MAP-21 Requirements
MAP-21 is the law that provides the framework for federal surface transportation programs and funding. MAP-21 requires regions to develop transportation plans using a performance-based approach.

For Maximize2040: A Performance-Based Transportation Plan, the Baltimore Regional Transportation Board (BRTB) has adopted regional goals, performance measures, and targets to guide future investments and to gauge the effectiveness of these investments.

Definitions
  • Goal - broad aspiration or guiding principle
  • Performance measure - specific metric used to assess progress toward achieving a goal
  • Target - specific level to attain within a certain time frame and/or to maintain over time

Regional Performance Measures/Targets

Goal: Improve Safety
Rate of serious injuries per 100 million vehicle miles traveled (VMT)
  • recent 5-year average = 6.0
  • 2040 target = 3
Rate of fatalities per 100 million VMT
  • recent 5-year average = 0.9
  • 2040 target = 0
Number of serious injuries
  • recent 5-year average = 1,488.2
