Dear Neighbors,
Your Bayonne Place Board of Directors has had a busy year.  We have definitely learned that sometimes change takes a lot of time and patience.  We now have a fully operational camera system at our entrance.  Although, we  continue to have periodic technical problems, it is our hope that the system will serve us well.

We recently contracted with a landscape architect to redesign our entrance.  Unfortunately, we felt that the changes proposed may come at too high a price for too little impact.  We will continue to get bids and work toward upgrading the look of our entrance.  This will be an exciting project for the 2013 Board of Directors.  If this interests you, please consider being part of the next Board.

Speaking of service opportunities, Wildwood Park is looking for a representative from each Chenal Valley subdivision.  This person will meet with a committee once a quarter to discuss issues and plan for expanding the current program.  For more information, please contact us at BayonnePlace@aol.com.

Below you will see the notes from the Chenal Valley Presidents' Annual Meeting.  It was very encouraging to hear that West Little Rock has had a significant decrease in property crimes in the past 4 weeks over last year.  It was emphasized that minor safety precautions have a huge impact on security.  Below please click on the list of Holiday Crime Prevention Tips provided by Little Rock Crime Prevention Specialist, Dwight Davis.  He includes some great tips, but never forget that knowing your neighbors and watching out for one another are the best crime prevention measures available.

Suspicious Activity!
Subject: Report of suspicious vehicle in Duquesne Place

POA Presidents: One of our residents in Duquesne Place just called to report that a white van without tags, possibly a Dodge cruising our subdivision while at the same time this resident noted that everyone on her street had received each other's mail apparently by mistake. However the previous day there was no mail which was unusual. She tried to follow the vehicle but it got away from her leaving the Duquesne subdivision.

Her suspicion motivated her to call the Chenal Post Office to report her concerns and whoever she talked to advised that in past years they have had incidents of thieves following the mail truck and when the opportunity is available they will sort thru the mail looking for possible cards with money or small gifts. 

So be on the lookout for any suspicious vehicles or activity and then report it to LRPD via 911.

Save the Date -  Annual Meeting  - February 9th
The next Bayonne Place POA annual meeting will take place at the Thompson Library on Saturday, February 9th at 9:30 am

At this meeting we will be electing new board members, reviewing the annual budget, and taking questions from our residents.  We hope that all Bayonne Place residents will attend.

Missy Bridges is currently updating the Bayonne Place POA Directory.  She hopes to have an email  copy ready for distribution in January and to hand out a hard copy of it at the Annual Meeting.

Chenal Valley Presidents' Meeting Notes
The Chenal Valley Presidents' Annual Meeting took place on Monday, November 19th at the Thomson Library.  Below are the notes taken by Don Edwards from Dusquesne POA.

1. Tony Bozynski, Director Little Rock Planning and Development:
    a.) Plans are being discussed for additional conventional multi-family housing in various locations within West Little Rock such as north of hwy 10 across from Walmart; Valley Ranch area; also south of hwy 10 near to Wellington Plantation.
   b.) Crain Ford plans to relocate to Col Glenn Rd near to other existing car dealerships.
   c.) Anyone wanting more details or additional information can contact Tony or his office at 501-371-6818

2. Captain Tyrrell, NW Patrol Div Commander
   a.) The NW Div currently has 58 officers and 7 detectives. The next graduating new officer class ( not sure when ) will add another 11 officers. Additionally some new vehicles are to be added to the existing fleet which will help add additional patrols within the NW Div.
   b.) There is a satellite office near to the Kroger on Hwy 10 that is lightly manned but does give a nearer presence of LRPD to west LR.
   c.) The number of criminal offenses for the NW Div for the period of Oct 15 to Nov 12th is down from the same period in 2011. Spreadsheet that were provided lists the breakdown and I will forward them in a separate email which you can share with residents.
   d.) Captain Tyrrell clearly stated that residents should call 911 if they see suspicious activity or possible crime in progress and they will do their best to respond. With the expected additional officers and cars it should have some impact.
   e.) The City of Little Rock has approximately 200K residents protected by approximately 500 police officers

3. Dwight Davis, Neighborhood Watch Coordinator.
   a.) Dwight discussed various steps residents can take to protect their property and themselves. A pamphlet was provided with bullet points that I will scan and forward to you for distribution to residents
   b.) One incident that was discussed was a recent shooting incident near to the Arvest Bank on Chenal Pkwy. Residents may recall from the news that an armed civilian fired on the fleeing vehicle but a least one of the rounds hit another car. The investigation is continuing and the civilian who was trying to help may be at some risk for his actions.Word of advice if you are going to be licensed to carry a weapon you need to practice so you hit what you are aiming at.

