2015 ICC Codes Adopted

On Jan. 29, City Council approved the adoption of the following International Code Council (ICC) building-related, fire and property maintenance codes with local amendments. 

  • 2015 International Building Code
  • 2015 International Residential Code for One-and Two-Family Dwellings
  • 2015 International Mechanical Code
  • 2015 International Plumbing Code
  • 2015 International Existing Building Code
  • 2015 International Fuel Gas Code
  • 2015 International Fire Code
  • 2015 International Energy Conservation Code
  • 2014 National Electric Code
  • 2015 San Antonio Property Maintenance Code (based on the 2015 International Property Maintenance Code) 

With the exception of the International Energy Conservation Code (IECC), all of the above codes are effective May 1, 2015.  The IECC will go into effect ninety days after the Department of Energy publishes its COMcheck and REScheck software (scheduled for Oct. 1, 2015).


Since last January, Development Services has held many open public hearings and met with various development and neighborhood stakeholder groups to ensure a successful implementation. Thank you to all who participated in the meetings and gave their support in this effort.

San Antonio will be the first City in Texas to adopt these new codes.

Barshop  Founder's Award


Congratulations to Martha Mangum, executive director of the
Real Estate Council of San 
Antonio and Development Process

Task Force stakeholder, for being recognized as this year's
Philip M. Barshop Founder's award recipient.  Martha received
the award on Jan. 21, 2015.  


The Barshop award is given to an individual who demonstrates leadership and community involvement and who advocates for the local real estate industry.


The Real Estate Council of San Antonio, an organization
made up of commercial real estate professionals, has presented the award for 17 years.  


We are so proud of you Martha; the recognition is well deserved!

IB 159 - Requirements for Irrigation Permits in the ETJ: posted Jan. 27, 2015 as a revision to update and combine IBs 159 and 180 to inform customers of the requirements; and to assist with obtaining irrigation permits in the extra territorial jurisdiction (ETJ).


IB 102a - PE Certification of Fire Alarm Plans & IB 102b - PE Certification of Fire Sprinkler Plans: posted Jan. 5, 2015 as a customer service initiative; the Development Services Department (DSD) and San Antonio Fire Department (SAFD) created this revised bulletin to update Information Bulletin (IB) 102a and IB 102b on the Professional Engineer (PE) review/certification of fire alarm system plans. These bulletins  were updated to specify the new submittal requirements of the Fire Protection Engineer.

Graffiti Wipeout Volunteer Day


Last year's 11th Annual Graffiti Wipeout Volunteer Days focused on refreshing the once chronically graffitied Guadalupe Bridge, the gateway to the Westside.  Over 400 volunteers, including City employees, collectively rolled up their sleeves to sand, primer, and paint the bridge over three weekends.  In fact, over the last 11 years, 12,597 volunteers have wiped out graffiti and beautified our city! With the help of family and friends of Michael Shannon, Alma Martinez-Jimenez, Martin Ruiz, Kevin Collins, Norma Silva Cantu and Maria Mora, Development Services Department (DSD) employees, the DSD office received 1st place in the category of City Department with the Most Volunteers.


While many individuals recognize that a cleaner, more appealing community is the ultimate reward for their volunteerism, Development Services wants to acknowledge other City departments that had the greatest impact on this program.

You answered the emails immediately and forwarded the emails to your team. By 1530 hrs. I noticed the graffiti at the Dollar General was removed.  I decided to check the Shell station a few blocks away I saw your crew cleaning the graffiti there as I reported. Y'all are awesome; very impressed.
