About the NLLD  
The North Lafourche Conservation, Levee, and Drainage District (known as NLLD) was formed in 1992 to provide drainage and flood protection services for the northern portion of Lafourche Parish, including the entire parish north of the Intracoastal Canal. 

The District includes over 250 miles of levees and drainage canals, and over 40 pump stations.

NLLD Takes Action to Oppose Federal Rule that Would Expand Regulation of Waterways and Wetlands 

In addition to building and maintaining flood protection levees and drainage systems in our area, the North Lafourche Levee District
(NLLD) is also actively engaged in federal and state regulatory issues that impact local residents and businesses. 

Following successful efforts to address challenges with the National Flood Insurance Program, the NLLD is now working to oppose a proposed new rule by the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers that would expand the definition of "Waters of the United States."  The new WOTUS rule could potentially bring water bodies such as ponds and ditches on private land under federal regulation, as well as over-extend the definition of "wetlands" for regulation and mitigation purposes. 
Streams and ponds on private lands could be regulated under proposed WOTUS rules.








NLLD Executive Director Dwayne Bourgeois testified before the LA  Senate Natural Resources Committee in Baton Rouge on Monday, explaining how the WOTUS rule could negatively impact the District and residents of our parish: 
  • Expanded definition of wetlands would increase perceived wetlands impacts of levee projects, greatly increasing costs
  • Increased EPA/USACE permitting requirements would increase workload at these agencies and delay permitting for levee projects
  • The vagueness of the new rule would spark judicial challenges, further delaying permitting and project implementation.

The NLLD thanks Senators Bret Allain, Norby Chabert, and Gary Smith, who represent the District and are members of the Senate Natural Resources Committee, for bringing State attention to this issue.   

 

The NLLD will continue working with federal and state leaders, and other agencies like LA CPRA, Lafourche Parish, and the Association of Levee Boards of LA to oppose the proposed WOTUS rule.   

 

 

 

 

PROJECT UPDATE:  Gheens Project Area

 

The NLLD is approaching the Gheens Road, using the District's Cat / Wilco Amphibious Excavator to perform maintenance dredging in the Mathews Canal with the assistance of a Lafourche Parish Department of Public Works equipment operator.
