The LCMLetter is published twice a month and its goal is to keep Lake County Municipal League members informed on municipal issues. As issues relevant to municipal officials arise, the LCMLetter will provide you with a synopsis of the issues and provide you with a link for further details.
Tollway Awards Planning Contract for Route 53/ 120 Bypass

 

The Illinois Tollway's Finance Administration Operations and Strategic Planning Committees recommended approval of a $4 million contract to continue to plan for the proposed extension of Illinois Route 53/120 in Lake County.

The new contract will develop a detailed engineering concept, evaluate cost estimates, refine traffic and revenue analyses and survey customers' willingness to pay tolls on the proposed extension. The contract also includes services to study the environmental and economic impacts of the project. Work is expected to take 18 months to complete.

Lake County to hold Community Forums

Lake County is looking for input from residents on their Strategic Plan.

Open House from 6:00 - 7:00 pm.

Visit informational displays, ask questions, and learn about County services and programs.

March 21 LCML Membership Meeting

 

SWALCO has launched a new education campaign, "Recycle First. Trash Last." to encourage residents to recycle items from all rooms in their house. It places the priority on recycling first, defining what's left as trash, encouraging residents to view recyclable materials as valuable resources, and making the act of reclaiming them a proactive daily habit. Walter Willis, director of SWALCO will discuss the County's 60 percent recycling plan, implementation success so far and the RecycleFirstTrashLast PR campaign.

Prevailing Wage bill seeks clarification

HB 2364 (Sacia) Prevailing Wage Reforms for Greater Economic Opportunities was introduced recently.
The bill offers several points:

  1. Exempt projects of $25,000 and less and "maintenance" work.
  2. Exempts work performed for a charitable organization where all or a marjority of wages are donated.
  3. Exempts projects with private purposes, where the work is done by private contractors and subcontractors and 70% or more of the financing is provided by private sources
    .  
  4. Allows for civil action against individuals that file false complaints, requires minimal information standards for a complaint to trigger an investigation and provides identity protection for workers.
  5. Prohibits the use of an initial violation of the Act as a basis for denying a bid.
  6. Clarifies what is meant by participation in an apprenticeship program.
  7. Prevailing wage certainty.
