FROM THE SCOUT EXECUTIVE

From The Scout Executive:

The rector at my church, St Timothy's Episcopal Church, The Rev. Mimi Lacy, is one of the best administrators I have met. By the way we have the full Family of Scouting at St. Timothy's. She was recently nominated as a candidate for Bishop of the Diocese of East Carolina. Thank God she was not selected. Our parish has new members constantly. There is never any worry about balancing the budget and the parish gives away over $20,000 annually to individuals and other outreach ministries. We just had a campaign, with very little involvement from her, to shrink the size of the capital debt, with the hopes of paying off the debt early and hiring an assistant rector to find more outreach and inreach ministries for the laymen to do. She manages the parish with a strong hand making sure all the theological rules of the church are followed. Church services and sermons are well done and she has high expectations for the performance and participation of every vestry (Board of Deacons) member. Many events happen without her being present or she visits to thank everyone for their work and the caring work the members have shown. You do not see her just out "doing."  Obviously she visits the sick and spends time counseling with individuals and church leaders. Except for Holy Week and Christmas, she works a 40 hour week and gets her job done!


 

It makes me wonder a lot about how East Carolina Council and most Scout councils are administered. The professional staff is often receives criticism from volunteers when we pick up where volunteers have not been able to complete the entire task. When you see a district executive doing a Friends of Scouting presentation at a unit, it is because a Vice President - Finance, District Chairman, District FOS Chair and District FOS Presenters failed to be available to make the presentation. Unfortunately the outcome is often a professional is accused of only being concerned about raising money when he would prefer being with his family. When you see a District Executive carrying out a school night event, it is usually because a Vice President of Membership, District Chairman, Membership Chairman and Membership Team member was not available or willing to do it. Too often the results are a District Executive is accused of only caring about membership. He or she may be out for the fifth or sixth evening that week.


 

If the council was administered as my church you would see your district executive at district meetings and occasionally at roundtables. He/ She would be at District Camporees to thank the District Committee for their great job. Much more time would be committed to doing their real job, working with chartered organizations and district committee members. Units would follow the rules about fundraising and tour permits. The district executive would only have to provide support material and record keeping for the Friends of Scouting Campaign. Maybe the professional staff is making a mistake by doing too much in the council and districts. Maybe we ought to be willing to accept more failure just as Scoutmasters allow Scouts in their troop to fell, using it for a teaching lesson (guided discovery). I wonder if it would build stronger districts and take the professional staff out of the line of fire a little more often. Maybe they would even be e thought of as valuable professional who are hard working caring people like Rev Lacy.  Just an interesting thought!!!!

Council Executive Board Tours ECSR As Part of Board Meeting


 

On Wednesday, June 24 the East Carolina Council Executive Board held its annual meeting at Camp Boddie. The board meeting was relatively short so that the executive board could tour Camp Boddie and Pamlico Sea Base. The board divided into four different groups and drove through a round robin tour of the entire reservation. Most commented that they really enjoyed the tour and benefited from it. Several who had not seen the reservation for several years commented on how much it has changed and improved.

Great Changes for the East Carolina Scout Reservation

The East Carolina Scout Reservation has more new equipment this year than the past four years combined. Aquatics has received two new Aqua Finn sailboats, 10 new canoes, 51 new life jackets, all new paddles and oars, and much needed lifesaving and training equipment to better the program. The Aquatics committee has been hard at work identifying these needs since last year. Shooting Sports also has had a great deal of new equipment including all new CZ rifles, new targets for archery, and all new updated signage. They also received two new skeet throwers, which Cabela's greatly discounted for the Reservation.

 

An all new radio system is in place too. Communication is easier than ever thanks to new radios, transmitter, and tower. The Trading Post also has a completely updated sales system thanks to Adam Ipock. Now with iPads, sales are going faster than ever, meaning shorter lines, and better deals. The Trading Post's inventory is larger than ever this year as well.

 

The newest program addition is the "log roll". Able to be launched in the river or the pool, this fun activity can pit individuals or patrols in some friendly competition. Pamlico Sea Base has also purchased some new equipment including new tubes, and radios. This year they are working closely with the National Park Service as Cape Lookout National Seashore, to ensure that every Scout that comes through the Sea Kayaking Program, earns the NPS-BSA joint Ranger Award. This award requires 10 hours of service to the park through projects, and or interpretation. They are logging wildlife sightings for jelly-fish and American Oyster Catchers to help Park Biologists better understand their behaviors.

