CACC Meeting Report

The next meeting of the College Area Community Council and Community Planning Board will be on Wednesday, October 9 at 7:00 pm in the Community Room of the College-Rolando Library, 6600 Montezuma Road.
At our September meeting, we held the second of two public hearings to consider infrastructure improvements in the College Area. The Board voted to request the following projects be considered for FY 2015. These, in order of priority, are:
- A walkability study and sidewalk improvements on both sides of El Cajon Blvd. from 54th St. to 73rd St.
- Completion of Tubman School joint use park on 68th St. between Saranac St. and Mohawk St.
- Montezuma Trail, a bicycle and pedestrian (sidewalk) improvements on Montezuma Rd., primarily from Fairmount Ave to College Ave but extending the concepts to El Cajon Blvd. where practical.
- A pedestrian bridge over Montezuma Rd. at 54th St. near Hardy School.
- Pocket parks in the College Area, north of El Cajon Blvd. between College Ave. and Collwood Blvd., locations yet to be identified.
- Sidewalks on the west side of 70th St. from Saranac St. to Alvarado Rd.
Also at this meeting, the Community Council considered a request that a segment of Montezuma Road, eastbound from Fairmount to Collwood, be designated in memory of and dedicated to Charles Raymond Gilbreth, the bicyclist who was tragically killed by a motor vehicle while riding in his bike in that area in April of 2012. The Council voted unanimously to support this action and submit a request to the City Council Office. Gilbreth's death spurred a major re-examination of bike safety along Montezuma Road, and resulted in plans to widen bike lanes and buffer areas.
In addition, the CACC discussed the City's new Bike Sharing program, Deco-Bike. There will be 180 stations in San Diego. The CACC voted to request stations in the following College Area locations:
- The Transit Hub at SDSU
- Montezuma Rd. & El Cajon Blvd (north of Ralph's)
- 54th St. and El Cajon Bld. On the southwest corner in the shopping center
- College Ave. and El Cajon Blvd. on the northeast corner by Chase Bank
- Alvarado Rd./Reservoir Dr. transit center
- 70th St. and El Cajon Blvd. on the northeast comer
Finally, the CACPB voted to recommend approval of a proposed 17 unit student apartment building near SDSU, subject to fulfillment of any further city of San Diego building and permitting requirements.
At our October meeting, our guest speaker will be Andy Hamilton of San Diego County, who will discuss Planning for Livable Communities in the College Area.

Sewer and Water Construction Work in the College Area
You may have noticed street construction work in portions of the College Area recently. Chances are, this work is part of the City's Sewer and Water Group 3016 Project, which will upgrade the water and sewer systems servicing our community. The work is ongoing, and is expected to be completed by late 2014. See link for a map of where the work will take place: OCT13 Sewer & Water Construction Map
Starting Monday, October 7, 2013 through mid-June of 2014, construction work will take place on a segment of water and sewer pipelines on Montezuma Road, approximately between E. Campus Drive and Reservoir Drive. To minimize traffic impacts and maximize worker safety, the work on Montezuma Road (and only on Montezuma Road) will be done at night, between the hours of 9 p.m. and 5 a.m. Work will move along the alignment so that no City block or property will be impacted directly over the entire duration of the specified night work period.
The construction company, KTA Construction, Inc., will provide 72 hours notice to houses which may be directly impacted by night work noise before beginning night construction on a given segment of Montezuma. Every effort will be made to conduct this work as unobtrusively as possible. All equipment will be turned off when not in use. The rest of the work shown on the map below will be done by KTA during regular daytime hours. KTA will insure that residents will receive 5 days notice before work begins on their street. October 26th at 10am
Halloween never looked so good! Set your clocks for the bewitching hour October 26th at 10 am. It's the 9th annual Boulevard BOO! Parade, San Diego's only Halloween themed parade! Join in on this fun celebration of community spirit and cultural diversity sponsored by Campus Plaza Shopping Center!
This year the Boulevard BOO! Parade is thrilled to feature the official mascot of the Salvation Army Kroc Center, RJ Kroc, as the Grand Marshal. The parade begins at 59th Street and creeps down El Cajon Boulevard heading east ending at Aragon Drive.
This year's excitement brings giant balloons, festive floats, spooktacular tunes, hundreds of costumed characters and special appearances from the 501st Legion Stormtroopers, the UCSD Marching Band, and everybody's favorite pirate Captain Sam Diego parading down the Boulevard.
The fun doesn't stop after the parade. There are many places to discover in the College Area to continue the BOO! celebration. Creep over to the BOO! After Party at Effins Pub & Grill (6164 El Cajon Blvd) from 12 pm to 6 pm. Enjoy live music, cold drinks and great food with friends and family; all proceeds donated to the BOO! Parade. For the kiddos, trick-or-treat with the family to the Ray & Joan Kroc Center for the annual Boo Bash from 1pm - 4pm; located just minutes from the parade at 6845 University Ave. Enjoy carnival games, trick or treating, bounce houses, rock climbing, costume contests, and ice skating.

A New Sign for Our Library
The Friends of the College-Rolando Library are excited about the new sign on the rock structure in front of the library, which gives the library improved visibility. In the past, many people driving by have missed our new College-Rolando Library at 6600 Montezuma Road because of lack of visibility. It is hoped that the new sign will attract more library patrons. There is a space below the lettering for signs and banners to announce community and library events, which hopefully will help publicize these events.
The new signage was paid for by the Friends of the College-Rolando Library. You can visit their web site http://collegerolandolibrary.org to learn about current library events, classes, volunteer opportunities plus links to San Diego Library and community.
They urge all library patrons to consider Life Membership in the Friends of the Library, which is now on sale through December, 2013 to honor the opening of our new Central Library on September 28. Life Membership is now only $250 per person, compared to the regular $500 price, and proceeds go to our local branch.

Pitching In to Prepare for Fires and Other Emergencies

Save lives and protect property, including your own, by taking time to prepare for fires and other emergencies. Here are some steps you can take and what we're doing to help.
At home
Cover the basics at sdge.com/beprepared. These include making or refreshing an emergency supply kit, designing and practicing a personal emergency plan, and creating a defensible space around your home.
At work
Up to 40% of businesses that have been hit by a disaster never reopen. You can help your business survive by using the resources available at ready.gov/business. These include guidelines for emergency response planning, tools for developing or updating your business continuity plan, information on crisis communications, testing and training exercises, and other materials offered through the Federal Emergency Management Agency.
In the community
Warmer, drier weather, drought conditions and vegetation growth have raised the risk of wildfires this year. Through our Community Fire Safety Program, we work closely with first responders, give support to public safety groups such as volunteer fire stations, and advance the protection of people, property and power lines.
For example, we:
- Monitor for the likelihood of fires using one of the nation's top weather networks. Staff meteorologists analyze data from 144 weather stations (projected to be 149 by year-end) for micro-climate forecasts that help electric system operators deliver service safely and reliably.
- Replaced 3,100 wood poles with steel for electric lines in fire-prone areas.
- Installed almost 200 smart switches on electric circuits.
- Use laser technology to pinpoint potential problems such as sparking wires on power lines.
- Keep up to eight fire engines and crews on standby.
- Renewed agreements to make our heli-tanker available for water drops to fight wildfires.
- Maintain 415,000 trees to keep them clear of power lines throughout our 4,100-square-mile service area.
