FUTURE TRAFFIC in the College Area

 

 

 
On Wednesday, November 12 at 7:00 p.m. there will be an important public meeting at which recommendations will be made that will affect
traffic circulation in the College Area for the foreseeable future. Please join us to give us your input about what you'd like to see happen.

 

Background:

 

At our October 8 meeting the College Area Community Council and Planning Board heard a presentation on South Campus Plaza, the mixed use student housing and retail development soon to be built by San Diego State University at the intersection of College Ave. and Montezuma Road. The retail component will include a market and several restaurants on the ground floor, topped by student housing.

 

At that meeting, we learned of important changes to the project, which fall into two categories: Changes to the Project Design, and Changes to the Surrounding Streets and Traffic Patterns.

 

Changes to Design: There have been several changes to the project design since the 2010 Environmental Impact Report was approved by the CaliforniaState University trustees. In place of apartments, the two towers will offer dormitory style housing on the upper floors. The towers have been increased in height from five to six stories, and the parking garage has risen from four to five above-ground stories. Board and audience members expressed support for the on-campus housing and excitement about the retail component, but disappointment at the boxy design of the towers.

 

Changes to Streets: Of special concern is SDSU's proposal to change the previously approved design of the streets abutting the development. Some of the measures previously planned to mitigate the impact of the increased traffic from the project would be scrapped under the new "Complete Streets" proposal, in particular the widening of the College/Montezuma intersection to accommodate additional left turn lanes. Instead, College Avenue would be narrowed to allow for bike paths and wider sidewalks fronting the project. While the community supports bike paths and improved pedestrian access, in this case the cost may prove to be too great. According to the Environmental Impact Report, the slowdown in traffic on College Avenue would be severe enough to cause a serious increase in backups during the evening rush hour. Tired commuters would be forced to avoid the College Avenue entrance/exit from I-8 altogether, which would divert large volumes of traffic to the Fairmount Avenue and 70th Street on/off ramps of I-8. This traffic diversion would create failing levels of service on Fairmount, Montezuma, and 70th Street. In other words, all of the major thoroughfares in the College Area, with the exception of El Cajon Boulevard, would experience gridlock as a result of this change. This gridlock could not be mitigated by widening the impacted roads, because there's no room to widen them. Thus, the impacts would be significant and unavoidable.

The revised proposal would also be inconsistent with the College Area Community Plan, which since 1989 has called for the eventual widening of College Avenue to three lanes in each direction between I-8 and Montezuma Road. SDSU's proposed changes would preclude this future widening. The board expressed serious concern about the proposal.

 

What Happens Next?

 

The board has submitted a request to SDSU and the City for a Supplemental Environmental Impact Report (EIR) before any changes are made to the street configurations approved in the 2010 EIR.

 

In addition, the board will hold a public hearing at its November 12 meeting, to hear what residents of the College Area think about the Complete Streets proposal. After the public hearing, the board will either vote in favor of SDSU's proposed changes to the traffic plan, or against the proposed changes. If the board votes in favor of the proposed changes, the request for a Supplemental EIR will probably be withdrawn. If the board votes against the proposed changes, the request will remain in place.

 

However, even if the board votes against the proposed changes, the City may still opt to approve them. In that case, the board will need to explore its legal options with regard to the changes.

New FARMERS MARKET for College Area October 29 


 

       
 
 The San Diego County Farm Bureau is opening a new certified farmers' market in the heart of the College Area / Rolando community of San Diego. The College Avenue Farmers Marketwill open on Wednesday, October 29 at 2pm in the east parking lot of the College Avenue Baptist Church which is located at 62nd and El Cajon Blvd. It will run every Wednesday - rain or shine - from 2-6 pm in the Winter and 3-7 pm in the Summer.

Every Wednesday the College Avenue Farmers' Market will bring together a large selection of high quality San Diego grown farm products and pair them with a community gathering of artisans and premium prepared and hot food. "We are aiming to bring the best farmers and local produce to this market where quality and San Diego local will be the priority. San Diego County Farm Bureau is sponsoring and operating the market, and as a non-profit that exists to protect and promote local 
agriculture, we are going to make farmers and local produce the priority at this market," says Casey 
Anderson, Project Manager at San Diego County Farm Bureau. Seasonal produce including fruits, vegetables, eggs, honey, flowers and herbs will be available. This market will provide certified San Diego grown produce in the active College Area / Rolando community of San Diego.

In an effort to make fresh and local farm products available to all customers the market will also accept Electronic Benefit Transfer (EBT) and Women, Infants, Children (WIC) Fruit and Veggie Vouchers. The market is also equipped to accept debit and credit payments for any purchases at the market.

"The goal of the College Ave Farmers Market will be to meet the needs and desires of the community by bringing a wide variety of quality vendors to the market. Residents and shoppers will find San Diego grown produce alongside unique craftworks and artisan food sellers. Live music will be playing regularly. We want to create a community gathering place where residents can see friends and pick up ingredients for a healthy dinner or just grab a bite," says Anderson.

San Diego County Farm Bureau is a nonprofit trade organization with over 5,000 members. In 
operation since 1914, it has been representing San Diego County agriculture through public relations, 
education and public policy advocacy in order to promote the economic viability of agriculture balanced 
with appropriate management of natural resources. The Farm Bureau also operates farmers' markets in

Annual Health Fair & Flu Shot at College Avenue Center Friday October 31

 

The College Avenue Center at 4855 College Avenue hosts its Annual Health Fair and wellness event for older adults on Friday October 31 from 9:30 - 11:30 am. Flu shots will be provided by Sharp Grossmont Senior Resource Center for a suggested donation of $2. A special luncheon will follow at noon, suggested donation $4 for 60+ seniors, and a $7 fee for others. Entertainment, consisting of juggling, magic and comedy, will follow lunch.  

 
 

 


Community Garden
Work Party Saturday, November 15

There will be a work party Saturday November 15, from 8:00 am to 2:00 pm, where volunteers will continue filling raised planter boxes with the next shipment of amended soils donated by the Kellogg Garden Products Company, as well as performing general maintenance duties.

The CACG is the first community garden in the college area, and is all organic. Memberships are still available as well as plots to lease, but hurry because they are going fast!
