Remembering Charles Pendergraft
1927 - 2015 
It is with a heavy heart that the Upper Kirby District says goodbye to a great civic leader, Charles Pendergraft.

Charles was a resident of the David Crockett subdivision in the Upper Kirby District, where he was extremely involved in the maintenance and improvement of the neighborhood.

Charles served as Secretary for the Upper Kirby Redevelopment Authority (TIRZ No. 19) board of directors since 2006 and rarely missed a single meeting. His connection to the neighborhood and his background in engineering were invaluable assets to the board during his service. He was a tireless community advocate and he will be sorely missed in the Upper Kirby District.

Memorial donations are being accepted in Charlie's name for the new community garden in Levy Park, where he and his wife Francis spent many hours. Donations may be made to the Upper Kirby District Foundation at 3015 Richmond Avenue, Suite 250. For more information, call 713-524-8000.

Westheimer Under Construction - Kirby to Greenbriar 

  

Westheimer Reconstruction: Kirby to Shepherd

Persistent rain has slowed progress on Westheimer over the past week, however, the western section between Dickey and Kirby Drive is scheduled to be reopened later today, weather permitting.

Last week crews were able to install storm sewer east of Dickey all the way to Peckham including inlet leads at Kingson and Westgate. This effort will continue this week to Shepherd. Storm work should be completed over the next two weeks.

As storm crews work toward Shepherd, concrete crews will be following behind with new pavement. If the rain breaks in the next few days, crews will move toward pouring concrete between Dickey and Westgate and will begin preparation for the next pour from Westgate to Kingston. The goal is to have concrete opened up to traffic here by early May.

Look for further updates as this schedule is finalized.

Bissonnet Reconstruction: Kirby to Buffalo Speedway

Bissonnet duct bank construction has been completed and the project is currently in a down phase while utility companies work to transfer services to the new underground facilities. one telecommunications company is redesigning some of their services, so it is expected that roadway reconstruction will likely not begin for several months.

Ultimately Bissonnet will be completely reconstructed with new storm sewer improvements, streetscape amenities and new concrete, however, work will not begin on the complete reconstruction until all of the telecommunications providers have moved their services to the new underground duct banks and the overhead poles have been removed. While this process can be completed in as few as 45 days, one telecommunications company needs to redesign some of their services, so it is expected that roadway reconstruction will likely not begin for four to six months. Look for updates as this work progresses.

Levy Park Renovation
Temporary Dog Park Open

The renovation of Levy Park is scheduled to begin shortly. Burton Construction has been selected as the contractor for the park renovation and expects to begin construction in the next few weeks.

Due to the high use of the existing park by dogs and dog owners, the Upper Kirby District has constructed a temporary dog park that will remain open while the permanent facility is under construction.

Once construction begins it is estimated that work will take up to 12 months to complete. Redevelopment of the park will feature curated, year-round programming, native landscaping and botanical experiences, one of a kind children's play, interactive water features, a performance pavilion, an event lawn, a community garden and dog park.
