Maintaining a Safe Distance from Power

 

Part 3 of 5: Last week we looked at identifying the work zone and choosing one of three options when working near power lines. First, understand that OSHA prefers the Option 1 method to address encroachment by confirming with the utility owner/operator to ensure the power line has been deenergized and grounded at the work site.

 

However, there are many instances where crane work must get closer than 20 feet to a power line and the request to deenergize the power line cannot be granted.  When this is the case, OSHA has outlined what actions must be taken to safe guard workers, equipment and electric consumers when using Option 3, under §1926.1408.


Option 3 allows the use of Table A when the exact voltage is known in the power line.  NOTE: We strongly recommend that this voltage be obtained in writing from the utility owner/operator.


 


 

When using Option 2 or Option 3 all of the following must be met:

  1. Conduct a planning meeting with the crane operator and other workers who will be in the area to review the location of the power line(s) and the steps that will be implemented to prevent encroachment and electrocution.
  2. If taglines are used, make sure they are non-conductive (dry and in good, like-new condition)
  3. Erect and maintain an elevated warning line, barricade or line of signs, in view of the operator, equipped with flags or similar high-visibility markings at 20 feet from the power line (Option 2) OR at the minimum approach distance of Table A.  NOTE: If the operator is unable to see the elevated warning line, then a dedicated spotter (who is not engaged in any other activity) must also be used.
  4. Implement at least one of the following measures:
    1. a. A proximity alarm.
    2. A dedicated spotter who is in continuous contact with the operator. The dedicated spotter must:
      • Be equipped with a visual aid to assist in identifying minimum clearance distance. 
      • Be positioned to effectively gauge the clearance distance. 
      • Where necessary, use equipment that enables the dedicated spotter to communicate directly with the operator.
      • Give timely information to the operator so the required distance can be maintained.
    3. A device that automatically warns the operator when to stop movement.
    4. A device that automatically limits range of movement.
    5. A insulating link device as defined in §1926.1401 (NOTE: although OSHA provides this statement, there are no insulating link devices currently approved by OSHA for this purpose).

So with this being outlined, dare we ask, where are you on the understanding of what you need to do to maintain safety and get closer than the required 20-feet? Are you following the standards?

 

Next week we will look at the training required for each operator and spotter and the following week explore what to do IF machinery were to come in contact an energized line.
