Upper Kirby Construction
Westheimer Under Construction - Dickey to Kirby

Westheimer Reconstruction: Kirby to Shepherd

Though last week's rain took a toll on progress between Dickey and Kirby, crews were able to remove all concrete along this stretch and still aim to have it poured and open in two weeks time.

Rainy conditions delayed the projected second pour between moving west to Argonne, however, two pours are anticipated to take place this week and early next week to get the north half of the roadway complete to Kirby.

In an effort to keep moving during the rain, crews were able to complete storm installation moving east from Dickey to Westgate. They should move through the Westgate intersection this week. As was the case at the Dickey intersection, construction will impact the intersection in halves allowing traffic flow to continue during construction.

During this phase, eastbound motorists should expect to be transitioned down to one lane around Lake Street and westbound motorists should expect to be transitioned to the south side of the road just west of Dickey. There will be no left turns onto Kirby from Westheimer as this work is completed.

Work heading east toward Shepherd could be impacted by City contractors working on the Shepherd project if they are not free of the Shepherd/Westheimer intersection by the time Upper Kirby contractors get there.

The original plan was to take possession of the intersection of Shepherd and Westheimer on January 5th and begin work on Westheimer from Shepherd west to Persa, however, the City of Houston project on Shepherd between Westheimer and Buffalo Bayou is still working in the intersection and east of the intersection, preventing Upper Kirby work from beginning as planned.

Once the City contractor has vacated the intersection, Reytec has committed the resources necessary to move into the intersection quickly to complete final reconstruction. The original schedule for completion was June of this year, these delays will impact that date though it is uncertain at this point what the extent of that impact will be.

During this first phase of work on Westheimer, motorists should expect to be transitioned down to one lane in either direction on the south side of the street. Once work on the northernmost lanes is complete, traffic will flip for work to begin on the south side of Westheimer.

City Seeking Input on General Plan

One million more residents are expected to move to Houston in the next 20 years. To prepare for this momentous growth, the City is creating a General Plan called Plan Houston.

The Plan will consolidate and coordinate strategies to address neighborhood enhancement and community development over the coming years. This coordinated effort will provide opportunities to increase communication between government agencies, increase aesthetic design, minimize delays in projects, realize cost savings, reduce duplication of effort and increase overall efficiency.

The General Plan will address:
  • People
  • Place
  • Culture
  • Education
  • Economy
  • Environment
  • Public Services

Draft Vision Statement
Houston offers opportunity for all and celebrates its diversity of people, economy, culture, and places. Houston promotes healthy and resilient communities through smart civic investments, dynamic partnerships, education, and innovation. Houston is the place where anyone can prosper and feel at home.

The City wants your input. What makes Houston a great place to live? How can we ensure Houston's future as a vibrant and growing city? Please visit PlanHouston.org to provide YOUR vision of Houston's future.
