MEETING REPORT

New Farmers Market
for the College Area
At the September meeting of the College Area Community Council and Planning Board, we were pleased to hear about plans for a College Area Farmer's Market, to be held Wednesday afternoons in the parking lot of the College Avenue Baptist Church, at 4747 El Cajon Boulevard. The Farmer's Market, sponsored by the non-profit San Diego County Farm Bureau, will be offered on Wednesday afternoons from 2 pm -
6 pm, or from 3 pm - 7 pm, depending on the season. The entrance to the Market will be on El Cajon Boulevard, between APEX Music and Effin's Pub. The Market will offer a seasonal variety of organic fruits and vegetables, as well as unusual locally grown fruits and veggies not found in supermarkets. Community residents and board members voiced enthusiastic support for this project. It is hoped the Market will be ready to open in late October. Stay tuned for more details.
Also at this meeting, the board endorsed an application for a Caltrans grant which would fund a mobility study for El Cajon Boulevard between Collwood Avenue/54th Street and the boundary with the City of La Mesa at 73rd Street. A working group comprised of representatives from community groups both north and south of The Boulevard has been seeking funds for this study since December 2013, as a first step toward making
improvements to this stretch of El Cajon Boulevard. These improvements would make the Boulevard more attractive to pedestrians, cyclists, and vehicles alike, and would benefit both residents and businesses.
After a highly competitive application process, the City informed us on September 24 that ours was one of five applications selected by the City to be forwarded to the San Diego Association of Governments (SANDAG). SANDAG will then select several applications to be forwarded to Caltrans, which will make the final decision about which grants will be awarded. We expect to hear by February 2015 if our application has been selected.
A number of issues regarding stop signs were considered at the September meeting. The board requested that the City impose a 4-way stop at the intersection of Art and Mesita near the Language Academy, where traffic from parents dropping off their children is further complicated by residents from a new 915 bedroom complex in Rolando commuting to San Diego State University. Children and their parents who are walking to and from the Academy are endangered by the chaotic vehicle traffic.
We also voted to ask that the City review the status of two requested stop signs in the El Cerrito neighborhood around 54th and New Mills Road. These signs are needed to slow drivers who are speeding down the hill and rounding a blind curve.
Additionally, the Community Council voted to send a letter to San Diego Unified School District expressing concern over delays in repairing playground equipment at Hardy Elementary. The delays deprived area children of the use of this joint use park all summer.
Finally, we heard an interesting presentation about the Urban Forestry Management Plan which will eventually be adopted by the City of San Diego. Right now, the City is conducting surveys and seeking community input about what should be in such a plan. Residents who would like to complete a survey can go to

Our next meeting will be Wednesday, October 8 at 7:00 pm in the Community Room of the College-Rolando Library, 6600 Montezuma Road. Among other items on the agenda, we'll hear from San Diego State University about new developments att South Campus Plaza, the mixed use development at College and Montezuma expected to break ground in October. We hope to learn, among other things, the identity of some of the commercial tenants who have signed on for the project, and to hear why the residential component was changed from apartment style to dormitory style living.

The BOO! Parade is Coming!
San Diego's biggest costume party is set for Saturday, October 25, 2014 from 10:00 am until 1:00 pm. This year is the 10th Anniversary of the Boulevard BOO! Parade, and this free, family event is bigger and spookier than ever! More floats, more zombies, more music and more surprises. More of what makes the Boulevard BOO! Parade San Diego's only Halloween Parade, including free treats for the kids.
The fun doesn't stop after the parade. Stop over to the Boo After Party & Float Awards Ceremony at the College Ave Baptist Church from 12 pm to 5 pm, (4747 College Ave.). Enjoy live music, carnival rides, games, cold drinks and food trucks with friends.

College Area Community Garden Open House a Success!
Despite a scorcher of a day, the College Area Community Garden Open House was a rousing good time, with about 150 visitors and lots of cold drinks and organic fruits and veggies. The crowd applauded wildly when SDSU President Eliot Hirshman made a surprise announcement that SDSU would allocate an additional $10,000 for work on the garden, which is a collaborative effort between the College Area community and SDSU.
What's next for the garden? More work, of course! There will be work parties on three Saturdays: October 4, October 25, and November 8, from 8:00 am to 1:00 pm +. Kellog's Garden Products has generously donated hundreds of bales of special amended organic soil, and volunteers are needed to help place the soil into the empty raised planter beds.

Free Bus Rides

Mid-City Rapid Route
To commemorate the launch of the Rapid 215 Mid-City Bus Route
there will be a free event at Teralta Park, located at the intersection of Orange Ave. & 40th Street, from 10 am - 1 pm on Saturday October 11. There will be free test rides of the new Rapid buses, and food and fun for all ages, including a bouncing house and face painting for the kids. Check out the new buses, and don't miss the fun!

RQUID Legal Action Not Successful
On Tuesday, August 26, 2014 Judge Kathryn Bacal ruled that Rolandans for Quality Infill Development (RQUID) did not bring suit in a timely fashion and hence could not proceed to trial on the law and facts of the case. How did this happen? Judge Bacal accepted Carmel's contention that the timeline for RQUID's legal challenge under California Environmental Quality Act (CEQA) began when the rough grading permit was issued. By this determination, the suit was filed after the 180 day legal window for challenges. The judge's decision hinged on the fact that the city determined early on that the project could proceed magisterially, in an expedited fashion, avoiding CEQA review and community review. The decision also relied on outdated City Municipal Code definition of a dormitory. RQUID's position, argued skillfully by Attorney Craig Sherman, was that the community was unable to know that a dormitory was being built at the onset of the rough grading and would not have legal standing to challenge the project until February 2013 when plans were approved and the decision was made available to the public. RQUID argued that this was the appropriate date to trigger the CEQA countdown. Using this construct, the RQUID suit met the timeline requirements. This technical ruling is a big disappointment and is believed to be in error. Consideration is being given to the feasibility of an appeal and to other avenues of redress. The practical and legal effect of the ruling seems to support and condone that critical voices and rights are foreclosed even before critical land use decisions are made final with no transparency or accountability. Speaking to Rolandans in the courtroom, Judge Bacal acknowledged community concerns and dedication. She encouraged the community to work with our councilmember and City officials to address code issues and find political solutions. The RQUID leadership will be considering next steps and welcomes your comments. |

New Neighborhood Parking Regulations
The San Diego City Council adopted a new Neighborhood Parking Protection Ordinance that restricts overnight parking of "oversized vehicles, non-motorized vehicles and recreational vehicles". This ordinance is authorized by Sections 86.0138 through 86.0143 of the San Diego Municipal Code. Oversized vehicles are defined as any vehicle, including any attached trailers, vehicles or loads thereon, that exceeds 27' in length AND 7' in height. Non-motorized vehicles include open and closed trailers with or without loads. Recreational vehicles owners may obtain a permit allowing overnight parking. A permit is valid for one 24-hour period. Permit applicants may obtain up to three consecutive days (72 hours total) at one time. Applicants may purchase up to 72 days of permits per year. The permit is only valid on the same block as the resident's address. Recreational Vehicles are defined as "any camp trailer, camper, trailer coach, or house car," in the Vehicle Code, or, "any boat, dune buggy, all-terrain vehicle (ATV) or other motorized or towed vehicle designed, maintained or used primarily for recreational purpose-es." Individuals must offer proof of residency in advance of purchas-ing the permit. Permit applicants - once confirmed by City staff - may purchase up to three consecutive permits (72 hours). Applicants may purchase up to 72 days of permits
per year.
