Dear Members and Colleagues:
 
NCISS just concluded one of its most successful mid-term board
meetings in the exciting city of Las Vegas.  The combined conference and board meeting held at the SLS hotel was a big draw. Attendance was great, our speakers were fantastic. I also would like to thank the Nevada Society of Professional Investigators and Arizona Association of Licensed Private Investigators for their co-sponsorship.

It's now time for our association to become laser focused on legislative issues that need to brought to our Senators and Congressional members attention as logistical planning is being finalized for our 2016 visit to our Nation's Capital this spring  to "HIT THE HILL"

What we know for sure is the unknown! 2016 we will elect a new President, that means a new cabinet and a ton of movement of seats in house and senate. The cycle of new leaders coming in to make a name for themselves will be in full effect in 2016. A lot of these new leaders will come from your State. Having said that now is the time the NCISS Legislative team and our lobbyist keeps a close eye on the changing landscape. They do a great  job keeping us informed.

That information gives us all in-sight that we can use to  "HIT THE HILL" Look for more information from NCISS regarding the dates, hotel, etc. This is the most exciting event we hold each year and I encourage all the leaders and members  of  their respective state associations to join us in our next edition of "HIT THE HILL"
 
Advocacy Hub
NCISS continues to show leadership and its commitment to State Association outreach with the release of the new Advocacy Hub (AH). The AH is a wonderful tool for State Associations to monitor legislation effecting their state. The AH not only identifies certain pieces legislation, it can be helpful with call to action letters from your members to your Congressional and House Representatives.

FORMER CALIFORNIA CONGRESSMAN DIES AT 100
Former Rep. Don Edwards (D-San Jose) passes away at 100 years old

Former Rep. Don Edwards (D-San Jose), who was considered the dean of the California congressional delegation when he retired in 1995, had served in Congress for 32 years.   He passed away in his sleep at his home in Carmel California on October 1, 2015. He was 100 years old and had outlived three wives.

As one of the most liberal members of Congress, Edwards, served as chairman of the House Judiciary subcommittee on civil and constitutional rights for 23 years. He played a role in passing the historic Voting Rights Act of 1965 and was one of the most active members in Congress opposing the Vietnam War.
 
In 1994, Rep. James Moran, (D-VA) authored a bill to close motor vehicle records nationally. He did so at the behest of constituents who operated abortion clinics. Anti-abortionists were running DMV records to obtain the residence addresses of doctors who operated the clinics, then picketing outside the physician's homes.
 
At a hearing before Edward's subcommittee, Moran made his case which was opposed by the testimony of Californian Eddy McClain representing NCISS and private investigators across the country.   Following the hearing, the NCISS delegation including New Yorker Bruce Hulme and NCISS lobbyist Larry Sabbath then caucused with Edward's staff and together they hammered out the language which became the DPPA. Since then, motor vehicle laws have been modified by States, but are still open to search by private investigators with varying restrictions.
Legislative Watch - Security & Investigations
Lobbyit has continued to work on Department of Labor (DOL) provisions in FY 2016 funding legislation, tracked unmanned aerial vehicle (UAV) regulations, and data broker, GPS locator, and gun legislation, and traveled to Las Vegas for NCISS's Mid-term Board meeting to brief the board on legislative and regulatory activity in Washington, DC.

Dean has been appointed by the IL governor to the Private Detective State Board (in Illinois, IDFPR - Illinois Department of Financial and Professional Regulation).

Jerry Pitman, Larry Flannery,  & I made our "Farewell Trip" to the State Legislature yesterday and spread our "Thank You's" around to the Representatives & Senators who helped our Profession in this long & tiring session. As You are aware, North Carolina passed GPS Legislation with a full PI EXEMPTION!!! Jerry Pitman is our current VP of Legislative & Legal Affairs and deserves all the credit for this adventure, traveling some 15 trips to the General Assembly for the GPS Bill alone. He continues to show this same tenacity for Our Cause!!! 

Hopefully, The session will end tomorrow and our Civil Liberties will be safe until they return in April, 2016.

Larry also informed NCISS that Bill Fletcher has been appointed to the NC Private Protective Services Board. The NC PPSB is the regulatory board that regulates our industry.

Mark, past TALI president, and Tim, current FALI president, represented their state associations and NCISS at the Alabama Private Investigators Association.  APIA president and NCISS member, Jim Casteel hosted the event and donated the table to NCISS.

 
ASIS International to Develop Investigations ANSI Standard
NCISS past president Gene Ferraro and 1st Vice President Dean Beers participated in the technical committee in the development of this standard, now published.  Gene co-chaired the development committee.

ASIS International today announced that committee formation is now open for an American National Standard, Managing the Investigative Process - Guidance on Conducting Investigations. This standard will provide a framework for establishing and implementing an organizational investigations program including the principles of investigations, managing an organizational investigations program, and conducting internal and external investigations, as well as guidance on the evaluation of competence of individuals involved in the investigation process. Committee formation is open November 9 - December 14.

As President Huckabee mentioned in his message, the recent Mid-Term meeting in Las Vegas was well attended and very productive.  In addition to the business of how NCISS has, is and will advocate for our professions, our representative from Lobbyit, Keth Nelson attended and gave insightful information, and there was a day of seminars to improve your business, work flow and bottom line.
