New Michigan Construction Job Website Connects Skilled Workers, Construction Companies Ready to Hire

Associated Builders and Contractors of Michigan has launched a new online construction career center, the Michigan Construction Job Center, designed to connect construction talent with great Michigan companies. It can be found at www.MIConstructionJobCenter.com and can be accessed by ABC members and non-members alike. 

 

"We're excited to help connect skilled workers with growing Michigan companies. The new Michigan Construction Job Center has the most effective job searching and recruiting capabilities available," said Chris Fisher, President of ABC of Michigan. "We realize how increasingly difficult it is for growing construction industry companies to find skilled workers. Our goal is that the new career center will help eliminate that problem by offering skilled candidates great job opportunities in their field, and offering employers a specialized, at-the-ready bank of candidates for their open positions. Gov. Snyder to Give State of the State Address Tonight
Governor Rick Snyder will give his annual State of the State address tonight, Thursday, January 16, 7:00pm at the Michigan State Capitol. Gov. Snyder is expected to focus his remarks on Michigan as the Comeback State, a theme that has been a major message throughout his tenure.
 
MLive conjectures that several issues the Governor may speak on include mental health, tax policy, and energy policy. The Detroit News writes that Snyder's address will call for increased services for Michigan seniors, including increased funding for the Meals on Wheels program. Snyder's office appears to have confirmed that he will also discuss immigration, education, Michigan's projected budget surplus, and road repairs.

Construction Economic Numbers Mixed for November, December

Nonresidential construction numbers from the past two months indicate some growth still to come. Non-residential construction spending grew 0.6 on a monthly and yearly basis in November 2013, according to the Jan. 2 release by the U.S. Census Bureau, and construction materials costs increased just 0.1 percent in December. But employment numbers were very disappointing, as construction employment lost 16,000 jobs in December. 

 

Associated Builders and Contractors Chief Economist Anirban Basu notes that "construction activity bounced back in November, due in part to the end of the federal government shutdown and an accompanying return to normalcy... The recent acceleration in economic activity sets the stage for a much better 2014, both for the broader economy and the nonresidential construction industry," said Basu. "We can expect nonresidential construction spending to expand during the first half of the year." A breakdown of the nonresidential construction subsectors in which spending increased and declined in November is available here.

 

During December 2013, construction materials prices rose just 0.1 percent, up 1.3 percent year over year, according to a Jan. 15 Producer Price Index released by the Department of Labor. Nonresidential construction materials prices also rose only 0.1 percent for the month and are 1 percent higher than the same time one year ago. More on construction materials pricing here.   

 

The bad news was that the national construction unemployment rate grew to 11.4 percent on a non-seasonally adjusted basis compared to 8.6 percent in November and 13.5 percent one year ago. Nonresidential construction registered the bulk of job losses, contributing 88.1 percent of total construction industry job loss and losing 14,100 positions on a monthly basis.  

The employment losses likely won't continue, however, according to Basu, who notes that while "it is discouraging to observe losses in momentum in both the broader economy and in nonresidential construction... construction-specific and economy-wide employment data are likely to improve in the months ahead." NLRB Abandons Controversial "Poster" Rule

The National Labor Relations Board (NLRB) January 6 formally abandoned its controversial "Employee Rights" notice poster rule after deciding not to file a petition for the U.S. Supreme Court to review two U.S. Court of Appeals decisions invalidating the notice posting rule. The rule would have required employers to display a poster in their workplace that contained a biased and incomplete list of employee rights under the National Labor Relations Act. 


The notice posting rule has been under an injunction since April 2012 in response to a request by the ABC-led Coalition for a Democratic Workplace, National Association of Manufacturers (NAM), and the National Right to Work Legal Defense and Education Fund. The notice posting rule was invalidated by the U.S. Court of Appeals for the D.C. Circuit primarily on the grounds that it violated free speech rights afforded to employers under the NLRA. The Fourth Circuit court also ruled June 14 the NLRB exceeded its authority when it adopted the rule but said it did not need to address the free speech issue because the NLRB should not have promulgated the rule in the first place.

ABC General Counsel Maurice Baskin, a shareholder with Littler, argued the case before the D.C. Circuit in September 2012, stating it would force some 6 million employers around the country to communicate a pro-union message to their employees. Mr. Baskin also pointed out that the board could not show that Congress expressly or implicitly delegated authority to issue the rule and that it violates the plain language of numerous provisions of the NLRA, including Section 8(c), which states "expressing of any views shall not constitute or be evidence of an unfair labor practice."

After the NLRB's request for a rehearing was denied twice, an appeal to the U.S. Supreme Court was the last chance to overturn the ruling. However, the board allowed the Jan. 2 filing deadline to pass.
