17th District PTA adopts court and community schools and foster youth programs at the San Mateo County Office of Education.

The joy of the holiday season is upon us! It's that magical time of the year full of festivities, cherished family gatherings, religious and cultural celebrations, and a break from our daily rushed routines to replenish the spirit with rest and relaxation.

It's also the time of year when we can't forget those in need. As has been our annual tradition, this month's SMCOE newsletter contains a list of organizations, local and national, that count on whatever help you can give, big or small, this holiday season. Your contribution will no doubt brighten someone's holiday!

On behalf of all of us here at the San Mateo County Office of Education, I wish you and yours a most joyous holiday season.

 A Helping Hand

It's a given that most schools in San Mateo County have a PTA and school site council with dedicated parents who support students and teachers. But up until two years ago this was not the case for foster youth, and court and community schools, both operated by the San Mateo County Office of Education. Students in these programs come and go and the population varies from month to month, making it difficult to sustain consistent parent involvement.

Thanks to the 17th District PTA and the hard work of board member liaisons Lori McBride and Keiko Smith, these schools now have the support they need.

The 17th District PTA adopted the court and community schools as "their schools," providing funds for scholarships, student incentives, books for their libraries and teacher appreciation events. 17th District PTA members also serve on court and community school site councils.

(l. to r.) Emily Sarver, 17th District PTA President, Lori McBride, Court and Community School and Foster Youth Liaison, Anne Campbell, and Keiko Smith, Court and Community School and Foster Youth Liaison, celebrate at the SMCOE holiday luncheon.

As liaisons, McBride and Smith set a new goal this year: to inform PTA councils, PTOs and PTAs throughout the county about who the students are who attend these schools and what support they need. They've created a fact sheet  and posted it on the 17th District PTA website. They've also made presentations to PTA councils and parent groups.

"These are kids from our communities," says McBride. "I know that I was an active parent for years before I knew who these youth at risk were." Smith adds "It's up to us to tell their story and remove the prejudice and stigma around these students who are our kids."

Their advocacy work around the county has begun to yield results. In addition to the contributions of the 17th District PTA, school PTAs have stepped up to contribute books for the library and funds for various needs. One parent on the San Carlos PTA Council is also active in Girl Scouts and with her help, a local troop has taken on providing hygiene kits for foster youth.

Earlier this month, 17th district PTA provided holiday treats for the court and community school teachers. "So often our teachers don't get recognized," notes Gateway Community School principal Melinda Fore. "It makes them feel good to be so honored. We wouldn't have that without the 17th District PTA."

Share the Spirit of Giving This Holiday Season

This holiday season, as in years past, there are many families in need in our community. Wish lists of local community nonprofit organizations continue to grow and you can help in a multitude of ways--donate your time; make a financial contribution; give food, toys or gifts; or instead of racking your brain to find the perfect gift, honor special people on your holiday list with a donation to a worthy nonprofit.

There are many agencies seeking help this holiday season and all year long. Here are just a few ideas to get you started:

Samaritan House in San Mateo serves more than 12,000 low-income families and individuals throughout the year in San Mateo County. You can bring items from their wish list to their administrative office at 4031 Pacific Blvd. in San Mateo, Monday through Friday, 9:00 a.m. to 12 p.m. and 1:00 to 5:00 p.m. through the end of December. During the holiday season they are especially in need of gift cards to food and clothing stores, gifts for children and teens, educational toys, non-perishable food items and holiday foods such as ham, turkey and chicken. You can also purchase items from their Amazon wish list and have them shipped directly to Samaritan House.

Second Harvest Food Bank of San Mateo and Santa Clara Counties, with offices in San Carlos and San Jose, provides food for 250,000 residents each month and they now serve 1 in 10 residents in the two counties. In addition to their distribution warehouses in San Carlos and San Jose, their barrels can be found at Safeway, Whole Foods and San Mateo County libraries. They are especially in need of meals in a can, such as soups and stews, as well as canned fruit, canned foods with pop-top lids, canned meats and low-sodium vegetables. Also needed are low-sugar cereals and peanut butter in plastic jars. Volunteers are needed to sort and distribute food. Cash donations are especially appreciated, as with every dollar, the organization can purchase two meals, and the cash helps them meet the food needs of their clients throughout the year. They also have a list of ways families and children can help, including making holiday cards and preparing baskets of food for needy families.

