Message from BSA's National Key 3: Wayne Brock, Dr. Robert Gates & Tico Perez

The Boy Scouts of America's National Key 3 has unwrapped its annual holiday message.

In this 86-second video, Chief Scout Executive Wayne Brock, National President Dr. Robert M. Gates and National Commissioner Tico Perez wish the BSA family a safe and happy holiday.

These three Distinguished Eagle Scouts express their thanks for the millions of volunteers and Scouts who helped make 2014 a banner year for the BSA.

"We want to take this moment to say thanks for what you did," Brock says.

"Scouting happened because of dedicated volunteers and staff," Gates says, "and we're grateful for each of you." 

"And we look forward to working shoulder to shoulder with you again next year," Perez adds.

The rest of the video is filled with images of Scouts doing what Scouts do: participating in service projects, enjoying the outdoors and having a little goofy fun.

Mickie Whitehead Appointed New Camp Boddie Director

I am pleased to announce the new camp director for Camp Boddie will be Michelle "Mickie" Whitehead. Mickie is replacing Matt Lococo who now has a twelve month contract in Craven County Schools as an assistant principal.

Mickie Whitehead has worked at Camp Boddie since 2011 as part of the summer camp commissioner staff teaching adult training courses and assisting in other merit badge classes from time to time. Both of her sons also have a history of being on summer camp staff. As a Wood Badger and an Owl Patrol member, she is requesting that all of her Wood Badge family support her by bringing their troops to Camp Boddie this summer. Mickie is a special education teacher at New Bern High School. Prior to living in New Bern she lived in Rocky Mount and taught in the Nash County School system. Wherever Mickie lives she is also involved in Scouting. She served as the training chairman for Tar River District and now is the training chair for Neuse Basin District.

Mickie is already working on the staff for the 2015 edition of Camp Boddie Summer Camp staff. She will be interviewing to fill staff positions on Saturday, December 20 at Camp Boddie. There will be a Summer Camp Staff Reunion and Christmas party. Part of that event will include camp staff interviews. Council Continues To Work On Balancing the Budget

East Carolina Council, BSA continues to work hard to insure we have a balanced budget for 2014. To date, the council has raised over $631,000. That is $31,000 more than we raised at this same time last year. Most of that increase is coming from the Family Friends of Scouting Campaign success this year.  Our professional staff is out there hard at work to get that figure up to $640,000, which is needed to cover the ever-increasing cost of maintaining our camp properties. We also have filled the opening in the Southern Service Area, which was open last year at this time.

 

At one point the council thought that our inventory at the camp trading post may come up short but with the office staff helping to update and correct the inventory, it came out about the same as 2013. Now our biggest budget threat is the amount of popcorn that units took for the show and sale. In several cases the amount that units took was more than what the council order for the entire sale was. That has created some excellent opportunities for units who did not sell or units who would like to sell more to make a lot of money from the second popcorn sale. Read a later article in this newsletter to find out how.

If your unit needs just a few more dollars to complete your FOS goal for Tartan Guard or if you as an individual plan to do year end giving, please remember East Carolina Council, BSA.

 

Reporters and Photographers Still Needed

If you would like to be a reporter for your district or region or photographer for the Tarheel Scouter, please let us know. We need more pictures and stories about what is going on in your area of the council. We need more opportunities to recognize Scouters for their good works in your community.

 

Council Would Like to Have a Summit Adventure Week Contingent

East Carolina Council would like to send a contingent to The Summit in Beckley, WV on the New River this summer. The council is looking for up to six adults who would work on building three patrols or crews to attend The Summit this summer. The fees to attend the Summit, as part of a council contingent are one-third of attending the Summit as an individual. Scouts or Venture Crew members, male or female, must be at least 13 years of age to attend this camp where you can whitewater, participate on the canopy tours, mountain bike trails and more. It's like going to Philmont without all the walking. If you are interested, please let Matt Compton or Ray Franks know.

 

New Facilities Open For Use

Packs, dens or troops are reminded that the Pirate Ship at Camp Sam Hatcher is available to use. Many of the Packs in Croatan Trail earned free usage of the ship for a day but have not cashed in their coupon awarded at the Pirate Ship dedication. Use of the ship is about the same cost per individual as just using the camp.

