Commissioners Approve Municipal Building,
Allocate Funds for Library

At the September 8, 2014 meeting, the Board of Commissioners approved a proposal to build a new Township Municipal Building and allocated funds to either renovate or replace the Township Library. After nearly one year of discussion and public input, the Commissioners approved (by a 6 to 3 vote) the following:

  • Construction of a combined facility, to be built adjacent to the current Police Station at Darby and Manoa Roads, which will house all administrative and police personnel.
  • Allocation of $500,000 to perform the immediate repairs needed to allow the Library to remain open.
  • Allocation of $5,000,000 for either the renovation of the current Library building or construction of a new Library (not at Darby and Manoa Roads). The determination of whether to renovate or build a new Library will be made within six months based upon recommendations by the Township staff.

Commissioners Connell, Hall, Heilmann, Holmes, Oliva and Siegel voted for this proposal. Commissioners D'Emilio, McGarrity and Wechsler voted for a plan that included construction of a new Police Station, renovation of the Township Building, and renovation of the Library. Both plans allocated approximately $5,000,000 for the Library.

According to estimates presented to the Commissioners, when all construction and renovations are completed (for all buildings) the cost will be approximately $25,000,000, i.e., they will cost the average taxpayer $65 per year. The Commissioners have been discussing these projects since 2010 when the Property Committee (which I chair) outlined the deteriorating conditions of these buildings and the Public Works Yard.

Update:
Marple & Darby Creek Roads

As I have reported previously, the Pennsylvania Department of Transportation informed the Township that Marple Road and Darby Creek Roads would not be repaved this year, delaying the repaving until 2015. There have been a number of developments since my last update.

Penndot Revises Schedule

Penndot has scheduled repairs to Marple Road in October. Penndot says it will mill and replace the failing base of the roadway between Route 320/Sproul Road and Darby Road. Marple Road will be closed during these repairs from 7 a.m. to 4 p.m. Monday through Friday. Detours will be in place during this period. Final paving is expected to occur in May or June 2015.

Aqua Schedules Water Main Replacement

In addition, Aqua Pennsylvania will close and detour Marple Road between Darby Road and Route 320/Sproul Road beginning Monday, September 15th for the installation of a new water main. Marple Road will be closed from 9 a.m. to 3 p.m. until December 31, 2014. According to Penndot, this utility work is being done in advance of resurfacing Marple Road.

Petition Delivered to Governor Corbett & Penndot

In response to more than 100 complaints about the dire conditions of Marple Road and Darby Creek Road, I posted a petition on www.change.org last month requesting that Governor Tom Corbett and Secretary of Transporation Barry Schoch reconsider the decision not to repave these roads until 2015. More than 500 persons signed the petition, and many left detailed complaints about the conditions of the roads. I delivered the petitions to Governor Corbett and Secretary Schoch today. I will keep you posted about the status of this request.

Thank You

Thank you to the many people who have contacted me, the Governor and others in an attempt to expedite the repaving of these roads. I can say that many Township officials (past and present) have attempted to persuade the powers-that-be of the necessity for completing the project in 2014. I want to thank all of these people for their efforts.

Please note that the Township is not permitted to pave state highways, which are the exclusive responsibility of Penndot.

Of course, I will keep you informed about the situation.