Peninsula Family Service Agency  offers comprehensive programs teaching children, families, and older adults lifelong skills to build a self-sufficient future, regardless of ability to pay. They serve 10,000 families and children each year. Your financial donation helps support their many programs. Donations of specific items are also welcome (see their wish list)  and can be dropped off at their office at 24 Second Avenue in San Mateo. If you can volunteer your time, helping with seniors or young children, they will put you to work. Call (650) 403-4300 to learn more.

The Children's Fund of San Mateo County  provides children from low-income families with gifts during the holiday season. In addition to monetary and gift card donations, they are seeking new, unwrapped board games, books, clothing and sporting goods. Contact Rebecca Asch at 650-802-6497 or rasch@smchsa.org for details.

DonorsChoose is a national organization linking donors to classrooms in need. On their website, you can see specific projects that teachers have requested funds for, locally and across the country. Requests range from donating PE supplies to a classroom on a military base in Florida   to donating funds closer to home for a class set of dictionaries and thesauruses for English language learners in a classroom at John Gill Elementary School in Redwood City .You can designate your financial contribution in any amount to the project you choose.

Silicon Valley Community Foundation (SVCF) awards grants to community organizations in the areas of education, regional planning and community safety net services, and is the region's leader for innovative charitable solutions. The Silicon Valley Community Foundation, along with the San Mateo County Office of Education and the County of San Mateo, is a partner and funder of the Peninsula Partnership Leadership Council, which addresses the needs and fosters the healthy development of children, youth and families in San Mateo County. SVCF has also launched the Silicon Valley Common Core Initiative (SVCCI), an ambitious three-year effort to encourage a collaborative approach to implementing the Common Core State Standards among the 54 school districts in San Mateo and Santa Clara counties. SVCF will provide resources, host informational meetings, and bring school districts together to identify the needs around the Common Core.

SMCSBA Takes a Stand on School Funding

With the passage of Proposition 30 in 2012 and the state's new Local Control Funding Formula (LCFF), many in the community think that education funding is "good to go," says Alisa MacAvoy, president of the San Mateo County School Boards Association (SMCSBA). "But it's really just a first step in rebuilding education in California."

With that message in mind, SMCSBA has developed a position paper on school funding entitled "California's New School Funding System Is Only The First (Small) Step: Inadequacy And Inequity Continue To Burden California's Public Education System."

smcsba
This paper, which outlines the basic structure of the current education funding system in California and proposes ideas on how to better fund education, has been distributed widely to state legislators, county supervisors, school boards, local nonprofits and the media. It can be downloaded from the SMCSBA website

The paper highlights the fact that neither Proposition 30 nor LCFF changes the fundamental structure and deficiencies of our current finance system. Most school districts in California will remain underfunded with inequalities among districts still at alarming levels. And California continues to rank near the bottom in school funding in comparison to other states.

The position paper was a joint effort of school board members from around the county. "At our annual retreat last summer," says MacAvoy, "We brainstormed how we needed to have a voice and that we could pool our knowledge and take positions on key issues. The biggest one was funding."

Writing and distributing the position paper is just a first step for SMCSBA. Members will be scheduling follow-up meetings with state legislators to discuss what can be done to assure adequate funding for schools and they'll also be joining with county school board associations in neighboring counties to work together on this issue.

Plans are also in the works to write additional position papers. The next one, scheduled to be published in mid-January, will be on universal preschool.

SMCSBA Accepting 2014 Kent Award Applications

SMCSBA is now accepting applications for its annual Kent Awards. "We are looking for high-quality innovative programs that can be transferred to other classrooms and schools," notes MacAvoy. For the first time, the applications were sent electronically to all principals, superintendents and school board presidents. The deadline for submission (which must include two paper copies of the application) is January 20, 2014. Award winners will be celebrated at the Annual Kent Awards dinner on May 19, 2014 at the Crowne Plaza in Foster City. The application, screening rubric and guidelines can be downloaded here.
