The Future is Bright for BCSP and the SH&E Profession
Carl W. Heinlein, CSP, OHST, STS

As I reflect on my time as BCSP's Board President this past year, I feel proud of what we, as an organization, have accomplished.

The Award of Excellence (AoE) was launched with the First Annual AoE Ceremony in 2012. It was my pleasure to recognize accomplished BCSP certificants as part of this new awards program. In 2013, BCSP will organize the second AoE, and I look forward to seeing the outstanding individuals selected for recognition in that ceremony.

Former BCSP Board Member and Executive Director, Roger L. Brauer, PhD, P.E., CSP, received the new, BCSP Lifetime Achievement Award. This award was branded the Roger Brauer Lifetime Achievement Award in his honor. With great humility, he stated he owed much of his success as a safety professional to the positive influence of colleagues, mentors, friends, and family.

BCSP continued its commitment of assisting individuals entering the profession to be the best they can be. In 2012, BSCP was pleased to honor two young safety professionals through our ASSE Foundation Scholarship funds. We have also reached out to veterans and safety professionals in the military, noting that our examination fees can be reimbursed under the GI Bill. We attended the Department of Defenses' Worldwide Educational Symposium in Las Vegas for the first time as well. Finally, Dr. Treasa Turnbeaugh, David West, many others, and I made sure to reach out internationally, collaborating with the American Society of Safety Engineers (ASSE), sharing information with the International Network of Safety and Health Practitioner Organisations (INSHPO), and participating in a Canadian Society of Safety Engineering (CSSE) event.

With the safety, health and environmental (SH&E) practice expanding in scope, BCSP is committed to improving the profession. Earlier this year we signed a collaborative agreement with the
National Institute for Occupational Safety and Health (NIOSH) to increase the promotion of safety as a profession. We also committed to supporting the Occupational Safety and Health Administration's (OSHA) Federal Advisory Council on Occupational Safety and Health's (FACOSH) recommendation that the Office of Personnel Management (OPM) officially adopt the position that "SH&E is a profession, not an administrative function." Additionally, BCSP continues to work with our Sponsorship Organizations to collectively contribute to the advancement of the profession.

These achievements throughout 2012 were only possible with the BCSP staff's determined efforts to make BCSP the "Gold Standard" in safety certification. Former CEO, Mr. Thomas Adams' efforts left BCSP a stronger organization. Stepping in as CEO, Dr. Treasa Turnbeaugh brings experience and determination which will propel BCSP toward increasingly greater accomplishments.

It was my pleasure to work with these individuals in conjunction with a fantastic Board. My deepest gratitude goes to those outgoing members of the Board for each of their lasting contributions.

I will be succeeded as BCSP Board President by Mr. Rixio Medina, whose list of accomplishments gives me great confidence in his leadership. Board Member Dr. Lon Ferguson will take Mr. Medina's position as BCSP Vice President.

As I become Past President, I look forward to a bright future that will surely unfold for BCSP and the SH&E profession. I thank the BCSP Staff, BCSP Board - past and present, and all of my fellow EHS Professionals for supporting our initiatives.

IntlMeeting the Challenge of Advancing Professional Safety Practice Globally

As the pace of development around the world increases it becomes more and more important that we realize the advancement of professional safety practice globally. The Board of Certified Safety Professionals is committed to do its part in these efforts.

At the BCSP Board of Directors meeting in April of 2012, the Board consulted with Kathy Seabrook, CSP, CMIOSH, membership Chair of the American Society of Safety Engineers (ASSE) International Practice Specialty group and then ASSE Senior Vice President. BCSP drafted a three year plan at that meeting, which outlined the building of international networks focused on certification, as well as efforts to engage in dialogue with important organizations such that the path to safety certification is accessible to people of all cultural backgrounds.

Throughout the year, BCSP Board Members, staff, and certification ambassadors followed through on these goals. They led a presentation on quality, accredited certification at a meeting of the International Network of Safety and Health Practitioner Organisations (INSHPO) and the Canadian Society of Safety Engineering (CSSE), highlighted certificants' exceptional safety practice in countries like Australia, and performed outreach in China, Saudi Arabia, South Korea, the United Kingdom, Kuwait and India.

Salkeld Playing a leading role in the promotion of professional safety certification internationally, especially in Kuwait and India, is Ashok Garlapati, CSP, QEP, CMIOSH, Administrator of ASSE International Practice Specialty (ASSE-IPS) and Advisory Committee member of ASSE -Kuwait Chapter. His efforts in the ASSE - Kuwait Chapter helped that nation attain the 4th highest number of CSPs in the world, he has personally assisted over 40 individuals in becoming certified through his efforts in the BCSP Mentor Program, and was instrumental in the 2012 creation of the new ASSE - India Chapter.

Garlapati is confident in his position on the significance of safety certification globally. "I perceive that only the change from region to region is the varying regulations," he said. "These differences depend on various factors like climatic conditions, type of operations, and location of operations (i.e., offshore, onshore, mining etc.). It is very important for safety practitioners to ensure that relevant standards are implemented irrespective of their location. Such confidence, required knowledge, and competency will be provided by safety certification."

Coming from a family with an emphasis on community service, Garlapati dedicated himself to safety after seeing what great harm comes from carelessness - the year he graduated from high school the Bhopal disaster shocked India.

"I realized during my course of experience, that many multi-national companies, MNCs, relax their safety practices as they work in different countries, where safety regulations are not up to the date," Garlapati said. As a safety professional, he is now actively involved in working with communities and companies in preventing disaster and harm.

"ASSE-IPS is now working on developing consistent SH&E metrics indicators to aid MNCs by adding value to business performance when they operate in different countries across the world," explains Garlapati. "I would also like to focus on transportability of international certifications, such as the CSP, in association with national organizations offering safety certifications in India."

"Only the regulatory aspects of safety certifications vary from region to region .... Certifications provide an opportunity to those who have the skills to gain the required knowledge as global safety professionals," Garlapati restated. "BCSP's introduction of criteria for the international transportability of safety credentials has benefited safety professionals by providing them with regional recognition."

Garlapati obtained the CMIOSH certification from IOSH after completing the CSP in 2008. This was possible because of the agreement between BCSP and IOSH on transportability of credentials. BCSP has similar agreements with the Board of Canadian Registered Safety Professionals (BCRSP), the Singapore Institute of Safety Officers (SISO), the Safety Institute of Australia (SIA) and others.

"When I completed my CSP in the year 2008, I realized its benefit at my work in terms of professional competency, code of ethics and the importance of keeping myself engaged with latest updates in the SH&E profession," says Garlapati.

As the world develops the safety profession expands, but it does so only with the efforts of certification ambassadors like Garlapati. At BCSP, it is our mission to serve safety, health, and environmental practice internationally, and we are proud to include distinguished certificants from around the world in advancing professional safety practice globally.

Ashok Garlapati is currently working as a Sr HSE Specialist (E&PD) in HSE Team - Exploration & Production Development Directorate of Kuwait Oil Company, State of Kuwait.
