ELECTION 2012 REPORT - WHAT DOES IT MEAN FOR THE MINING INDUSTRY?

Although many forecast that the outcome of the Presidential race would not be known until the late hours of November 6, the contest ended surprisingly early with Fox News calling the race for President Obama at about 9 p.m. Mountain Time.   The President also carried the Centennial State by a comfortable margin, aided in part by a strong get out the vote effort.   Although much of the pre-election debate centered on the economy, social issues ranging from civil unions to abortion rights played a role in mobilizing voters, and a measure to legalize the recreational use of marijuana in Colorado actually drew more votes than the President...

NEW LEADERSHIP IN HOUSE AND SENATE

     Democrat
Representative Mark Ferrandino will be the new Speaker of the Colorado House of Representatives, replacing Republican Frank McNulty, following the Democratic Party's stunning victories in the November elections.   Mark Waller, a Colorado Springs Republican, will replace McNulty, who declined to seek re-election, as House Minority leader.    John Morse, a Colorado Springs Democrat, will be the new Senate President, replacing Brandon Shaffer, who was term limited and lost to Cory Gardner in the 4th District Congressional race.   Bill Cadman (R-Colorado Springs) and Mark Sheffel (R- Castle Rock) remain as Senate Minority and Assistant Minority Leaders.

OXBOW TEAMS WITH ASPEN SKI COMPANY ON PRODUCING ELECTRICITY FROM METHANE

In what constitutes the first large scale project of its kind, Oxbow Mining, operator of the Elk Creek Mine in Somerset, has partnered with the Aspen Skiing Company to convert methane into 24 million kilowatt hours of power, enough to fuel all of Aspen Skiing's four ski areas, 13 restaurants and three hotels.   The project will avoid wasting of a potential fuel source and lower greenhouse gas emissions.   The Elk Creek Mine is one of the state's largest underground coal producers, and mined more than 3 million tons of clean, high quality coal that is often referred to as "compliance coal" because it helps utilities meet the requirements of the Clean Air Act.

WATER WORLD

CMA and several other water users continue to take aim at a proposed state standard for arsenic that is twice as stringent as the maximum contaminant levels recommended by the Environmental Protection Agency.   The tightening of the standard is without basis, since no environmental or public health issues in Colorado have been attributed to the faults with the existing arsenic standard.   Under the proposed rule, a single treatment facility would cost over $8.5 million to construct and nearly $2 million annually to maintain.   In light of these and many other objections, consideration of the proposal has been pushed back to 2015.

CMA has also submitted a new method for testing iron and aluminum in waters that will allow for prefiltration of samples.   GEI Consultants has completed a study that shows a modified analytic method can be employed that removes nontoxic portions of metals from water that if not removed would show inaccurate results.    For a copy of CMA comments, click here (member only).