The Boddie Aquatics Center at Camp Charles is also now available for use. The center has canoes, rowboats and kayaks for use. The cost to use the boats at Camp Charles is the same as renting a canoe from Camp Boddie. To use watercraft at Camp Charles you must have one adult present with CPR First Aid, an adult with a current Safety Afloat card and an adult with the skills to show Scouts and adults how to paddle and safely operate the watercraft. You must agree to follow all the steps in the Safety Afloat program.

To use all facilities you must first make a reservation by completing a Camp Usage Permit found on line and prepay the usage fees. This also includes district and council events. Permits are to be completed and turned into Judy Phillips at the Scout Service Center.

SCOUTER SPOTLIGHT
SPOTLIGHT: Dee Goliwas

Diane "Dee" Goliwas, 50, was born and raised in the South Hills part of Pittsburgh where her parents owned a flooring business.  She was the oldest of three with a brother and sister and spent much time outside playing in the "ideal" neighborhood.  It was an active and fun neighborhood where kids built forts and stayed outside until they had to come in for the night, when they weren't staying overnight in a pup tent.  When Dee was in charge, it was common for her to put together a local Olympics for the neighborhood kids.  She put together all the events and even made homemade medals to award.

Dee was an avid reader as well and would often retreat to a favorite tree and would climb up to read.  She also had an interest in art and was President of the Art Club at South Park High School where she graduated in 1982.  From high school it was off to Robert Morris University where she received a B.S. in Accounting and Business Information Systems in 1986.  From there it was off to the world of work landing a job with Deloitte and Touche and then in the private corporate sector.  Along the way she met Michael on a blind date to go roller skating.       Full Story

For Mathew McClain, becoming an Eagle Scout was truly a singular accomplishment and a source of great pride for his parents, friends and fellow Scouts of Troop 216 .For more than 23 years, Matthew
 regularly attended Boy Scout meetings and earned more than the required 21 badges."I just want to thank my Scoutmaster, and all of my friends," he said.Scoutmaster Jim Dunne said doctors did not think McClain would live for long. "They asked the family not to take him home," Dunne said of McClain. State Senator John Astle was among those on hand as Troop 216, a special-needs troop in Anne Arundel County, honored its newest Eagle Scout.
Each of Six Sons Are Eagle Scouts

All six brothers in the Glanzer family have achieved the rank of Eagle Scout.

The youngest attained scouting's top level last Saturday during a Court of Honor ceremony.

"We are all proud of them," said Keith Glanzer, father of the boys from Spokane's North Side.

Peter Glanzer, 18, stood before family and members of Troop 121 to receive his Eagle medallion inside the chapel of the Church of Jesus Christ of Latter-day Saints, 2112 W. Francis Ave. 

"It was pretty awesome to have all the years of hard work and dedication pay off," Peter said.

Being the last of the six to become an Eagle, he acknowledged that he faced family pressure.

"If I didn't get it they would not let me forget," said the 2014 graduate of Shadle Park High School, where all of the brothers went to school.         Full Article

Pittsburgh's 2014 Class of 444 Eagle Scouts Recognized

The Laurel Highlands Council, headquartered in Pittsburgh, Pennsylvania, recognized the Eagle Scout Class of 2014 during its Annual Eagle Scout Recognition Dinner at the Wyndham Grand Pittsburgh Downtown on Monday, Nov. 17.

This year's class consists of 444 Eagle Scouts, the largest in the history of the dinner. During the event, the 180 new Eagle Scouts who attended were matched with mentors from a career field in which the Eagle Scout had expressed an interest. Throughout the mentoring process, many of the mentors invite the Eagles to shadow them during part of their workday. This allows Eagle Scouts to explore their career fields further.

In addition, during the dinner the council randomly selected six members of the class to receive $2,500 Trail to Eagle Endowment Scholarships. An anonymous donor started the scholarship 14 years ago to encourage more boys to become Eagle Scouts. In order to become an Eagle Scout, the highest rank a Scout can earn, a Scout must earn 21 merit badges, 13 of which are required; complete an Eagle Scout project; and appear before their Eagle Scout board of review. However, only a small percentage of Boy Scouts attain the Eagle Scout rank.      Full Article

102-year-old Eagle Scout, who traveled the entire Lincoln Highway in 1928, dies

Bernard Russell Queneau, a 102-year-old Eagle Scout who in 1928 represented the Boy Scouts on a cross-country trip on the Lincoln Highway, died Sunday - one day after receiving the BSA's rare Distinguished Eagle Scout Award.

