
