4. Wildwood Park
   a.) Presentation was made by Stephen and Debbie Northington who are board members plus their president Melissa Thoma.
   b.) The park encompasses approximately 105 acres which has gardens and a theater. Many residents are familar with the park but others like myself are not.
   c.) The Northington's and Ms.Thoma hope to connect with more Chenal Valley residents through the POA presidents. They are looking for at least one representative from each subdivision to become involved. Those who volunteer would meet once per quarter to discuss issues and plan for expanding the current programs. More information is expected to follow which will be forwarded to the POA presidents.
   d.) Their website is www.wildwoodpark.org where additional information can be found.

Notice of Zoning Changes in West Little Rock
There is a proposed zoning change that the Board wanted everyone to be aware
of.

The Bible Church is wanting to sell 8.65 acres just East of their property to a
developer to build 44 upscale garden homes. The development will be called
"Bishop Place". The proposed buyer developed The Gardens at Valley Falls, just
up Hwy 10, which are very nice. These homes would be from 1700-2100 sq. feet
and will sell for $240-270K. Access will be from Cantrell. The houses will come
all the way back to Aberdeen. They will have a 20 ft. setback in front and back.
Currently, the land is zoned R-2, which means a single house can be built on the
8.65 acres. If it is changed to PRD, the city can mandate roof Pitches,
outbuildings, swimming pools, etc. to keep it upscale. I have talked with Tim
Daters about the developer planting some trees along the back property lines,
but haven't heard back from him yet. See attached notice and land photo. The
clearcut land is privately owned and not involved in this proposed zoning change.
The zoning meeting is at City Hall on December 13 at 4:00, if any other residents
are interested in attending.

Community Standards -

Community Standards Enforcement - Please keep in mind that your POA Board consists of all volunteers that give freely of their time and talents to try to improve and maintain Bayonne Place for all of us living here.  Part of the responsibility of the board is to see that the rules are enforced.  The board has to field many complaints and has decided to try the following procedure to deal with property complaints. 

 

1) Board Members will first visit the property and make a judgment about the condition of the property.

2) Phone call - we will attempt to reach the homeowner by phone. If no answer or appropriate action taken, we will then send a follow up email. 

3) Follow up email - if we receive no response or no action is taken by homeowner in 5 days, we will send a certified letter.    

4) Certified letter - if no appropriate action is taken in 10 days, we will send in our service providers to have the work performed and file a lien on the property.

 

Please note that in some circumstances, the board must make a judgement call whether or not it will be possible to collect on the lien and if the property owner's association should take on the risk of footing the bill.  

 

The board has successfully adopted the preceding policy and has motivated many property owner's to better maintain their properties.  Please be patient as some offenders habitually let their yards go until they are given another reminder.  This can be a time consuming and tedious process for the board members.  

 

Garage Sales - We have had several complaints about residents having multiple garage sales that are creating a nuisance for their neighbors.  We discovered there is a Little Rock Ordinance that allows for only 2 garage sales at the same location within a 12 month period without a business license.     Violators of this ordinance will be reported to the city and ticketed.  

 

Trash and recycle carts should be placed on the street no sooner than the day before pick-up and taken off the street the same day after collection is made.  Trash and  recycle carts should be kept out of sight either behind a fence or other barrier to be invisible from the street, or in your garage except on collection days.

Disposal of electronics such as televisions and computers -  
Electronics can be taken to the NW Police Station at 10001 Kanis Road every Thursday from 7:30 am to 5:30 pm and the first Saturday morning of the month between 7:30 am and noon.

Yard waste is also to be placed at the curb no sooner than the day before pick-up.  There have been many complaints of yard waste sitting on the curb from Wednesday to the following Tuesday.

Yards should be kept mowed, edged, free of weeds, and watered (Chenal rules-this includes back yards as well) and no boats, campers , or trailers should be stored in driveways. No permanent signs are allowed in yards. All political signs must be removed immediately after elections.

Parking - Everyone is encouraged to park in driveways and NOT in the street.  It is a matter of safety and security as pointed out by the LRPD. City of Little Rock 2010 Ord. Sec. 35-513 prohibits parking motor vehicles in a yard other than on a driveway/parking pad.  Motor vehicle meaning a passenger vehicle, truck, boat, camper, recreational vehicle, motorcycle, golf car, all-terrain vehicle trailer or other.  It is illegal to park against traffic.  Please ask your guests to park on the right side of the street.  It is dangerous to oncoming traffic and is a ticket-able offense to park on the wrong side of the street.

Dog Waste - There is a city ordinance regarding barking dogs and dog owners are required by city ordinance to pick up their dog's waste not only in neighborhood yards, but green spaces and entryways as well, and especially on the sidewalks!