 

Altogether more than $30k has been spent in new equipment alone, that doesn't include normal purchases like ammunition, leather hides, coal, and more.

Fall Roundup

 

Fall Program Round Up and Kick Off Registration Open

 

Again this year the Fall Program and Round Up Kick-off Will be held at the Church of Jesus Christ - Latter Day Saints in Greenville. All adults are invited. Registration is $5.00. Those who complete their registration with payment by August 1 will receive a free limited addition of a council strip. Booths will open at 8:00 a.m.  Those wanting more council strips may for and preorder up to five more for a total of six.

 

The event starts with viewing the booths and having time for you to discuss programs with you one on one. After the booths there will be a session on the Reel 'Em In Fall Round Up. Units will meet by program. There will be breakout sessions for packs, troops and Venture Crews and Explorer Post. This will be followed by a group session on popcorn. From there it is back home to plan your unit's year of Scouting.

 

Don't forget having someone from your unit in attendance is required to qualify for Tartan Guard and popcorn percentages. Don't forget to register by August 1 to receive your free special issue of the council strip!!!

Internet Advancement Updated On Line

 

The Internet Advancement application has been updated with the Cub Scouting Adventures and other new features.


 

Impact

 

1. Cub Scout Packs will be able to enter the completed dates, as appropriate, for the new Adventure Loops and Pins.

 

2. A Pack that has loaded its roster prior to today will need to do new Load Roster to view new Adventures. If there is an entry in progress, the Pack should first Submit the entry.

 

3. Cub Scout Packs may continue to award items for the prior Achievement program, including Activity Badges and Belt Loops, during the transition period.

 

4. Updates have been made to screens and reports to support the new Adventure Loops and Pins for Cub Scouting.

 

5. The position of Venturing Participant (VP) has been added to display in the Youth Roster and Advancement selections for Crews and Ships.

 

6. The supported browsers now include Chrome, Firefox, and Internet Explorer 9, 10, and 11.

 

7. ScoutNET PAS is updated with the new Adventure Loops and Pins for selection through Record Achievements - Packs - Awards. Award Codes are 1200 series codes.

James A. Hackney, III


 


 

Jim Hackney, 75, was born in Washington, NC, in 1939, the oldest of five children.  His father then drove an ice cream truck for a living, and his mother was a homemaker.  After World War II, his father and grandfather started a truck-body manufacturing firm, which he joined after college and where he spent most of his working career.

EAGLE SCOUTS SOAR

 

I first met George John Ritchie and his charming wife, June, while sitting in the first row, right side of Saint Mildred Catholic Church, Swansboro. We introduced ourselves after Mass and I discovered that George (95 yrs. old) was a WWII veteran and an Eagle Scout. I also learned all four sons were Eagle Scouts. I thought to myself, "Now, here is someone truly special."

 

However, it wasn't until just two weeks ago when I read George's extensive obituary that I learned just how special a life George Ritchie lived; and it gave me chills.

Committee Chair/Member and has been updated with shorter, more targeted modules so leaders can get the training they need, in the order they want, any time they need it.  The new training is organized into time-based sections:  the learning needed prior to the first meeting, within the first 30 days, and training needed to be considered position-specific "trained". Implementation is in conjunction with BSA's new Learning Management System. June 30, 2015 is the launch date

2015 Tar River Day Camp Has a Blast!

Thanks to all of the Scouts and leaders who joined us for the 2015 Tar River Day Camp held at North Carolina Wesleyan College. I know looking back that I had a blast and I hope you did too! Special Thanks to Mindy Proctor for serving as Camp Director again this year, and to all of our Den Leaders and event leaders that helped out including Tina Parker, Nicole Wainwright, Matt Connors, Maria Votava, Linda Etheridge, Charles Etheridge, Stephanie Kleimann, Jim Martin, Angie Davis and Kim Bailey.

