Summer Greetings!
Welcome to a new NCL year as you take time to enjoy
your new leadership position.
I cannot believe an entire year has gone by since my first newsletter message to you last July. This past year was both invigorating and rewarding. The National Board of Directors worked diligently on your behalf accomplishing the following: Hired additional Chapter Support Team members (CST) at Headquarters, revised governing documents, a new technology platform, strong chapter formation across the country, a deliberate move toward shoring up the NCL, Inc. foundation to ensure support for Happy Healthy Chapters, strengthening the Chapter Support Team and National Board partnership while adding 4 new Districts and many new chapters ~ whew!
Your new 2014-2015 National Board of Directors gathered for a Board Retreat and meeting in June to kickoff another NCL year. During that weekend annual Board goals (see below) and priorities were established. I am honored to have so many talented and committed women working with me, for YOU! The amount of time and effort these women are willing to contribute to our organization is a testament to how much they value NCL with their daughters. The overriding theme that emerged during our retreat, Board meeting and subsequent strategic planning retreat was to continue the Happy Healthy Chapter message and the importance of a well understood, consistent and high quality NCL Experience for all members which will provide a continued commitment to sustaining the Mission of NCL.
Board Goals
- Goal #1: Refresh NCL, Inc. Strategic Plan
- Goal #2: Complete development and secure Board approval of national policies and chapter policy template
- Goal #3: Support the successful implementation of Chapter Bylaws
- Goal #4: Develop a strategic roadmap for all NCL programming
- Goal #5: Ensure a successful technology roll-out and ongoing support model
The summer is off to a strong start. The Board is engaging non-National Board members on two newly formed task forces as a way to bring valuable input to the National Board from the membership as well as expose new leaders to life working with the CST and National Board. The Bylaw Implementation Committee, (BIC), is working to assist chapters to implement the newly approved Standard Chapter Bylaws. The Policies Committee is working closely with the BIC committee to ensure you have templates for chapter policies in a timely manner. The National support for chapters is evidenced by these committees working together to ensure changes are adopted as smoothly as possible. Your District Council is building a strong communication structure between the chapter and the National organization to ensure maximum support for chapters success.
In the upcoming year, the Strategic Planning Committee will refresh and propose the next Strategic Plan for NCL, Inc. Believe it or not, the first Strategic Plan for NCL, Inc was created in 2004. This was a tremendous step for NCL. Subsequent plan results have seen great achievements for the entire organization. I am amazed at how much was accomplished in just the last 10 years. It just goes to show you, We will go far if we move forward together in taking NCL from Good to Great in "Fostering the Mother/Daughter relationship".
Thank you for your trust in me and your National Support team (NBoD, District Council and CST)
Please remember to take time for yourself to reflect on the goals you have set this year and how they affect the overall goals of the chapter board. You are a leadership role model for your daughter as she looks up to you. Together, you can make your entire NCL Experience meaningful and create mother/daughter memories for a lifetime.
Thank you!
Shawn Sylvia, NCL, Inc. President

UPDATE: National Policies for Chapters
NCL, Inc., chapters are now gearing up to revise their chapter bylaws, to become effective June 1, 2015. At the same time, as promised to chapters, the National Board of Directors is accelerating the review of existing national policies for chapters, with the intent of providing chapters with guidance on content for chapter policy manuals. This is a huge effort. National policies for chapters are currently contained in multiple documents, including the old "National Reference Manual," legacy Ticktocker Procedures, and even training handbooks. Our goal is to create one document that will serve as a rich guide for chapters well into the future!
During this period of transition, several chapters have asked the National Board to set out a transition policy in the event of conflict between "legacy" bylaws and other governing documents. The Board has created such a policy, and we are pleased to make it available to you!
It is the policy of NCL, Inc. that until June 1, 2016, or until a chapter policy is written, chapters may operate with those provisions of the Standard Form Bylaws and Standard Form Ticktocker Procedures that were not incorporated into the new bylaws template. In the event of conflict, the following authority should be followed:
* The chapter's bylaws preempt policies (or standing rules)
* The chapter's policies (or standing rules) preempt procedures
As a reminder, If you have any questions regarding your bylaws implementation, please contact your District Representative.

