Dear Members and Colleagues:
40 YEARS YOUNG.....
NCISS will be celebrating 40 years being
"Your Voice in Washington and Across America"
next year. What better way to start our celebration that in the nation's capital this spring.
The time is now to register your attendance and join the National Council of Investigation and Security Services (NCISS) 2015 Mid Term HIT THE HILL event. The historic Hotel Monaco in Old Town Alexandria will be our host hotel again this year.
Mid-term elections this November mean the balance of power has shifted, several members of Congress and the House have moved on. In addition, the staffers have also changed. This means new relationships will need to be made with those new members and their staffers. NCISS understands how important staffers are in the process. Often, they are the gate keepers that have a tremendous amount of influence regarding what constituent concerns make it to your representatives' ear for action.
Your elected officials need to hear from you. More importantly, they need to see you!!!! They need to know about your business and how bills that are passed or not passed effect you. Put a face on your issue and tell your story.
That's where the importance of hitting the hill comes in play. The hill needs to know about what's important to our industry.
This year we are expecting more first timers than ever this year. I would like to welcome you to the Nation's Capital as we visit the nation's Congressional and House representatives and make them aware of the various pieces of legislation that NCISS either supports or apposes.
If this is your 1st time, you are in for a treat. NCISS understands you are a professional in the Investigations and Security business and not a professional lobbyist. For those that need it, we will assist you with everything and pair you with a seasoned NCISS member from your state as you meet with your representative.
Mark your calendars for April 12th to 15th. The NCISS website www.nciss.org will be your resource and registration as we get closer to April.

Losses to the NCISS family
Almeda Dunn, Star Security Past President and Chairwoman Gene Ward Husband of Carolyn Ward, Executive Director

Almeda Dunn It is with much sadness, that NCISS learned of the passing of our dear friend and Past President, Almeda Dunn. President James Huckabee, VP of Star Detective and Security Agency, said she passed peacefully at home the morning of December 24th, surrounded by family and friends.
Almeda was the president and CEO of Star Detective and Security Agency. A powerhouse, she made the name Star Detective famous in Chicago, in Illinois and across the nation. The firm, founded in 1923 by Dunn's grandfather, Captain Luegemus Bratton, blossomed under Mrs. Dunn's focused direction and guidance.
Our sincere condolences to the Dunn family. Rest in Peace dear friend.w your target audience. Gene Ward Mr. Gene Ward, husband of 39 years of our Executive Director Carolyn Ward, passed away January 11, 2015. It is requested that donations be made to the Wounded Warrior Project. State Association Advisory Board and
State Legislation Awareness Monitoring Program

One of the most exciting new benefits is the improvement of two of the most important purposes and benefits of NCISS...
NCISS continues to monitor those legislative issues that impact professional investigators and security personnel throughout the country. Of concern is federal legislation and rule making, as well as with states and their associations on local matters. The SAAB / SLAM Program is a cooperation of member state associations to assist with responding to their legislative needs, while increasing the strength of NCISS responding to federal legislation and regulation. In addition, the SAAB / SLAM Program benefits NCISS membership through increased networking, leadership mentoring and continuity, with the ability to proactively monitor and appropriately respond.
To make this work, NCISS needs to know what legislation your state is interested in monitoring. The Legislative Advocacy Hub is based on keywords to find specific legislation among the thousands that are introduced nationwide every year.

The states shown in blue are links to the associated state's pending legislation. The white states are states that either have no pending bills of interest or are not in session. You can also page down to your state where it is listed alphabetically.
While you are noodling around the web site, check out the recently launched "Advocacy Hub." If you have not heard about the "Advocacy Hub," the Hub allows members to send letters to key legislators and government officials right from the web site. Currently there are two items pending. Check them out!

Legislative Watch - Security & Investigations

In the closing weeks of the 113th Congress, Lobbyit conducted meetings with Senate Judiciary and Commerce Committee staff, and House Energy and Commerce counsel to discuss potential end-of-year legislative packages, focusing on drones, information privacy, labor and background investigation legislation.
Lobbyit also attended a House Transportation Committee hearing on drone regulation, and composed several legislative and regulatory alerts and updates on drone-related activity in the Senate and the Executive Branch, as well as a final NLRB rule on "ambush" elections.
Lobbyit composed a series of legislative and regulatory alerts
concerning drone regulation and a final rule by the National Labor Relations Board (NLRB) dramatically shortening the time for a vote on labor organization, or the so-called "ambush" rule.

More contentious are provisions such as requiring employers to provide personal email addresses and phone numbers of employees to union organizers "to communicate with prospective voters about the upcoming election using modern forms of communication."

NCISS reaches over 1100 investigators and security consultants in your national trade journal, The NCISS Report, delivered by direct mail to the agency owners who have an interest in events in Washington, D.C. The journal is mailed twice each year, approximately each spring and fall, and is also available online. Dean reports that ADSAI continues to support NCISS. A check was recently sent by the ADSAI Treasurer and Board Member (Dean) for $1,000 which was to be allocated to the Leg Fund.
The 2014 donation motion was brought up at an ADSAI Board Meeting by Larry McWherter and voted on and approved by the Board, and General Membership to donate $1,000. Specifically, $500 was donated from our GCMA (Greater Chicago Metropolitan Area) Chapter and $500 was donated from our Central Illinois/Southern Illinois Chapters.

The Board of the Professional Private Investigators Association of Colorado (PPIAC) recently voted to again present a check to NCISS at Hit the Hill. PPIAC annually donates $10 per member, in excess of $1,000.

It is dues renewal! Dues for 2015 are in the mail. Please send in your completed dues renewal, or pay online. You can renew as a Silver member or Gold member. If you joined NCISS from October to present, your dues are paid through 2015.

The following are membership categories:
- Bronze: $99 - Only available to new applicants for one year. No voting privileges.
- Silver: $175 -- $35 of which goes to our legislative fund. Receives all rights and privileges of membership.
- Gold: $395 -- $100 of which is designated to our legislative fund. Gold members receive one free annual conference registration per year.

Vendors and Sponsors of NCISS Benefits for you, fitting your needs

Since the annual meeting in Las Vegas, a special committee was appointed to evaluate the vendors and sponsors of NCISS program, and the benefits that can be afforded to members. These recommendations then went to the Executive Council for refinement with final recommendations being made to the Board of Directors.
Your board voted to implement a free market program of diversified vendors and supporters from those areas that benefit our investigative and security professions members - from insurance to data providers and service directories. This process will provide each member the opportunity to select a service provider based on their specific needs and criteria.
These changes will begin to be available by Hit the Hill and announced in the upcoming Your Advocate and eAdvocate. If you have any suggestions for service providers, please contact your Regional Director.