The Boy Scouts of America and National Eagle Scout Association don't keep an official list of the nation's oldest living Eagle Scouts, but at 102, Queneau was certainly one of the oldest Eagle Scouts at the time of his death.         Full Article

Cub Scout Motto, Sign, Salute and Handshake Won't Change

While the Scout Oath and Scout Law will be used in Cub Scouts beginning on June 1, 2015, the current Cub Scout motto, sign, salute and handshake won't change.

Indeed, it's true. To support the mission of Cub Scouting, Cub Scouts will begin to use the Scout Oath and Scout Law currently used in Boy Scouting and Venturing. But they'll keep the Cub Scout motto, sign, salute and handshake.

Marching in a holiday parade with your Scouts this year?

Sign Up and Be Heard: The Scouting Research Panels are Recruiting
Ever wonder who signs off on major changes to Scouting, like the revamped Cub Scout program coming next yearIt's you. Well, it could be.
The BSA's Testing and Evaluation Team wants you to join the Scouting Research Panels. As a member, your opinion will be solicited about new programs or proposed changes to existing Scouting programs. You'll get surveys - no more than three a year - that will help determine the future of Scouting. You'll be asked about new merit badges, updated rank requirements or other major changes to the Boy Scouts of America.
The panel is open to all current Cub Scout parents, Boy Scout parents, Boy Scout and Venturing youth members, and registered volunteers (Scouters in any BSA program).

One note from the Testing and Evaluation Team about youth members who want to lend their thoughts: "By law we are not allowed to send surveys directly to youth ages 13 and under. However, if a younger Boy Scout would like to participate in our surveys, he can do so by having his parents register in the Boy Scout Parent Panel and indicate that their son is interested in participating."

John Whichard Named New PotashCorp Ecology Lodge Chairman

At a meeting on December 3, 2014, John Whichard, of Greenville, (far right in photo) was named the new Chairman of the PotashCorp Ecology Lodge. He succeeds Dr. Dave McLawhorn, former President of Beauford County Community College, whose term ends this month.

Whichard has actively served on the committee for the past year and led the Plunder of the Pamlico Inshore Fishing Tournament. Whichard, a Blue Cross/Blue Shield of North Carolina Insurance Executive, brings his wealth of knowledge relating to outdoors, and the local area, to the committee.The PotashCorp ECO Lodge is located on Camp

Each family that submits a pledge in 2015 for the Family Support level will receive the 2015 Friends of Scouting patch. 


 
The patch set for FOS is a six patch series featuring six different historical features within the geography of the East Carolina Council.

National Summertime Pack Award

A pack can qualify for the National Summertime Pack Award by planning and conducting three pack activities - one each in June, July, and August. This award can be an incentive for greater attendance at your summer pack activities.   

Most packs have had an event or participants in a summer program that will qualify.  By far the biggest barrier for units not being recognized for this distinction is that the pack fails to fill out the simple application.  Dens and individual boys are eligible as well.

Blackbeard District Cub Scouts Participate in Exciting First Annual Cubmobile Race!

 "I want to thank [Pack 99 Cubmaster] Robbie King for organizing and implementing our 1st Annual Cubmobile Race," said Den Leader Kellie Wynn. "My Tigers - Vance Keel, Tyreek Carr, Bennett Reed and Lee Parker - won 1st place in the Wolf race. The trophies were great! I've only heard good things about the race. Everyone had a big time and we're looking forward to the next one."

That feeling was shared by parents, scouts and leaders who took part in the Blackbeard District Cubmobile Race held November 8 at the Riverside High School outdoor track in Williamston, NC.

Sixteen four-scout teams representing four district packs participated in divisions according to Scout rank. Safety was a prime concern and each Scout - whether a driver or part of the "pushing crew" - was required to wear a bicycle helmet along with knee pads, elbow pads and wrist pads.

