Launch of eCOI Set for This Month      
The Office of Research Regulatory Affairs will complete the implementation of eCOI across Rutgers this month. The eCOI system is an electronic tool to facilitate the submission and review of financial conflict of interest (COI) disclosures. Investigators will be able to submit their annual disclosures in eCOI, which will replace the existing Rutgers COI system. When the system is operational, investigators due to submit their information will receive a notice from research regulatory affairs with log-in instructions. While the system has changed, many of the policies and procedures remain the same. There is an overview of the COI program on the eCOI website.

SOAR Symposium Set for October 20-21      
Rutgers University Libraries' Health Sciences Libraries and the Office of Research and Economic Development are proud to celebrate the eighth annual International Open Access Week with a Symposium on Open Access: Perspectives in Biomedical and Health Sciences offered on Tuesday, October 20 in Newark and Wednesday, October 21 in Piscataway. 
Each day will feature a keynote presentation by Scott Lapinski of Harvard University's Office for Scholarly Communication, followed by a panel discussion on scholarly publishing. Faculty and researchers are encouraged to take this opportunity to learn how Open Access can positively affect the visibility, impact, and value of their research. Experts will answer their questions about the university's new Open Access Policy. More here 
The Flu is Not Fun  
Rutgers faculty and staff can get a free-of-charge influenza vaccination at one of a dozen sessions scheduled this month in Camden, New Brunswick, Newark, and Piscataway. Read more here.
NIH Course: Introduction to the Principles and Practice of Clinical Research

Access to the NIH's Introduction to the Principles and Practice of Clinical Research course is being provided to Rutgers faculty and staff by the RBHS Office of the Vice Chancellor for Research. The seminar videos can be viewed online beginning the day after the live date. There is no cost to view the seminars but it is necessary to register here. All Rutgers faculty and staff must choose "Rutgers Biomedical and Health Sciences (RBHS) / Rutgers University, Newark" as your location. The NIH lecture series will run from October 13 through March 22, 2016. More about the course is posted here, including the syllabus, objectives, and videos from last year. Key Changes for Grant Proposals Include New, Enhanced System for Grants, New Deadlines   
The internal submission deadline for administrative components of any grant proposal now is five business days prior to the sponsor's deadline and the deadline for the proposal's scientific elements is two business days prior to the sponsor's deadline, effective September 1. More about the deadlines and the documents needed by the Office of Research and Sponsored Programs is here. These deadlines were established with input from faculty and administrators through the Excellence in Research Administration initiative, which also has clarified the financial conflict-of-interest process. ERA is intended to improve support to faculty, decrease administrative burden, and increase the efficiency of various business processes. On August 1, the new Research Administration and Proposal Submission System (RAPSS) was extended to the submission of new grant proposals to federal agencies using Grants.gov. For NSF submissions, faculty and staff should use RAPSS for the endorsement process, but it is not necessary to create a 424 form in RAPSS to submit through Grants.gov. If you are uncertain if a particular submission should be processed through RAPSS, please contact your unit's grant specialist. RAPSS is being built with best-in-class software. When Phase II is completed early next year, the system will provide a wide range of features to users, including an online archive, robust budget tool, user-friendly interface, integration with regulatory functions, and centralized reporting for research activities.
