City requests proposals to prepare a 
Chinatown Revitalization Plan 

Salinas, CA --  The City of Salinas is initiating a vital planning process to revitalize and enhance the economic, social, and cultural fabric of the Chinatown Neighborhood.  As such, the City is requesting proposals from qualified consultants to prepare a Chinatown Revitalization Plan (The Plan).

Consultants will develop an innovative, community-driven vision that builds off the Chinatown community's cultural assets and historical character. The goal is to create a vibrant, mixed-use, cultural district.

The Plan will provide the foundation for on-going collaboration and partnership between the City and the community. It should address three concerns: Environmental Justice, Social Equity, and Private Investment.

The project area is a six-block, 29-acre urban infill site that is located in the center of the City.

The Request for Proposals (RFP) was released on August 30, 2016. Consultants should have expertise working in distressed, culturally diverse, urban communities. The project approach must involve a participatory process that results in a community-generated plan with broad stakeholder support.


Qualified Consultants may review the RFP and submit proposals by September 29, 2016 at 4:00 p.m.

It is anticipated that the City will enter into a professional services agreement with the selected consultant the week of October 24th and that the planning process would begin by the end of October.
