50 Raymond to be a Family Service Hub for Visitacion Valley...

Visitacion Valley, like many neighborhoods in the Southeastern portion of our City is in transition. However, over the past few years some of these changes have been difficult without a stable community center equipped to provide many of the necessary services to keep up with the changing community. I have been working with many of our City departments, residents and non-profit organizations to develop a sound, long-term plan to provide these much needed services. In this effort, APA Family Support Services recently signed a lease to become the lead organization for the Visitacion Valley Family Services Collaborative. This collaborative will provide a wide range of multicultural and inter-generational child and family support services at 50 Raymond Street. I will be holding my May Community Office Hours this coming Saturday to welcome the community to this new center.
  
Districts 10 and 11 Budget Town Hall Meeting Outlines Community Budget Priorities...
On April 22nd, Supervisor John Avalos, Supervisor Mark Farrell, Mayor Lee, and I hosted a budget town hall meeting for Districts 10 and 11 at the Southeast Community Facility. We had more than a dozen City department heads, many community members and service providers on hand to share their budget priorities. Last year, for the first time, our City passed a two year budget. Although we adopted a budget for this up-coming year, it is still essential that I hear from neighborhoods on where they would like to see the City invest our resources. At the town hall meeting we featured two hard working community groups-- both looking to increase support for education as well as senior and family services--the Potrero Residents Education Fund and Asian Pacific American Community Center. Rebuilding Together San Francisco Makes an Impact on District 10...

On April 27th, approximately 1,200 volunteers from Rebuilding Together San Francisco put in a full day of service at 21 homes and facilities throughout San Francisco, seven of which were in District 10. I had the pleasure of visiting two of the participants: the home of a 94 year resident in Bayview and the organization Universal Martial Arts at 4348 Third Street. Rebuilding Together San Francisco provides free home repair and renovations for low-income San Franciscans, with a focus on seniors, adults with disabilities and families, community centers, non-profit organizations and public schools. Honoring San Francisco Teachers with our San Francisco Giants...
This month I had the honor of presenting five amazing San Francisco educators the Mayor's Teacher of the Year Award at the Home Plate Ceremony with the San Francisco Giants. These educators exemplify outstanding dedication to the education of our City's youth. Congratulations Andra Young from Presidio Early Education School, Andres Tobar from Marshall Elementary School, Jennifer Moless from El Dorado Elementary School, Joel Austin from Roosevelt Middle School, and Constance Walker of the Woodside Learning Center at the Juvenile Justice Center.
 
Bike to Work Day Tours the Central Waterfront... 

For the 9th Annual Bike to Work Day, I joined Mayor Lee in leading a group of cyclists though Dogpatch and the Central Waterfront all the way to City Hall. This was a great opportunity to showcase the beautiful setting and tremendous potential of our Southeastern shoreline. At City Hall hundreds of Bike to Work day participants from all over the City coalesced to celebrate the event and raise awareness about the need to continue to improve quality bicycle lanes and pedestrian access in all corners of our City and increase bicycle safety. A special thank you to the San Francisco Bicycle Coalition for organizing this event and to all of the District 10 residents who participated in our ride. 
  
Grand Opening of the Museum of Craft and Design...

After being without a permanent home for nearly three years, the Museum of Craft and Design opened its new home in the historic American Industrial Center building in Dogpatch. This new location furthers the Museum's ability to serve as an international center for arts and culture. The Museum of Craft and Design's new facility expands the institution's exhibition space by nearly 50% and features the museum's first dedicated educational workshop and programming space. Exploring the active roles craft and design play in everyday life, the Museum will originate exhibitions, host traveling exhibitions, continue to present pop-ups exhibitions and collaborate with museums from around the world to present outstanding works of craft and design. Dogpatch Foodie Tour is a Huge Success...
As a follow up to our very popular Bayview Restaurant Bicycle tour, my office hosted a second tour, this time in Dogpatch. On a warm and sunny May Saturday, I led a group of 24 people on a Foodie Walking Tour to six food establishments in the Dogpatch.  The tour featured some of San Francisco's best eateries including: PiccinoMr. and Mrs. Miscellaneous, Olivier's Butchery, La Fromagerie, Gilberth's Rotisserie & Grill, Dogpatch Wineworks. I have found that these tours are successful in drawing customers from all around the City and the Bay Area to visit our Southeastern neighborhoods and experience our unique mix of food, fun and community. Some of the attendees were so inspired by the restaurants that they came back for dinner that same night.  A special thank you to all of our Dogpatch businesses who hosted us - look for more upcoming bike and walking food tours of District 10.  

 

Giant Sweep...
On April 19th I had the pleasure of visiting George Washington Carver Elementary School in the Bayview to encourage our youth to participate in keeping our streets and community clean. City Hall Celebrates Asian Pacific American Heritage Month...

I was delighted to be on hand and lead a group of City officials to kickoff Asian Pacific American Heritage Month on April 6th at the SF Jazz Center. Government officials from several Asian countries were also on hand to join us in honoring the lifetime achievements of several Asian American artists in San Francisco. 
  
