A message from your NCISS President
Join us for Hit the Hill!
Dear Members and Colleagues:
 
As I am preparing to write a message to all of our NCISS members sending warm thoughts as we prepare to close the year out and celebrate the Holidays, two very serious acts of terrorism occurred in France and Nigeria. We all know what happened in those countries so there is no need to review the heinous acts of terrorism.

These acts remind me of the important work that our members perform everyday to add a layer of protection that allows us to enjoy the liberties and freedom afforded to the citizens of the United States of America.
Many of you have Security and Investigative companies that provide screening, background checks, skip tracing, handling egress and access to our nation's airports, high target office buildings etc. This list could go on and on.

NCISS has the primary goal to be "The National Voice of the Private Investigation & Security Profession" This is all the more reason why we count on the support of our members and sponsors.

Protecting our homeland is everyone's concern. Our members and their employees that number in the hundreds of thousands are doing their part. Our leaders in the Nation's Capital sometimes have to be reminded about the important work we do in protecting our homeland.

When legislation is moving through the House of Representatives and Senate that could have a negative effect on us NCISS is right there to stop it. When the legislation is good for us NCISS is there to promote it.
The leadership for NCISS is putting the final touches on the 2016 annual "HIT THE HILL" event and we are looking forward to a great turn out and representation from all of the State Associations across the country. Stay tuned for the details, this has makings of a very exciting event.

The United States will be electing a new President and the balance of power will be shifting between House and the Senate. New relationships will need to be formed and what better place than in April in the Nation's Capital.
 
Advocacy Hub
NCISS continues to show leadership and its commitment to State Association outreach with the release of the new Advocacy Hub (AH). The AH is a wonderful tool for State Associations to monitor legislation effecting their state. The AH not only identifies certain pieces legislation, it can be helpful with call to action letters from your members to your Congressional and House Representatives.

It had been intended to go live with the new website, but a few tweaks have been needed to make the site function as intended and make the transition smoother. MemberClicks is a more practical approach for the security of our members, ease of use and more functionality.   

 

The new site will have all the familiar content, but fresh look and more functionality for you, as well as the administrator and content manager.  Ease of online membership applications, dues renewals, events registration and membership profiles will be seen.

Congress is acting to protect employers and fight unfair Department of Labor rules! 
 
**Fighting the National Labor Relations Board**

You easily just have sent a letter supporting legislation supporting legislation that would overturn the NLRB's recent Browning-Ferris decision!

NCISS Regulatory Alert:  Drone Registry in the Works

The Department of Transportation has composed a task force of industry groups that it hopes will draw up recommendations for drone registration in time for Christmas.

Though the task force has yet develop the program, recent statements from Transportation Secretary Anthony Foxx indicate that it will be voluntary, and its effectiveness dependent on whether consumers actually register.

"If UAS operators break the rules, clearly there should be consequences. But in fact there can be no accountability if a person breaking the rules can't be identified," Foxx said.

The Administration believes most drone operators will comply. Secretary Foxx noted that penalties will be associated with using drones without registration, even recreationally.

Foxx didn't say how the new requirements will be implemented, but it would naturally fall within the FAA's existing safety authorities. He also said the ongoing commercial drone rule won't be affected, suggesting it won't be included in that process. The rule should be finalized by June 2016.

It is expected that the task force's recommendations, due by Nov. 20, will include provisions for retroactive registration.

Lobbyit continues to work for NCISS...
Lobbyit continued to work on Department of Labor (DOL) provisions in FY 2016 funding legislation, tracked unmanned aerial vehicle (UAV) regulations, and data broker, GPS locator, and gun legislation, and traveled to Las Vegas for NCISS's Mid-term Board meeting to brief the board on legislative and regulatory activity in Washington, DC.

Congress returned to a full slate of legislative business.  Primary among these measures is legislation funding the Federal Government for Fiscal Year (FY) 2016.  As NCISS has previously related, we have several provisions of importance in such legislation, including limits on DOL's ability to implement and enforce several rules significantly impacting labor/management relations (ambush rule, micro unions, joint employer, etc.).

Throughout the preceding months, NCISS and Lobbyit worked collaboratively with several business community partners to ensure that such provisions were included in both the House and Senate versions of Labor Health and Human Services (LHHS) appropriations bills, and was extremely gratified by the strong votes in both chambers to include such limitations.

As I grow and become more involved with NCISS, I try to attend as many association conferences as I can to reach out to many people in our industry and meet members, and encourage our colleagues to become new members of NCISS. At the TALI conference I signed up a new company from Mexico City called "LATAM" for Latin-America. I was able to show how important licensing for PI's in the near future will be for Mexico.  Building relationships helps ourselves and NCISS.
