ESPA Releases First Topic Guide in a Rural Transportation Topic Guide Series Developed in Partnership with National RTAP and NCST
Easter Seals Project ACTION (ESPA) has released the first in a series of three topic guides in the Rural Transportation Topic Guide series. Needs Assessment focuses on assessing transportation needs and resources in rural areas, and introducing new transportation services. National RTAP, Easter Seals Project ACTION (ESPA), and the National Center on Senior Transportation (NCST) partnered together to develop the Rural Transportation Topic Guides. Stay tuned for the release of the next two Topic Guides from National RTAP and NCST in 2013!

Transit Asset Management Dialogue Continues
The Federal Transit Administration online dialogue on Transit Asset Management remains open until January 4th. A Transit Asset Management plan is a new requirement under MAP-21, and the dialogue aims to allow transit agencies to give feedback on key aspects of the new legislation, including how the FTA will handle the new rule. Ongoing Senior Transportation Exchange
The National Center on Senior Transportation (NCST) continues to host the Senior Transportation Exchange: Funding and Financing Senior Transportation Services. The dialogue has been going on since mid-November, and will continue until February 15th. NCST invites anyone with an interest in older adult mobility to join the conversation.

Facilitating Transformative Change in Transit Operations
The Transportation Research Board (TRB) has released Transit Cooperative Research Program (TCRP) Report 159: Transforming Public Transportation Institutional and Business Models. This report guides institutions such as transit agencies in planning and implementing major change in the way they do business. The information particularly focuses on change in public transportation operation and maintenance. |
TCRP Legal Digest on Transit Agency and Intergovernmental Agreements
TRB's Transit Cooperative Research Program (TCRP) Legal Research Digest 42: Transit Agency Intergovernmental Agreements: Common Issues and Solutions enhances understanding of issues related to transit agencies negotiating intergovernmental agreements (IGAs) and memoranda of understandings (MOUs). An accompanying disc (available as a file that you can burn onto a CD yourself) is accessible via the Website Link. The disc contains over 100 sample IGAs and MOUs.