Scouts participated in numerous arts and crafts; BBs, archery and slingshots, football, soccer, Scout skills games, and loads of fun presentations. Special thanks go to the Children's Museum in Rocky Mount, a part of the Imperial Center, for bringing out their solar telescope. It's not often a boy can go tell his mom he was told to stare at the sun and not get in trouble for it, but our scouts got to learn some pretty cool things about the sun, and saw a large number of sun spots too.

Lewis-Deanes Cub Scout Leaders Hold Two Wonderful Twilight Camps

With great leaders comes great work, and that is exactly what the result of not one but two Twilight camps was for the Lewis-Deanes District on the week of June 15th
Lewis-Deanes District being so spread out, it is sometimes difficult for parents from one side of the district to be able to make it all the way to the other side five days in a row, so our leaders took it upon themselves several years ago to create a second event so that more of our Scouts could participate. The first was held at Manning Elementary School in Roanoke Rapids, and the second was held at Chowan University in Murfreesboro.

Croatan Trails District

 

Pack 446 Fishing Derby June 27 at Fort Macon State Park Beach, Atlantic Beach, NC


The sun was warm, the breeze off the water was refreshing, the tide was full, there was plenty of bait (squid, shrimp) and each Scout came armed with fishing rods and tackle - all this contributed to the excitement and anticipation for 15 Cub Scouts who competed in the Pack 446 Fishing Derby at Fort Macon State Park Beach, Atlantic Beach, 10am - Noon, Saturday June 27.

 


Cub Scout Summer Day Camp, June 15-19 at Camp Sam Hatcher
It was a 107 Degrees in the woods at Camp Sam Hatcher; June 15th - 19th, for the Croatan District Cub Scout Day Camp. It was a hot but a great, fun week for all in attendance. Camp Director, Kim Quintero, was super excited to have almost 100 Cub Scouts registered for camp this year. Cub Scout Units included Pack 61, 130, 252, 446, 460, 472, 551 and 677 were represented.

ECC NYLT 2015 Has Sold Out...   Now, Wait List Only !

The start of ECC NYLT 2015 will be here before we know it.  Just a few notes for the students participating in this year's class.

Check in is at 11:00 on Friday, July 24, 2015.  The check in station is at the Bob Howard Lodge at Camp Sam Hatcher.  Signs will be posted for traffic flow.  Departure on Sunday, July 26th is 4:30 p.m.   THERE IS A TIME CHANGE FOR THE SECOND WEEKEND TO ACCOMODATE NOAC DEPARTURES.  Arrival is 8 a.m. on Friday, July 31st.  The Quest for the Meaning of Leadership is scheduled to start at 10 a.m. on August 2nd with graduation at 11:30.  A Scout must participate all six days in order to receive credit for the course.

Remember to bring your physical.  A full uniform for your program (Boy Scouts, Venturing, Sea Scouts) is required.  Scout themed tshirts only please.   You will need to bring a tent and a backpack to carry your gear.  Do not bring a footlocker.  Do not bring food unless it is medically documented on your physical.  Food storage is at a premium and we highly discourage food in tents and the campsites.  

The course provides one t-shirt, a hat, a cup, and a notebook.  Orders for extra course t shirts, sweatshirts or hoodies will only be taken at check in.  Cash only please as we have to make immediately payment to the vendor in order to have the shirts back in time for the 2nd weekend.

NAYLE, Now Offered at All 4 High-Adventure Bases

National Advanced Youth Leadership Experience is to youth leadership training what the Eagle Scout and Summit awards are to Boy Scouting and Venturing, namely, the pinnacle of achievement.

Now's the time to get your Scouts and Venturers thinking about NAYLE. The course is intended for youth who have completed NYLT (National Youth Leadership Training) and are ready to take the next step. NAYLE participants make new friends, learn new skills and experience an epic adventure - all in an awesome location. Pretty much everyone knows about Philmont's epic treks. You form a crew of seven to 12 people and hike Philmont's' challenging and exciting backcountry. They're so popular there's often a waiting list to snag a spot.

Fewer people, though, know about Philmont individual programs.

These are perfect for a young man or young woman who wants to experience Philmont as an individual or with a smaller group. And good news: 2015 spaces are available. everyone knows about Philmont's epic treks. You form a crew of seven to 12 people and hike Philmont's challenging and exciting backcountry. They're so popular there's often a waiting list to snag a spot. Fewer people, though, know about Philmont individual programs.
