Lake Park provides countless opportunities for our parents and community members to get involved - from attending events on campus to celebrating Homecoming festivities. Equally as important in supporting our students is understanding school funding, so my intention is to bring attention to the potential impact of Senate Bill 16 (SB16).
Last July, the Illinois Senate Education Funding Advisory Committee was tasked with recommending ways to improve public education funding in Illinois, which has remained unchanged since 1997. The result of the task force was the creation of SB16. If enacted into law, SB16 will make sweeping changes in how the state funds education. SB16 does not increase the level of education funding, but changes the way in which limited state funding is apportioned among school districts. All state funding, with few exceptions would be combined under one funding formula.
Generally, school districts with higher assessed property values will receive much less state funding. Other districts will receive much more in state funding. This is an attempt by the state legislators to provide greater equity among school districts across the state. The Bill does not address the current issue of unfunded obligations to school district that has occurred in recent years.
How will SB16 impact Lake Park?
The Illinois State Board of Education has calculated the amount each school district would receive next year if SB16, as written, becomes law. District 108 would lose 75.5 percent of its state funding or $1.5 million per year. The first $1.5 million cut will be phased in over a four-year period. Beginning in year five, there will be a full $1.5 million reduction in funding to the District. While the Board of Education and administration are committed to practicing fiscal responsibility, a loss of $1.5 million would have significant impact on the resources available for teaching and learning.
In essence, this is a rearranging of funding that would devastate about half of the school districts in Illinois, especially in the northern portion of the state. Overall, school districts in Cook County and the collar counties would lose about $228 million in State funding, and the rest of the state would gain that amount. View redistribution graphic.
What can you do?
SB16 has already passed the State Senate. You can see how your Senator voted by viewing this link. Residents in the District 108 attendance area (depending on where you live) are served by State Senators Thomas Cullerton and Dan Kotowski; and State Representatives Dennis Reboletti, Deborah Conroy and Michelle Mussman.
It is expected that SB16 will be voted on by the House sometime in November, following the fall election. If you are concerned about the effect it will have on Lake Park High School District 108, please contact your Illinois Representative and voice your opinion on this important education bill.

Thirteen Reasons Why Explores How Everyone Matters
Lake Park will welcome Jay Asher, author of the award-winning book Thirteen Reasons Why, during all-student assemblies at both campuses on Monday, October 6. Mr. Asher's visit is generously funded by the Lake Park Educational Foundation.
This month the English Department and Stand for the Silent club, in partnership with the Lake Park library staff, kicked off a "pass the book" campaign. Paperback books are $8.80 and available by paying cash or check in the East Campus Library or West Campus Book Room.
Serious themes are presented in the novel and include bullying, suicide and rumors within a high school setting.
