Greetings!
The LCMLetter is published twice a month and its goal is to keep Lake County Municipal League members informed on municipal issues. As issues relevant to municipal officials arise, the LCMLetter will provide you with a synopsis of the issues and provide you with a link for further details.
ICC Rulemaking for Aggregation

The Illinois Commerce Commission has initiated rulemaking which will significantly affect how municipalities will implement and manage their current and future municipal aggregation programs.  

Municipalities interested in protecting their interests may join with the Metropolitan Mayors Caucus and participate in the rulemaking and challenge to the ICC's jurisdiction to regulate municipal aggregation programs.  

 

The Caucus has engaged the law firm of Holland & Knight LLP to represent the Caucus and the coalition of municipalities interested in these proceedings. The cost to participate is $350 per municipality. Please let Dave Bennett know if your municipality is interested in participating. Contact Dave at dbennett@mayorscaucus.org by November 15.  

IEPA Green Infrastructure Grants

The Illinois Environmental Protection Agency announced a third round of Illinois Green Infrastructure Grants. The program provides funding for the implementation of stormwater management practices or techniques to preserve, restore or recreate natural hydrology. Deadline is December 14.

Categories include:
  • Combined Sewer Overflow Rehab - Total funding in this category is $3,000,000. Minimum local match is 15 percent.
  • Stormwater Retention/ Infiltration - Total funding available in this category is $1,800,000. Minimum local match is 25 percent.  
  • Small Projects
    Total funding available is $200,000. Minimum local match is 25 percent.

Metra Budget and Strategic Plan Meetings   

 

Metra is holding a series of public meetings to get comments on their FY 2013 budget. This is your chance to let Metra know what service improvements you would like. The Lake County hearing will be held on Thursday, November 8, from 4:00-7:00 pm at the Grayslake Village Hall. Board Room & Community Room, 10 South Seymour Avenue.

2013 LCML Cooperative Purchasing Program

Because of the interest in cooperative purchasing expressed by LCML members, the Cooperative Purchasing Committee has established five possible areas for co-op purchasing for our members.

The five areas include
  • crack sealing
  • pavement marking
  • sewers (lining, televising and cleaning)
  • tree trimming/tree removal
  • street sweeping 
If your municipality is interested in participating, please email Chris Gentes at lcml@sbcglobal.net. A packet of information will be sent to interested municipalities with a contract and bid specs by mid-November.
