Budget Update
Some of you may have heard that the final adopted state budget represents a 4.8 percent increase in public school funding. However, analysis by the North Carolina Department of Public Instruction shows that the adopted budget is actually 2.9 percent less than what public schools should have received based on existing allotment formulas for the number of students enrolled in public schools.
So where's the difference? In some instances, the 2013-14 state budget provides funds to pay for increases that were actually included in the 2012-13 budget, such as increases in retirement costs, hospitalization costs and the 1.2 percent salary increase already in place. Funds were replenished in other areas of the budget that were overspent, such as workers compensation and unemployment, but these do not indicate new funds for 2013-14. The budget also did not restore cuts to textbook funds and instructional supplies.
So while North Carolina schools will serve an additional 17,192 students in 2013-14, the state provided only an additional $28 million to educate those students. North Carolina's pupil expenditure is $5,426, but the state budget provides just $1,629 for each additional student in 2013-14. For more information, go to www.ncpublicschools.org/budget/.

Advocacy Tips and Nonprofit Guidelines Webinar

PTA members care deeply about policies impacting children, and PTAs are uniquely positioned to share information and engage elected officials in conversations about current issues and policies. The ability and power to provide a strong unified voice for children is one of the most cherished aspects of PTA.
PTAs can and should advocate but are prohibited as 501(c)(3) organizations from engaging in political activities or endorsing political candidates.

Affordable Care Act
The Patient Protection and Affordable Care Act (ACA) makes preventive care more accessible and affordable for many Americans. On October 1, 2013, the Health Insurance Marketplace will begin accepting enrollment and helping people get coverage that meets their needs and fits their budget. The ACA will allow parents and school communities to focus on the important work of learning, rather than the cost of health care.
