WCMS President's Message   
"Be at the table, not on the menu"

The reality of medicine is that often Physicians do not determine how they practice medicine, legislators and administrators do.  The old saying, "If you're not at the table, you're on the menu" rings true more than ever.  Insurance companies, trial lawyers, and hospital administrators participate in the political process in large numbers. Physicians typically do not. WCMS-in collaboration with NCMS-- is working hard to change this because if physicians do not participate in influencing policy decisions, whose information do you think the legislators will use to make their decisions? As Dr. Dave Pucci recently noted after visiting with legislators on White Coat Wednesday, "I was very pleased at how receptive the legislators were during our discussions.  Even if we didn't necessarily agree they were willing to discuss their viewpoint and hear ours.  What was also very evident is that they need our guidance."

New Members to WCMS   
What has WCMS Done for You Recently? Strategic Plan Update!
In August of 2013, WCMS embarked on its second year of aspiration-driven strategic planning. Over 70 individuals were interviewed from our key community partners across WNC. On October 28th, 47 of our key partners participated in a town hall meeting to discuss the thematic results of the interviews. Participants broke into key partner groups and wrote strategies based on the thematic findings. Both the Association and Foundation Boards of Directors along with WCMS staff subsequently prioritized the strategies in accordance with our mission, while insuring that the final, approved plan represented input from all key community partners.

WCMS Stands Against the Senate's Medicaid Reform Bill
The NC Senate's new Medicaid proposal would pit fledgling physician-led ACOs against large, well-financed, for-profit managed care organizations. The latter would dominate and drive the former out of business.

"News of Pardee's plans came on Monday when the Henderson County Board of Commissioners got an update on the joint building project from John Mitchell, the county's business and community development director, and County Manager Steve Wyatt."

Park Ridge Health Purchases Four Seasons Cinema Site  
 "The former site of the Four Seasons Cinema, which is located 1.5 miles away from Pardee Hospital, now belongs to the Fletcher-based hospital Park Ridge Health and will be transformed into a health facility."

WCU, Mission Receive $1 Million Grant to Improve Nursing Care Quality in Rural WNC  
Congratulations to Four Seasons for their Health Care Innovation Award   
 Project Title: "Increasing patient and system value with community based palliative care"

Geographic Reach: North Carolina

Estimated Funding Amount: $9,596,123

Summary: The Four Seasons Compassion for Life project will test a new model for community-based palliative care (in conjunction with Duke University), which spans inpatient and outpatient settings. The model features interdisciplinary collaboration and the integration of palliative care into the health care system, continuity of care across transitions, and longitudinal, individualized support for patients and families. This expands upon a successful program in four Western North Carolina counties to include an additional ten counties.  With community-based palliative care, care coordination ensures clinical follow-up of patients as they transition across settings. Standardized assessments and data infrastructure facilitate quality monitoring/improvement and high-quality patient care leading to decreased hospital readmissions.

NC Budget Deal Includes Teacher Raises, but no Medicaid Overhaul

RALEIGH - House and Senate budget writers reached agreement Tuesday on a $21.3 billion state spending plan that averts significant cuts to Medicaid but leaves unresolved a major overhaul of the health insurance program for the poor.
