Water Quality Improves in Long Island Sound
For the second summer in a row, concentrations of dissolved oxygen in Long Island Sound are higher than the long-term average, indicating improved water quality and improved ecological conditions for organisms that live in the Sound. Aquatic animals rely on oxygen that is dissolved in water to survive. When dissolved oxygen levels decline,  this can cause some animals to move away, weaken, or even die. Low dissolved oxygen can occur when nutrients such as nitrogen enter a water body in excess, over stimulating plant growth. Nutrients such as nitrogen can enter a water body through discharges of sewage and from fertilizer runoff. In recent years, Connecticut and New York State have worked with the EPA to implement a nitrogen pollution reduction plan to improve the Sound's dissolved oxygen levels, and to protect aquatic animals and public health. Much of the improvements in water quality is attributable to wastewater treatment facility upgrades and other measures are reducing nitrogen pollution to the Long Island Sound. AIS Capabilities are Growing Rapidly!
The AIS (Automatic Identification System) in the US is rapidly maturing. (see THIS link to come up to speed with AIS and what it can offer)
The following notice was posted announcing the Coast Guard's testing program which will use AIS to transmit navigation and safety messages to vessels with AIS receivers:
USCG NATIONWIDE AUTOMATIC IDENTIFICATION SYSTEM (NAIS) NETWORK TESTING
On October 21, 2014, the U.S. Coast Guard (USCG) will conduct AIS test messaging from all USCG NAIS base stations located across the United States; for up to 15 minutes on the hour, from 1100-2215 UTC. These messages can be identified by their Maritime Mobile Service Identity (MMSI) number: 003669139 or 00366613 and by the words 'USCG TEST' within their contents. This is the first of many tests the USCG will conduct in the future as it seeks to provide another timely delivery source of navigational information and services to promote safety, efficiency, and integration of the Marine Transportation System (MTS).
Mariners capable of decoding these messages can ignore them and should contact the USCG Navigation Center at 1-703-313-5900 or TIS-PF-NISWS@uscg.mil should they encounter any negative impacts due to the testing.

NOAA's Thomas Jefferson has Mapped the Sound
From 2005 through today, the NOAA Ship Thomas Jefferson has been surveying Long Island Sound, one project area at a time. Some of the area was last surveyed between the late 1800s  and 1939. For the 2014 field season, Thomas Jefferson was assigned her final Long Island Sound project, 89 square nautical miles of Eastern Long Island Sound, Fisher Island Sound, and Western Block Island Sound. When this project is complete, she will have resurveyed over 95% of Long Island Sound and all of Block Island Sound with modern survey technology that allows for a complete picture of the seafloor and highly accurate soundings.
Data acquired by the Thomas Jefferson will update the region's nautical charts and will serve other users within NOAA, the U.S. Geological Survey, and a New York and Connecticut Long Island Sound Seafloor mapping initiative. The mapping initiative creates products for habitat mapping and geological interpretation, and supports state planning and management of this vital resource.
