Building Professional Safety

Within the wall of the entrance to BCSP's world headquarters is a time capsule marked by a plaque which reads "To Be Opened April 2111." This plaque reminds us that BCSP is an organization with a history, and a future that is up to us to create.

The certificants honored at the third annual BCSP Awards of Excellence (AoE) ceremony in June demonstrate how BCSP ensures a bright future. In his acceptance statement, Lifetime Achievement Award recipient David MacCollum, CSP, PE, expanded the perspective from his own accomplishments to those of BCSP, pointing out that his CSP certification is now one of nearly 25,000 which have since been issued by BCSP.

BCSP builds for the future by providing for the advancement of safety, health and environmental (SH&E) practitioners. One way to accomplish this is through efforts like BCSP's scholarships, managed by the ASSE Foundation. I was happy to have met this year's BCSP scholarship recipients at Safety 2014, and I am glad individuals as bright and engaged as these will soon join us as colleagues. The 2014 BCSP scholarships were possible because of how we have grown, and they provide real support for future safety professionals.

As BCSP grows, an increasing number of certificants mentor others, sometimes even sons or daughters, leading mentees in understanding the importance of safety, upholding the protection of their community as a matter of ethics, entering SH&E practice, and becoming certificants themselves. Certification is spanning generations, connecting practitioners of all kinds, and building a profession with which safety professionals can proudly identify. This was built through partnerships with associations and other organizations, our efforts to outline career paths in safety and connect with academic programs, and expanding the BCSP family of certifications to match workplace needs. Our history includes a great deal of change.

There are a few changes that are set to take effect this year that will leave a lasting, positive impact on BCSP and the profession. The greatest of these changes will be the implementation of a new, online BCSP Certification Management System. With this system's launch, many of the processes applicants, candidates, and certificants engage in will become increasingly efficient.

Construction Safety Management and Engineering
The second edition of Construction Safety Management and Engineering was published this May. The first edition, published ten years ago, became the American Society of Safety Engineers' (ASSE) best-selling publication. The work is now synonymous with knowledge of the promotion and practice of safety in construction.

The second edition includes updates to most of the first edition's chapters, additional content in several others, and four new chapters: Construction Safety and Health Through Design, Ladders, Ergonomics in Construction, and Industrial Hygiene Issues in Construction, Part 2.

"Construction Safety Management and Engineering's contributors are a Who's Who in construction and construction safety," says the book's editor, Dr. Darryl Hill, CSP. More than half of the text's contributors hold a BCSP certification, and an even greater number served as technical reviewers. "The contributors are known as leading experts in construction safety, several of whom have written construction safety related books themselves. They include Professional Engineers, Certified Safety Professionals, Certified Industrial Hygienists, and Certified Hazardous Materials Managers."

Dr. Hill was actively involved in the ASSE Construction Practice Specialty advisory committee when the need for a comprehensive reference, one that combined important management aspects and engineering principles, was expressed. He volunteered to serve as editor and a contributing author.

"The book's goal is to be an everyday resource and useful reference for the construction industry by providing a template for how to deploy an effective safety process on a construction project," Dr. Hill explains. "It also provides a solid body of knowledge for students, so they can acquire a better understanding of the multiple facets in this dynamic discipline."

Dr. Hill not only hopes that Construction Safety Management and Engineering provides useful knowledge to students of occupational safety and health, but that it also provides those who aspire to careers in SH&E with the means to achieving their goal -- book royalties are donated to the ASSE Foundation, which awards an annual scholarship for a student interested in construction safety.

Anyone with responsibility for construction safety performance should consider reading Construction Safety Management and Engineering. Dr. Hill concludes: "The book uses an integrated approach to research, best practices, and practical solutions to improve construction safety, which will ultimately reduce, or preferably eliminate, human suffering and harm throughout the world."

BCSP keeps a copy of the book in its headquarters' library, and is proud to have staff and certificants who assisted with the publication.

 

 
AoECeremony2014Third Annual Awards of Excellence Ceremony Recognizes Accomplished Safety Certificants
The third annual Awards of Excellence (AoE) Ceremony was held on June 11, 2014 at the American Society of Safety Engineer's (ASSE's) Professional Development Conference, Safety 2014. Tim P. Delhagen, CHST; Bruce A. Donato, CSP, CHMM, CECD; and Douglas R. Handy, CSP; are the 2014 Awards of Excellence recipients. David V. MacCollum, CSP, P.E. received the Lifetime Achievement Award.

