Senate Bill 68 -APRN Scope of Practice

The Michigan Senate has once again introduced legislation to embark on a major rewrite of the Public Health Code. Senate Bill 68 (SB68) would create licensure requirements of advanced practice registered nurses and revise requirements for nurse midwives, nurse practitioners and clinical nurse specialists. Sen. Mike Shirkey introduced a bill similar to last year's Senate Bill 2 (SB2) to expand the scope of practice for APRNs. The stated goal would be to address a shortage of primary care physicians. That shortage is a forecast by some and has yet to materialize.

 

Professionals in the medical community have argued that giving APRNs the kind of responsibilities included in SB68 conflicts with the successful model of working in physician-led teams that most medical schools currently teach. "I fully anticipate a robust discussion with the re-introduction of the APRN scope of practice bill by the Senate Health Policy Chairman. The MOA will continue to work with other key stakeholders and policy makers to find solutions to improve access to primary care for Michigan patients through a physician led clinical team model" said Kevin McKinney, Michigan Osteopathic Association's (MOA) Legislative Liaison.

SB 68 has been referred to the Senate Health Policy Committee, which Mr. Shirkey chairs. No timeframe has been established for committee discussions.

The Michigan Osteopathic Association 116th Annual Spring Scientific Convention is May 14-17th and we are back in Dearborn. The Adoba (formerly the Hyatt Regency Dearborn) is once again serving as the host hotel. It is hard to believe that this will be the 116th annual convention and we think it is fitting that it is once again in Dearborn.  It's an opportunity to re-connect with your colleagues, experience outstanding lectures and engage with exhibitors while reinforcing your commitment to the osteopathic profession.

Last Call for Nominations

Last call for nominations for Outstanding Resident of the Year award. The award recognizes a resident who goes above and beyond by exhibiting the exemplary characteristics of an osteopathic physician. We are asking all of our members to spread the word and nominate those residents they consider deserving of the annual award. The nominee is asked to provide a personal statement and letters of recommendation. The deadline is February 1, 2015.

Michigan Senate legislation introduced since January 16:

SB 64: PATIENT CARE POLICIES (Hansen) Requires establishment of patient care policies and compliance procedures based on nationally recognized guidelines or best-practice resources, and provides other general amendments. Amends 1978 PA 368 by amending sections 20155, 21703, and 21734 (MCL 333.20155, 333.21703, and 333.21734), section 20155 as amended by 2012 PA 322 and section 21734 as added by 2000 PA 437.

 

SB  65: HEALTH PROFESSIONALS (Hansen) Allows employment of or contracting with health professional to provide medical treatment to nursing home patients regardless of business entity status of nursing home. Amends 1978 PA 368 by amending sections 20109, 21703, and 21715 (MCL 333.20109, 333.21703, and 333.21715), section 20109 as amended by 1996 PA 224.

 

SB 68: APRN LICENSES (Shirkey) Establishes licensure requirements of advanced practice registered nurses, revises requirements for nurse midwives, nurse practitioners, and clinical nurse specialists, and provides other general amendments. 

 

SB 72: MEDICAL MARIHUANA (Jones) Restrict authorization of medical marihuana in certain places. Amends 2008 IL 1 by amending section 7 (MCL 333.26427).