NCL, Inc. Headquarters
National Chapter Support Team
It was just over 7 years ago when NCL opened it's national headquarters in Southern California with one employee. Today we are a mighty team of 8 serving 194 chapters! Here's a spotlight on two members of the team:
Please help us welcome Emily Baba to our CST (Chapter Support Team) family. Working with us for this past year as an intern, Emily officially joined the team as our Office Coordinator. She will be assuming the duties previously performed by Molly McGarvey to include the overall front office activities, administrative support to the CST, and operational planning and meeting management support at the district, region and national levels. Emily has contributed much to our team with her efficiencies, ideas, skills and enthusiasm and we are so pleased to have her on board.
Congratulations to Molly McGarvey, our new Technology/Communications Specialist. Molly has been instrumental in assisting with our new technology solution. In her new position, Molly will provide technical expertise in the implementation and monitoring of our technology solution. She will work with Digital Cheetah to ensure the integrity of the system, database, and security; will interface with users to provide information, training, guidance and troubleshoot problems. Additionally, she is beginning to bring previously outsourced communications in-house.

Mission-Focused Programming
The NCL Experience provides all members an opportunity to put NCL's mission into action! It portrays the "heart and soul" of the chapter and distinguishes our presence in the communities we serve while furthering the mission in three distinct ways - community service, leadership development and cultural experiences.
National recently unveiled a newly refined definition of the Cultural Experiences pillar, which brings recognition to the importance of our long-standing traditions and values and defines our unique role as mothers and daughters in our communities.
Cultural Experiences Pillar Definition "Cultivate values and traditions that shape the NCL role and contribution in our communities."
When we look at values as part of culture programming there are three opportunities to broaden chapter activities including member education focused on organizational values - NCL's mission, vision and values; social values such as etiquette training and graciousness, which is central to our Ticktocker motto and lastly character values such as kindness, respect and empathy. Traditions shape our identity and create connection among our members. The Annual Tea and Senior Recognition events provide opportunity to be more intentional about educating our members on why these long-standing traditions continue to hold value 50 years later. Likewise, our NCL history is "our story" and an important tool for attracting prospective members as well as keeping the passion alive amongst our actives. Creating the story of your chapter is a great way to encourage pride of membership. Many chapters also create new traditions to celebrate the culture of leadership by honoring "X-Execs," founders, lifetime members, and others. As mothers and daughters, we build "community" connections through experiences that shape and support our lives. The Arts community is a mainstay in creating inspiring experiences that broaden the horizons of our Ticktockers whether it be a museum visit, a play or performing arts. In expanding our view of culture, we are also bringing emphasis to the importance of communities we establish through our NCL relationships. For instance, we engage in social networks where we can shape and define the culture by teaching our members the value of norms in our Grade level, Patroness Level and Sustainer settings. It is our hope that this broader scope of culture will provide more opportunities for you and your daughter to embrace The NCL Experience.

We are looking forward to the 3rd annual National Philanthropy Initiative in January and February 2015. Our Chapters should continue to work with their own philanthropic military organizations during this time-frame. Philanthropy VPs, please contact your military focused partner now to plan for next year.
We are researching the Philanthropy Initiative going forward into 2016 and beyond for ways to strengthen and provide new opportunities. Our goal is to make the Initiative compatible with your current philanthropy projects and easy to participate for chapters. We look forward to sharing updates with you later this year.

Training NCL Leaders
During our Spring District meetings, over 2,000 chapter, district and national leaders came together for training and orientation for their new positions. Well-trained leaders is one of the fundamental characteristics of a healthy chapter, and we have made great strides over the years in creating learning environments that provide "face to face" opportunities for Board members and GLAs to interact with colleagues in individual roles as well as teams. And we are increasingly providing "on demand" tools that allow leaders to empower themselves through the use of technology. Our goal is to create a continuous learning environment that equips members with the knowledge they need, and the access to get it 24/7.
Thank you to every member that has stepped up to leadership! We are excited to have so many leaders engaged in the training process and we look forward to upcoming Fall District meetings as a time to network and share ideas peer-to-peer, chapter-to- chapter and Board-to-Board.
We acknowledge our host chapters that assist in planning and coordinating all the details of district meetings. We honor the leaders in each of these chapters and look forward to a great Fall season.