Over 800 safety professionals attended the AoE Ceremony, joining the President of BCSP's Board of Directors, Dr. Lon Ferguson, CSP, and BCSP's CEO, Dr. Treasa Turnbeaugh, CSP, CET in honoring the outstanding safety professionals. "Our award recipients have many great accomplishments and I am proud to recognize them," said Dr. Ferguson. "They truly represent the values of BCSP and the drive of our certificants."

GenerationsPromoting Safety Across Generations
A multi-generational workforce calls for a safety practice that bridges generations. For many BCSP certificants, safety is not only a career, but part of who they are. They share their commitment with colleagues, as well as family.

Robert Slocomb, CHST recently contacted BCSP to share the pride he felt when his son took action on behalf of safety. Slocomb began his career in the trades, and his son, Dustin, was looking to follow in his father's footsteps. Little did he know that, when he began work at a local plumbing firm, he would soon apply the safety ethics his father shared with him. "He discovered that firm was polluting his hometown lake, and he didn't hesitate to act affirmatively," said Slocomb.

While Slocomb does not think his son will enter the safety profession, he is proud of Dustin's actions. "He senses outcomes quickly, and he amazes his mother and me because he'll spot unsafe behavior long before others do, then he'll factor in the consequences," says Slocomb. "It's a great trait."

David Tally, CSP, OHST, CHST benefited from similar support from his parents. "I was exposed to safety at an early age and the more I learn, the more interesting the safety profession has become to me," David Tally explained. "My father and mentor, Del Tally, showed me how safety, and a safety professional can reduce injuries and adverse health exposures which will directly affect a company's bottom line and I have been hooked ever since."

The Tally family is a family of certificants, David Tally's father, Delmar, holding the CSP and PE and his stepmother, Betty, holding the CSP, OHST, and CHST.

Del Tally started his career in safety as a First Lieutenant when his supervisor, a US Air Force full Colonel, offered him a safety manager position on his staff. "Implementing comprehensive aviation, weapons, and explosives safety programs for the South Vietnamese Air Force during a year of daily operations in an active combat zone remains the most challenging S/H/E work I've done," Del Tally reflects.

After serving in Vietnam and retiring from being an Air Force Safety Director and instructor pilot, Del Tally began a career in construction safety, achieved his CSP and was elected the President of ASSE during 1985-86. Del added, "My most challenging volunteer work as a Safety Professional involved my charter membership on the ASSE Foundation Board of Directors and our initial fund raising efforts. The ASSE Foundation's greatest contribution to the Safety, Health, and Environmental profession has been to provide educational development and recognition -- plus financial support -- to many upcoming new generation SH&E professionals."

Betty Tally started her career as a Compliance Safety & Health Officer (CSHO) with the Occupational Safety & Health Administration (OSHA) and was an active member of her ASSE chapter from the beginning. "I joined the Central Texas Chapter of the American Society of Safety Engineers in 1976," Betty Tally explained. "I was the first woman member of the chapter and the first woman president." For her many groundbreaking achievements, she was recently named in Women in Safety Engineering's (WISE) book 100 Women Making a Difference in Safety.

The importance of advancing safety as a professional practice was well understood by David. "My parents were supportive of all of my 'job' choices, but they showed me my degree and safety certifications could turn my 'job' into a career in safety," he said. "I decided to pursue the CSP soon after starting my safety career."

"My goal as a safety professional is to show my employer and clients that incorporating safety into the daily activities of their companies can result in more productive employees with lower injury and insurance costs," David Tally says. What is really rewarding, he explains, is the impact his efforts have on others: "Having an employee thank you for providing them information to prevent an injury to themselves, and, in some cases, helped prevent injuries in their families, is priceless."

 
Scholars2014Dedicated SH&E Students Receive BCSP Scholarships
Every year BCSP sponsors two ASSE Foundation scholarships which are awarded to students who meet a set of challenging requirements. This year, Pamela Halstead received the David V. MacCollum Professional Scholarship and John Griscavage the Jessica J. Bohan Technician/Technologist, Supervisory Scholarship.

"It is a remarkable feeling being recognized for all of the hard work I put into my education," said Halstead. "I am going to continue my education this fall at Auburn University where I will be working towards my master's degree in industrial and systems engineering."

 

"It was quite overwhelming as I walked across the stage at Safety 2014 and was recognized for my accomplishments," said Griscavage. "The BCSP ASSE foundation scholarship was definitely a highlight of my education. Organizations like BCSP and the ASSE Foundation have made a significant difference in my education and overall lifestyle. To receive such a generous scholarship was not only rewarding for myself, but rewarding for my professors and family who have supported me along the way. Upon completion of my degree, I hope to secure a position with an organization that will mentor and develop me into the best safety professional I can be."

