CACC Meeting Report

At its May meeting, the College Area Community Council voted to request funding for a Code Enforcement Services (CES) Investigator for the College Area in the City's FY 2015 budget. A letter was subsequently sent to Councilmember Marti Emerald and the other City Council members, as well as to Mayor Faulconer, explaining this request.
The College Area has long had the need for such an Investigator, and San Diego State University previously provided funding for that position. However, with the draconian cuts to state education in recent years, SDSU had to reduce its staffing levels, and this position was a victim of the cuts. Nonetheless, the need continued, and has recently become even more apparent with initiation of the City's Code Enforcement Volunteer Program in the College Area... To read more click here

Community Planners Committee Recommend New Alcohol Policy
The group of San Diego Residents composed of representatives from each of the City's 42 Community Planning Groups is recommending changes to the way alcohol licenses are handled in our communities.
Although the State of California ultimately decides who gets a license, some California cities control where licenses may be granted through zoning regulations. The group is recommending that the City of San Diego implement similar zoning regulations.

Trash Can
Questions / Answers
Many College Area residents have reported problems with houses where residents leave their trash cans out at the curb for extended periods before and after pick-up, which is unsightly and results in trash being scattered on the street.
Since the College Area's pick-up day is Friday, trash and recycling receptacles are often left out all weekend, despite City regulations that refuse cans must be placed at the collection point no earlier than 6 p.m. on the day before pick-up and must be retrieved and stored no later than 6 p.m. on the day of pick-up. CACC recently corresponded with Environmental Services (ES) to see how these issues are dealt with.
Below is a summary of questions and answers from ES.
Q. Can ES perform a routine check of trash cans on the Monday following pick-up, and tag any cans that are still left out?
A. Yes, ES does conduct a routine check in the College Area every Monday, and in addition does spot checks during the week. If there is a violation, the can is tagged and a notice sent to the property owner. The letter notes that future violations will result in re-inspection fees and fines.

Police Bikes Arrive in the College Area
The San Diego Police Department Eastern Division's C Squad, which patrols the College Area, now has five new bikes to make its patrols more effective. The specially equipped bikes, which cost $2,000 each, were purchased through a $6,000 donation from Councilmember Marti Emerald's discretionary budget, and $2,000 each donated by the Alvarado Estates neighborhood association and the College Area Community Council.

The idea for the bikes first originated at a Neighborhood Watch meeting at the home of College Area resident Lisa Gruber on East Falls View Drive. Almost a year was spent raising funds for the bikes, which then had to be special ordered...
