Operation "DRY WATER" Returns
Nationwide, enforcement efforts are being aimed to detect impaired boat operators. From 2012 to 2013 there was a 31 percent decrease in the number of boater deaths where alcohol use was the known primary contributing factor.
Boat operators found in violation of the law can face huge fines and even impoundment. Nationally, thousands of local, state and federal marine law enforcement officers will be highly visible on the water as they conduct spot safety checks and enforce BUI (boating under the influence) regulations leading up to the July 4'th holiday.
Remember:
1. Assign a "designated captain" to soberly pilot your boat.
2. Go slow, and practice defensive navigating.
3. Check the date on your flares.
4. Check your running lights an remember it's illegal to run at night with a spotlight (or docking / fishing lights) constantly on, where another boater may be affected. Additionally, they must not obscure your running lights.

Hurricane Preparedness WeekHurricane season is June 1 through November 1'st and this week is NOAA's Hurricane Preparedness Week to get folks educated about hurricanes and how to prepare for one.
The 2014 NOAA Hurricane Prediction is for a near-normal / below-normal hurricane season, due to a forming El-Nino phenomenon.

St. Vincent's SWIM Across the Sound Marathon is the annual season-ending and marquee event of fundraising for the SWIM's cancer prevention, education and assistance programs. It will be held Saturday, August 2, 2014 beginning at Port Jefferson, New York and ending at Captain's Cove, Bridgeport.

Rules of the Road Review
Speed in the Harbor, Near Docks, Anchored and Moored boats
Norwalk Harbor has a 6 mile per hour speed limit which extends all the way up the river within 100 feet of moored vessels and 300 feet from the shore. The speed zone begins at the Flashing Red "10" Rockpile by the Manresa Island power plant when approaching from the West and from the Quick Flashing Red "14" rockpile off Calf Pasture Point when approaching from the East. It extends past the moored boats mid harbor and all the way North up the Norwalk river.
Please remember you share the harbor with other boaters, kayakers, windsurfers, kiteboarders, sailing schools and stand up paddle boarders !
Rule - 6 Safe Speed Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions. In determining safe speed the following factors shall be among those taken into account: the visibility, traffic density, maneuverability of the vessel with special reference to stopping distance and turning ability, at night the presence of background light such as from shore lights, the state of the wind, sea, current, proximity of navigational hazards, and the draft in relation to the available depth of water. Additionally, vessels with operational radar must use that radar to its fullest extent to determine the risk of collision.
