In the month of April, Lobbyit finalized preparations for NCISS' Hit the Hill, secured a room and speaker, counseled participants on effective advocacy in pre-meeting briefings, accompanied NCISS leadership to a meeting arranged with senior Senate Commerce Committee counsel, and hosted an after-action "de-brief" at the conclusion of the day.

 

 

 

Stakeholder Activity

 

The month of April heralded one of NCISS's most visible and valuable advocacy efforts, the annual "Hit the Hill" day, where members from across the country come to DC to walk the halls of the Capitol and inform legislators about issues most important to our industry.


In the run up to this event, Lobbyit composed the written advocacy materials to be employed during meetings, including summaries of our priority legislation, and why those bills were important to our industry.


 

The night before our advocacy meetings, Lobyyit attended the opening cocktail reception, wherein we gained additional insight and detail on the important issues the group would be discussing the following day.


 

Luncheon Speaker The Honorable Ted Yoho

The morning of Hit the Hill, Lobbyit met back with the assembled NCISS group to brief them on legislative and regulatory issues we'd be covering in meetings, and provided a short tutorial on effective advocacy with Congressional offices.

Lobbyit secured the main Foreign Affairs Committee hearing room for the NCISS luncheon, and arranged for Congressman Ted Yoho (R-Fl03) to speak to the assembled NCISS members.  Congressman Yoho sponsored legislation in the prior Congress restricting the ability of government to use drones for certain militarized purposes, so he was an important voice to hear from concerning one of our main policy issues.  


 

During Congressman Yoho's remarks, we learned that his district is home to no less than five (and possibly six) drone manufacturers, so he is heavily invested in the development of sensible drone regulation.  Similarly, we were somewhat surprised to learn that Congressman Yoho favors legislative activity prior to the Federal Aviation Administration's (FAA) issuance of a final rule.

 

From his remarks, it was quite apparent that we have a friend and ally in Congressman Yoho.


 

Meeting with Senate Commerce Committee

 

In the afternoon, Lobbyit took NCISS leadership to meet with senior counsel on the Senate Commerce Committee to discuss data privacy and drone legislation.  We learned that they had no intention to sweep up private detectives into the data broker definition, but were looking to regulate those businesses who make money from aggregating, packaging and selling consumer data to third parties.

 

On the drone front, we heard something much different from the House visits.  Overall, committee counsel seemed pleased with the direction the FAA was going with drone regulation, and indicated his desire to let the FAA proceed unmolested.  We received a great deal of information on the process, the problems, and the concerns FAA was grappling with, and the committee expressed its satisfaction that the FAA was proceeding prudently and cautiously. 

 

We do not expect any drone-related legislation to move in the Senate, therefore, until the FAA has completed its rulemaking process.

 

Finally, the after-action debriefing took place at Lobbyit's office, with refreshments provided by NCISS, to discuss what NCISS members learned during their visits, and to plan for any necessary follow-up.


 
 

Overall, a successful day and first-rate effort by the NCISS crew!
