Federal Compliance Update: OSHA Deadline Extended; Federal Contractors Have New Minimum Wage

OSHA Extends Cranes and Derricks Compliance Deadline until 2017

 

OSHA issued a final rule on September 26 extending the compliance deadline for employers to ensure that crane operators are certified by an OSHA-recognized accredited certification body. The deadline has been extended by three years to November 10, 2017. Under the  extension employers must continue to ensure crane operators are competent to operate a crane safely, as previously required.  

 

The extension comes in response to concerns on the qualification/

certification requirements included in  the August 2010 cranes and derricks in construction final rule- specifically the requirements to certify operators by specific equipment type and capacity. ABC filed comments on the proposal expressing concern that the construction industry would be disrupted by a shortage of crane operators in the coming years without an extension of the compliance date. DOL Rule Increases Hourly Minimum Wage on Federal Contracts

On Oct. 7, the U.S. Department of Labor (DOL) Wage and Hour Division issued a final rule to implement 
Executive Order 13658, which would establish an hourly minimum wage of $10.10 for workers on covered federal construction and service contracts.  

The final rule applies to new contracts and replacements for expiring contracts with the federal government that result from solicitations issued on or after Jan. 1, 2015, or to contracts that are awarded outside the solicitation process on or after Jan. 1, 2015. Beginning Jan. 1, 2016, the minimum wage will be determined annually by the Secretary of Labor (but will not be less than the amount in effect on the date of such determination). Read more.
Careers in Construction Month
October is Careers in Construction Month

In an effort to recruit the next generation of craft professionals, NCCER's Build Your Future (BYF) initiative is once again declaring October as "Careers in Construction Month." Careers in Construction Month is an opportunity for industry and education to partner locally across the nation and host construction career events and programs. With the increasing demand for skilled professionals in the construction industry, now is the time to help individuals build successful careers in construction.

 

BYF provides a number of online resources to make it easy for organizations to participate in Careers in Construction Month, including a Careers in Construction planning guide, craft professional trading cards and a craft professional outlook map. These items, along with a best practices guide, craft profession posters, fliers and brochures, are all available at BYF.org.

 

BYF also offers resources to help transitioning military members find careers in construction that fit their skills sets. The "Military to Construction: A Strong Fit" video features testimonials from former military members who have found success as construction professionals. Veterans can also download BYF's Military Crosswalk , which is used to identify how Military Occupational Skill (MOS) codes align with NCCER's industry-recognized, portable credentials.