The fire drill style race consisted of one lap around the track for Tigers, Wolves and Bears in which the team would switch drivers at each ¼ of the lap.  However, the Webelos race required two laps around the track with each team switching after a ½ lap.  A judge would time and watch the team during the race to make sure the team followed all rules.      Full Article / PHOTOS

Update: Tar River District Fall Camporee

The 2014 Tar River Fall Camporee has come to an end and, oh, what an end it has been! In the Scouting spirit, the camporee focused on games, sport and boy leadership. As such, the Senior Patrol Leaders (SPL) of each Troop in attendance ran the events, judged the events, and they did a splendid job. Overall 8 Troops, 10 Patrols, and 73 total scouts took part in the weekend's events. A special thanks goes out to the SPL's who ran this year's fall camporee, Nick Andrews, Troop 961, Alex Broomell, Troop 11, Jo Dees, Troop 76, Riley Dean, Troop 5, Jacob Sessoms, Troop 49, Greg Siler, Troop 37, Joey Williams, Troop 816, and Paxton Jordan, Troop 413. Saturday started at 6am with a "Fetch the Scoutmaster's Coffee Relay Race."   Full Article

A Christmas Gift Any Scout Would Love !
BSA's Fieldbook wins 2014 National Outdoor Book Award

The BSA's Fieldbook, already a fixture in Scout backpacks and troop libraries, has officially joined the pantheon of history's greatest outdoor books.The nonprofit National Outdoor Book Awards Foundation just announced that the Fieldbook: Scouting's Manual of Basic and Advanced Skills for Outdoor Adventure, has won its rare Work of Significance award.

Think of it as a lifetime achievement award for outdoor books.

The National Outdoor Book Awards are presented annually, but the Work of Significance recognition is handed out less frequently. In fact, the Fieldbook is only the third book since 1999 to receive this honor, which goes to "books that are unusually well-written and of exceptional significance, and/or books that are tried-and-true works in the field which are extraordinarily useful and practical and/or has contributed to making the outdoor experience more understandable."

That's a perfect description of the Fieldbook, which released its fifth edition this year.   Full Article

NAYLE, BSA's top training for youth, now offered at all 4 high-adventure bases

National Advanced Youth Leadership Experience is to youth leadership training what the Eagle Scout and Summit awards are to Boy Scouting and Venturing, namely, the pinnacle of achievement.

Now's the time to get your Scouts and Venturers thinking about NAYLE. The course is intended for youth who have completed NYLT (National Youth Leadership Training) and are ready to take the next step. NAYLE participants make new friends, learn new skills and experience an epic adventure - all in an awesome location. Beginning in summer 2015, NAYLE will be offered at all four national high-adventure bases. That means there's a course within driving distance of most Scout families.

2015 NYLT Class at Camp Sam Hatcher: July 24-26; July 31-August 2

















The absolute best gift for your Boy Scout, Venture Scout or Sea Scout this holiday season is the 2015 National Youth Leadership Training Class at Camp Sam Hatcher: 
                                July 24-26; July 31-August 2, 2015.
The class has sold out every year that East Carolina Council has held the course.  Do not miss your chance to send your Scout to an awesome opportunity that will enhance his ability to navigate through his Scouting career, school and life.  NYLT is not summer camp but FUN is involved in this learning setting.  Boy Scout must be aged 13 at the start of the class, be a First Class Scout, have completed Troop Leadership Training and have their Scoutmaster's approval to attend. Cost is $200.

Philmont Scout Ranch is considered a center of excellence for the delivery of outdoor programs and training in the Boy Scouts of America. BSA Announces Theme, Logo of the 2017 Jamboree

The National Scout Jamboree, a celebration of Scouting held every four years for Scouts, Venturers, volunteers, and staff from across the nation, has chosen for their 2017 theme, "Live Scouting's Adventure."

This will be the second jamboree held at the 10,600 acre Summit Bechtel Family National Scout Reserve in West Virginia's adventure sports region: the New River Gorge.

The jamboree, open to active youth members and adult volunteer leaders in BSA programs, will be held July 19-28, 2017. Staff members will be able to register for the jamboree in April 2015, while registration for youth and adult participants will open in May 2015. 23rd World Scout Jamboree Kirara-hama, Japan 2015

The next World Scout Jamboree (WSJ) will be held in Japan, Jul 28th - August 8, next year! Plans are already underway to begin registration for youth who want a once-in-a-lifetime international experience with thousands of fellow scouts from around the world. Scouts need to be 14-17 years old next summer (i.e., born between July 27, 1997, and July 28, 2001) for this once-in-a-lifetime opportunity to attend a World Scout Jamboree.  The World Scout Jamborees only take place every four years, and since the participants must be 14-17 years old, each Scout literally only gets one opportunity in to attend a World Scout Jamboree!  More Information