Summer Jobs+ 2013 Employer Challenge...
I joined a roomful of City agencies and private sector partners on April 30th to launch the Summer Jobs+ 2013 Employer Challenge. This City program, which is co-sponsored by the United Way, aims to build off the success of last year's summer jobs program which employed 5,200 youth in summer jobs, with 39% of them resulted in permanent positions. Private sector partners came together again this year with Mayor Lee, the United Way and myself to pledge to provide more jobs for this summer. Providing job opportunities for our youth helps ensure that they are gaining valuable work experience. 
 

Neighborhood-Based Planning Legislation Moves Through the Planning Commission...

As you have read in previous newsletters, I sponsored two ordinances that increase the community participation in land use and development decisions in the Bayview. Both of these ordinances received unanimous approval at the Planning Commission last week and will be moving forward to the Board of Supervisors in May and June. The first ordinance would create a new Bayview Citizens Advisory Committee that would review and provide comments to the Planning Commission and the Board of Supervisors on proposed development projects in Zone 2 of the Bayview Hunters Point Redevelopment Project Area. This new committee would replace the previous Bayview Hunters Point Project Area Committee, which was dissolved when the Governor eliminated local Redevelopment Agencies. We have already received nearly a dozen applications for this body, but we need more. Please email Andrea Bruss (Andrea.Bruss@sfgov.org) your resume if you are interested.

  

The second ordinance would establish new neighborhood notification requirements for construction projects in areas zoned PDR1-B. As previously reported in our newsletter, this legislation was a result of the negative impacts caused by the demolition of the old Berkeley Farms Milk Plant at 2065 Oakdale. Thanks to our office and a tremendous group of neighbors, significant progress has been made with the property owner on strengthening good relationships with the neighborhood and ensuring that the community will have a say in the potential use of the property. As a result of this experience I introduced legislation that establishes requirements for neighborhood notification and a pre-application meeting with the project sponsor and the community prior to any significant demolition or building alteration work in areas zoned PDR1-B. This will give residents who live adjacent to industrial uses a greater say in what goes on in their neighborhood.

  

Mother's Day Rally Against Domestic Violence...

This past Friday, in recognition of Mothers Day, I joined with the Domestic Violence Consortium and many organizations such as: the Department and the Commission on the Status of Women, La Casa de Las Madres,  Mujeres Unidas y activas, Community United Against Violence, Cameron House, the Asian Women's Shelter, Glide, and the Arab Cultural and Community Center. They are on the front lines every day working to support and advocate for victims of domestic violence and their families.  We took this opportunity to remind the public and City officials that the issue of domestic violence is one that we must continue to prioritize. San Francisco has always been a leader in civil rights, victims' rights and women's rights issues. But, all too often it takes a tragic incident to bring the issue of domestic violence to the forefront. I was proud to have been one of the sponsors of legislation this year that provided nearly a million more dollars in general fund support to these groups and agencies, but we still have work to do. 

  

Legislation Enabling our City's First Ever Green Benefit District...

A steering committee of residents, business owners, private partners, and my office began working with a non-profit partner UP, on a creative strategy to establish dedicated sources of funding for the operation, maintenance and improvement of parks and green spaces in Potrero Hill and Dogpatch. The tool that the committee is exploring is modeled off of the City's Community Benefits District program which allows property owners to vote to create a special assessment district in exchange for control over what those assessments are used for. We have many Community Benefit Districts and Business Improvement Districts throughout the City which focus primarily on commercial corridor revitalization, economic development and cleanliness. This particular group is exploring the possibility of using this model to fund enhanced maintenance and improvements to neighborhood parks, open spaces and green areas.  In support of the efforts of the Potrero Hill and Dogpatch neighborhoods as well as many other communities across the City that are looking at this tool, I introduced legislation that would expand our existing City regulations to cover enhanced maintenance and improvements to neighborhood parks, open spaces and green areas. The formation of an assessment district, no matter what the use, is a very complex and regulated process involving a neighborhood election and approvals by the Board of Supervisors. Commending Judge Troy Nunley...

I was very proud to acknowledge the accomplishments and contributions of District 10 native Judge Troy Nunley. He was recently appointed to serve on the Eastern District Court of California. Judge Nunley was raised in the Bayview and spoke eloquently about his time growing up in the district and the influential role his mother played in raising him to be such as successful adult. Judge Nunley is a tremendous example to all young people in District 10.

  

Honoring Gilberth's Rotisserie & Grill... 

I was delighted to recognize Gilberth and Julia, owners of Gilberth's Rotisserie & Grill in the Dogpatch at the Board of Supervisors for Small Business Month. Despite their recent opening, Julia and Gilberth are long time business owners in the Dogpatch and their newest venture has been a great addition to the neighborhood. If you have not had a chance to go, you must try the brussel sprouts and tasty empanadas.
