From Lanie Shipp, Executive Director

LaniePartnerships are important in advancing infrastructure improvements. Having projects ready when funding becomes available puts the TCACID in a very competitive position with state and federal funders. With an investment of $1.3 million by the TCACID and $5 million from Cobb County, the Skip Spann Connector is "shovel ready" and poised for construction funds - total project cost $23.8 million.

Through partnerships with Cobb DOT and GA DOT, the I-575 southbound exit ramp at Barrett Parkway is currently under construction as well as the final phase of the Noonday Creek Trail. Improvements at Home Center at Barrett Parkway and the SCATS project are other examples of the TCACID partnering with Cobb DOT and GA DOT.

The TCACID continues to work on a South Barrett Parkway reliever, which is expected to ease congestion on Barrett Parkway at I-75, in anticipation of state and/or federal assistance.

Detailed descriptions of the projects are below.

I-575 Exit at Barrett Parkway

Underway is a GDOT funded project that will create an additional I-575 southbound off-ramp lane to Mall Boulevard. This new lane will have a barrier separating traffic on Barrett Parkway and will serve only commuters traveling to Mall Boulevard.

Work begins
The existing right-turn lane will remain for those who wish to continue west on Barrett Parkway. An additional outbound lane on Mall Boulevard will be added to separate drivers who plan to travel east on Barrett Pkwy from drivers who plan to proceed straight into the Town Center Plaza. This will allow a longer green light for the largest number of motorists.

The TCACID paid for concept design and right-of-way. Work will continue until Thanksgiving and resume after New Year's Day. Completion date is anticipated to be summer of 2013.

Noonday Creek Trail Update

By 2014 the Noonday Creek Multi-use Trail will be completed to its full seven miles, connecting it with the existing Mountain to River Trail providing even a longer walk or bicycle ride to Kennesaw Mountain National Battlefield Park

The full trail begins at the park's Visitor Center, extending to Bells Ferry Road. Current work viewed by passing motorists or pedestrians is the portion from Barrett Lakes Boulevard to

Bells Ferry Road along portions of the creek bed.

This project was conceived and is being implemented through partnerships

Home Center at Barrett

In the permitting stage is a plan to remove the median on Home Center Drive, replacing it with left-turn lanes and lengthening the left-turn lanes on Barrett Parkway to Home Center Drive, while upgrading cross walks, pedestrian signals and ADA ramps.

SCATS
Recently completed is the Cobb County DOT adaptive traffic control system project. The traffic signals in the greater Town Center area, where frequent unpredictable traffic conditions occur, have been elevated to a system that uses computers to automatically adjust, in real time, the traffic signal timing based on actual traffic conditions.

The driver's experience through the county's signal systems will vary based on many factors including time of day and whether or not the driver's route is part of the predominant flow. However, the effectiveness of coordination is reduced on corridors that are over capacity, or, on high volume corridors that intersect other high volume corridors.
South Barrett Parkway Reliever

Barrett Parkway is a heavily utilized roadway adjoined by shopping, restaurants and big box stores. An east-west reliever roadway was initially identified in the 2004 TCACID Roadmap as a means to provide an alternate route paralleling Barrett Parkway on the south. When completed, it is estimated that approximately 6,000 vehicles will be diverted from Barrett Parkway to the Reliever, resulting in improved intersection operations along Barrett Parkway.

The project has been broken into multiple phases for implementation due to project cost and ease of construction. Phase 1, which included widening of Greers Chapel Road and realignment of

Barrett Lakes Boulevard at the intersection of Greers Chapel Road, is already constructed.

The long-range plan anticipates the reliever roadway to connect Barrett Parkway via Barrett Lakes Boulevard and Roberts Court, bridging over I-75.

Error correction

The last issue erroneously stated the square footage of the new Home Depot Customer Support Center. The correct size is 80,000 square feet.
