Sign Permits now available online


The Development Services Department is happy to announce licensed sign contractors can apply for sign permits online using their DynamicPortal user name and password, effective October 1, 2014.   


After applying for the permit and paying the plan review fee, an AP permit number will be created in the Hansen Land Development platform, expediting the review process. Contractors can email drawings or site plans associated with their permit application to dsdsigns@sanantonio.gov as supporting documentation.  Be sure to note the AP number created on anything submitted to help the process along.


Today, about 15 sign contractors have used the on-line permitting system as it is time saving, convenient, and readily available anytime.

2015 ICC Adoption Update


The International Code Council (ICC) released the new 2015 International Building Codes this past August.  As previously shared, it is Development Services' goal to update the City's building-related, fire and property maintenance codes this year to ensure their implementation in spring 2015.


The proposed 2014 timeline for this initiative is outlined below: 

  • August to November - hold open public hearings and meeting with various development and neighborhood stakeholder groups throughout Building-related and Fire Appeals and Advisory Board (Construction Board) and Building Standards Board (BSB) code review subcommittees
  • October to November - submit proposed amendments to the codes listed above to the Construction Board and the BSB for their review and vote
  • December - submit proposed building-related and fire code amendments to the Infrastructure and Growth Committee and present the proposed property maintenance code to the Quality of Life Committee
  • January - submit the RFCA for all updated codes to City Council for adoption 


Adhering to this timeline, DSD can announce the new building-related, fire and property maintenance codes in April 2015.


In line with building and maintaining a safer San Antonio, the following ICC building codes will be adopted by the City of San Antonio:

  •  2015 International Building Code, IBC
  •  2015 International Existing Building Code, IEBC
  •  2015 International Residential Code, IRC
  •  2015 International Fire Marshal's Code, IFC
  •  2015 International Mechanical Code, IMC
  •  2015 International Plumbing Code, IPC
  •  2015 International Fuel Gas Code, IFGC
  •  2015 International Energy Conservation Code, IECC
  •  2014 National Electrical Code, NEC
  •  2015 International Property Maintenance Code, IPMC

2014 Holiday Schedule



The Development Services Department will follow the City holiday schedule and close Nov. 11 for Veteran's Day and Nov. 27 - 28 for Thanksgiving. This year's winter break will start on Dec. 24 and run through Jan. 1.  


Like last year, the Development and Business Services Center will open during the break to support our customers.  Limited staff will be available on Dec. 29 and 30, from 7:45 a.m. to 4:30 p.m.   


In an effort to ensure adequate staffing for your inspection needs, please schedule your appointment by 4 p.m. on Dec. 19. 




Additional holiday schedule changes to note:


Planning Commission:

  • Meetings scheduled for Nov. 26, Dec. 10, and Dec. 24 are canceled
  • New meeting dates are Dec. 3 and Dec. 17 at 8:30 a.m. (deadlines subject to change) 
Zoning Commission:
  • Meetings scheduled for Nov. 20 and Dec. 18 are canceled
  • New meeting dates are Dec. 4 and Jan. 15, 2015 


  • Recordation date of Nov. 28 will be moved to Dec. 1 (deadline will be Nov. 26 at noon)
  • The last regular recordation opportunity for this year is Dec. 19, 2014
  • Regular recordation will resume Jan. 9, 2015 

The City will be closed between Dec. 24 and Jan. 1, with limited staff on Dec. 29 and 30.  During this time, the regular recordation schedule will be suspended.  As always, out-of-sequence recordation options are available.

SABCA Event Success


In preparation of the upcoming 2015 International Code Council (ICC) adoption, the Development Services Department (DSD) hosted the San Antonio Building Codes Academy (SABCA) from Sept. 30 to Oct. 3.  During these sessions, SABCA presented the significant changes to the ICC Fire Code and Building Code.


Terrell Stripling and Doug Thornburg, ICC instructors and subject matter experts in their respective disciplines, shared their knowledge and expertise on the upcoming changes.  These sessions were attended by 279 customers and DSD staff.

Douglas W. Thornburg, AIA, CBO, is currently Vice-President of Education and Certification for the ICC where he provides administrative and technical leadership for the education and certification programs.  Terrell Stripling is a seasoned instructor with 20 years of fire service experience and has worked in the construction industry.


The next SABCA is currently being planned for late January 2015. More details will follow.