BCSP Granted Special Consultative Status by United Nations

The Board of Certified Safety Professionals (BCSP) has been granted special consultative status by the United Nations (UN), enabling BCSP to actively engage with the UN Economic and Social Council (ECOSOC), its subsidiary bodies, as well as the UN Secretariat, programs, funds and agencies.

As part of special consultative status, ECOSOC and its members may consult with BCSP as a source of expert information with special competence in the protection of people, property and the environment.

"Being granted special consultative status by the UN furthers BCSP's mission to set and certify technical competency criteria for safety, health and environmental practitioners worldwide," says Dr. Treasa Turnbeaugh, CSP, CET, CEO of BCSP. "As we research and define the core competencies shared by safety professionals throughout the world, a project operating in conjunction with the International Network of Safety and Health Practitioner Organizations, we will now be able to more widely share our findings. The more clearly defined the skills of effective safety professionals are, the safer the world."

This development is the latest accomplishment in BCSP's goal to promote certification internationally, which includes dialogue with important organizations so that the path to safety certification is accessible to people of all cultural backgrounds.

 

 
BCSP 2013 Annual Report Released
Contents Highlights Year's Milestones
BCSP's 2013 Annual Report is now online, and the information it contains shows impressive growth in safety, health and environmental (SH&E) certification.

More than 5,400 SH&E practitioners tested their knowledge in pursuit of a BCSP certification in 2013, a greater number than in any other year. The majority of those who sat for examinations were in pursuit of the CSP.

In the same year, over 4,700 applications were received. The total number of active applications indicate that about 6,000 safety professionals aimed to achieve a BCSP certification.

"The information in our 2013 Annual Report shows a growing recognition that protecting people, property, and the environment requires SH&E knowledge and skills, and that certification plays an important role in ensuring practitioners demonstrate competency in those areas," says Dr. Treasa Turnbeaugh, CSP, CET, BCSP CEO. "The advances made are in part due to the efforts of the Board of Directors and staff, as well as the contribution of our certificants' achievements. We are all dedicated to the advancement of the safety profession."

Indicative of the growing recognition of the value of certification was the Associated General Contractors of America's June 2013 endorsement of BCSP certifications.

New Certified Environmental, Safety and Health Trainer (CET) Examination Released
Beta testing for the CET examination was completed in May and the new, 200-question version is ready for all safety, health, and environmental (SH&E) trainers.

"BCSP appreciates all certificants who participated in the beta test of the CET examination," says BCSP's CEO, Dr. Treasa Turnbeaugh, CSP, CET. "Their support provided us with information that will maintain the CET as an outstanding certification with proven value."

Information gathered during the beta test was used in the validation of the examination's items by a third-party psychometrician, ensuring the quality of the examination.

SH&E practitioners who aim to achieve the CET have access to the latest examination references and a Self-Assessment Examination. Those interested can find these items on the CET webpage.

 
Changes2014The ASP, STS-Construction are Becoming Standalone Certifications
And Other Important Changes for Applicants, Candidates, and Certificants
There are several very important changes going into effect in the coming year.

The Associate Safety Professional� (ASP) will become a certification later this year. ASPs and ASP candidates will be supported as this change is implemented, as detailed in information recently shared.

The Safety Trained Supervisor� (STS) will also undergo a transformation. BCSP is no longer offering the STS-Mining and STS-Petrochemical examinations, and the STS-Construction is in the process to become a unique certification. The STS will continue to represent STS-General Industry. The new supervisory certification, the Safety Trained Supervisor Construction (STSC), will continue the program's success in promoting safety in construction.

These new certifications will be released after BCSP launches a new, electronic certification management system in the fourth quarter of 2014. Details on all forthcoming changes can be found online in the Current Changes Index.

BCSP's Toolkit for Advancing the Safety Profession
Banner displays are a great way to promote BCSP certifications and earn Recertification credit. A display is available to any certificate holder for use at chapter meetings, regional or local conferences, career fairs, and other safety-related seminars, meetings, and presentations. BCSP ships to and from any U.S. venue and provides literature at no cost.

We pursue those cases in which there is clear evidence of the unauthorized use and the individual has a clear responsibility, control, or knowledge of the use. Evidence may be a business card, resume, letter, website, or other publication. If there is no clear evidence, BCSP cannot act on the case.
